Carvalho Daisy Gomez MINUTES: Mayor Sarmiento called the Special Open Session meeting to order at 5:38 p.m. ROLL CALL MINUTES: Clerk of the Council Daisy Gomez conducted roll call. All councilmembers were present. City Council Minutes 1 03/11/2022 PLEDGE OF ALLEGIANCE Mayor Sarmiento MINUTES: Councilmember Penaloza led the pledge of allegiance. PUBLIC COMMENT — Members of the public may address the City Council only on items listed on the Special Meeting Agenda. MINUTES: Victor Mendez spoke on the process and importance of selecting a map. Encouraged the council to do the right thing. Lino Paras noted that he came to observe the redistricting process. Clerk of the Council Daisy Gomez reported out on correspondence received prior to hearing public comments via Zoom. Ana Charco on behalf of Latino Health Access and with the Santa Ana Redistricting Coalition (SARC) spoke in support of map L2 and L2 revised and in opposition of map K2. Benjamin Vazquez spoke in support of map L. Araceli Robles spoke in support of the coalition's map and spoke on the process and importance of selecting a map. Dale Helvig concerned that more maps were submitted and timeline may be extended. In support of neighborhoods being intact. In support of community maps that were submitted last week by Redistricting Partners. Vincent Tran with VietRise spoke in support of revised L2 map. Spoke in opposition to maps F and F2. Maria Valencia with Orange County Congregation Community Organization (OCCCO) spoke in opposition of having the Delhi community with the South Coast Metro community. Spoke in opposition of maps F and K and their subsequent revisions. Urges council to consider revised map L2 submitted by the SARC. Fatima Paque, OCCCO volunteer, described her community and spoke in support of revised map L2. Supports SARC maps. Irene Bautista, OCCCO volunteer, expressed support SARC maps, specifically maps L, L2 and revised L2. Miguel Hernandez thanked council for their efforts. Spoke in support of maps L, L2 and L2 revised. Supports map L2 revised. City Council Minutes 2 03/11/2022 Rocio Paredes Guzman in support of both versions of map L2 and in opposition of K. Florinda Rojas described her community and expressed opposition to map K2. Spoke in support of both versions of map L2. Carl Benninger expressed appreciation for council's hard work. Spoke in support of map F2 and K2. Karen Alvarado with OCCCO and SARC spoke in support of renamed SARC maps: L2 and M2. Noted that they are open to consider revised L2 map and that they have submitted a revised version the map based on the feedback heard at the last meeting. Believes council can come to a compromise that bridges and unifies the community. Urged council to consider the SARC maps. Kayla Asato with Environmental Justice and SARC spoke in opposition of maps K and K2. Urged council not to break up the Environmental Justice corridor. Leonel Flores spoke in support of revised L2 map. Spoke in opposition of map F and K2. BUSINESS CALENDAR 1. Presentation of Public Testimony and Draft maps, City Council Consideration and Direction Regarding Draft Maps Department(s): Clerk of the Council Office Recommended Action: Seeking input regarding the content of the draft map(s). Moved by Councilmember Phan, Councilmember, seconded by Councilmember Bacerra, Mayor Pro Tem to approve to elevate map N2 and direct staff to prepare a resolution and ordinance to be brought back to the April 5, 2022 Council meeting. YES: 7 — Hernandez, Councilmember, — Lopez, Councilmember, — Mendoza, Councilmember, — Penaloza, Councilmember, — Phan, Councilmember, — Bacerra, Mayor Pro Tem, — Sarmiento, Mayor NO: 0 ABSTAIN: 0 ABSENT: 0 Status: 7-0-0-0— Pass MINUTES: Council discussion ensued and direction provided to Redistricting City Council Minutes 3 03/11/2022 Partners consultant Paul Mitchell and staff. Chief Assistant City Attorney Laura Rossini and Paul Mitchell addressed council regarding the 10% deviation. Mayor Sarmiento noted the responsibility the council has in selecting a map in the spirit of good faith. Councilmember Phan addressed council regarding the importance in working together to come to consensus and select a map. Mayor Pro Tern Bacerra spoke on environmental justice. Clerk of the Council Daisy Gomez read the maps that council requested to be elevated: L, L2 revised, M2, 118257, and 118741 with adjustments. Spoke on the timeline. After additional discussion, Clerk of the Council Daisy was asked to state the maps to be elevated: L, L2 revised, M2, 118257, and 118741 (N), N2. Councilmember Lopez requested to elevate map 118380. Councilmember Phan inquired from colleagues if they were supportive of map 118257. After discussion, map was eliminated. Councilmember Phan motioned to elevate maps L2 revised and N2. Seconded by Councilmember Bacerra. Mayor Pro Tern Bacerra inquired about the timeline. After additional discussion, Councilmember Phan moved a new motion to elevate map N2 and direct staff to prepare an resolution and ordinance to be brought back to the April 5, 2022 Council meeting.
