This Memorandum of Understanding (MOU) is entered into by and between the Orange County Sheriff Crime
Laboratory Division, Cal -ID Bureau (hereinafter referred to as "Cal -ID") and the Santa Ana Police Department
(hereinafter referred to as "User"), to define the overall purpose and objectives of the Orange County Mobile
Identification Program (hereinafter referred to as "Mobile ID" or "MID") as well as define the roles and
responsibilities between of Cal -ID and User. Cal -ID and User may be referred to collectively as "the Parties"
1. PURPOSE
The Parties desire to enter into the Mobile ID Program as provider and recipient of equipment and services
for the identification of human subjects through the mobile capture, transmission, and evaluation of
fingerprints.
2. OBJECTIVES
The objectives of the program are:
a) to provide the User with a mobile tool for biometric identification of human subjects in its law
enforcement activities
b) to provide feedback from the User to Cal -ID on Mobile ID use cases and value
c) to identify desired features and functionality requiring further development
3. TERM OF USE
The term of use will expire when the User is a non -participant of the Joint Agreement for the
Implementation and Operation of the Orange County Automated Fingerprint Identification System ("AFIS
Agreement').
4.
The Parties agree to the following responsibilities.

4.1. Cal -ID Responsibilities
4.1.1. Provide Mobile ID equipment to Users and keep a detailed inventory
4.1.2. Assignment/labeling of device identifiers by Cal -ID and Cal-DOJ
4.1.3. Add each device identifier to and set processing parameters in the Cal -ID System
4.1.4. Complete the Cal-DOJ Mobile ID Implementation criteria and maintain compliance with Cal-DOJ and FBI
Mobile ID requirements
4.1.5. Facilitate testing through the local, state, and federal systems
4.1.6. Provide 24 x 7 x 365 technical support for Users (Cal -ID main line: 714-834-6421)
4.1.7. Provide secure transaction pathway between MID device and backend servers
4.1.8. Coordinate network connectivity between Orange County Sheriff's Department (OCSD), the Cal -ID
System, and User
4.1.9. Receive and process Mobile ID searches in the local system
4.1.10. Forward local searches to Cal-DOJ (Cal-DOJ forwards to FBI)
4.1.11. Receive and forward local, state, and federal search results to agency's MID
4.1.12. If directed by Cal-DOJ and/or the FBI, restrict MID submissions to meet daily thresholds
4.1.13. Restrict the use of the MID system if it is determined to be used in a manner inconsistent with the
intended purpose
4.2. User Responsibilities
4.2.1. Designate a Point of Contact for device deployment, installation, testing, production, and maintenance
activities
4.2.2. Provide cellular and/orwifi connectivity for MID equipment
4.2.3. Ensure proper use and maintenance of all MID equipment
4.2.4. Pay forthe cost of any MID equipment that is lost, stolen or damaged beyond repair
4.2.5. Pay for the repair cost of any MID equipment that is damaged beyond normal wear and tear
4.2.6. Promptly report issues to Cal -ID
4.2.7. Ensure all device operators are trained by MID vendor or Cal -ID personnel
4.2.8. Ensure all operators sign the Mobile Identification Technology and Device: Appropriate Use
acknowledgment, to be kept on file in Cal -ID
4.2.9. Provide regular feedback to Cal -ID on: (1) the specific areas, days, and shifts the devices are being used;
(2) the end user experience with the devices; and (3) specific use cases

6.1. This MOU may be amended at any time by written mutual consent of the Parties
6.2. This MOU is not effective until signed by both Parties
