The interactive components are: STEAM workshops, College is For Me Too! camp, free books, special outings, nutrition seminars, and caring mentors plus wraparound services for the families. America On Track's Brighter Futures for Children of Prisoners Program specifically addresses the needs of the most overlooked population —children of prisoners. Recent statistics show that 65.2%of children who lost a parent to incarceration in their childhood are convicted of a crime by the time they are 25 years old. However, with our program and in spite of having parents, older brothers, cousins and uncles in and out of the system, the wonderful children (ages 7-16) that we work with are eager to have new opportunities and our positive outcomes reflect this. In Orange County alone, there are over 20,OD0 children of prisoners and they mostly live in impoverished conditions where they are more likely to be exposed to gangs, drugs and other illegal activities. AOT helps break the cycle of poverty and incarceration because Brighter Futures is a holistic and comprehensive program that provides children and families with education and resources to build their confidence and stay motivated for the future. Because children of prisoners are at a higher risk of educational failure, early substance use and abuse, . and coming into contact with thejuvenile justice system, America On Track has implemented a unique and free 5-component program to guide them on a successful path to a brighter future: * STEAM (Science, Technology, Engineering, Arts & Math) activities * An inspirational summer educational college camp at CSUF * Qualified, trained mentors serving as positive role models * Free special events designed to provide joy in their lives * Free books year-round and wraparound services for the entire family The visionary aspect of interweaving into their very limited lifestyles the STEAM component, plus the opportunity to experience the joy of college life, plus cultural and fun outings with AOT staff as well as with their mentors creates a reality of brighter futures for these children of prisoners who now have a chance to achieve their goals. These program activities work synergistically, reinforcing positive core values, education and self- esteem. The overall goal of Brighter Futures for Children of Prisoners is to provide a safety net and brighter futures for children of prisoners and their mothers/caregivers. Over the long term, we strive to see these children blossom into productive adults rather than follow in their parent's footsteps. The program's short-term goals are to help them become confident and productive, stay drug -free, stay in school, increase interest in STEAM subjects, and set goals for the future as well as reduce risk behaviors and EXHIBIT A Organization Name America On Track Program Name FISCAL YEAR 2022-2023 PROGRAM BUDGET Futures for Children of Prisoners EXPENDITURES Enter budget categories and proiected expenditures for the nrnnncprl xpen i ures Funded By Expenditures Total Santa Ana Funded By Program Organization Category CDBG Other Sources Budget Budget Administrative Staff Salaries G $0 $0 $ 85,000 Program Staff Salaries $24,627 $ 153,373 $178,000 $ 950,000 Contractual/Professional S rvices $0 $ 10,000 $10,000 $ 225,000 Fringe Benefits of Program Salaries $0 $ 50,036 $50,536 $ 665,000 College Is for Me Too! & STEAM $0 $ 36,500 $36,500 $ 14,500 Mentor Recruiting & Training $0 $ 11,400 $11,400 Program Supplies & Mileage $0 $ 30,623 $30,623 $ 175,000 Rent & Insurance $0 $ 12,719 $12,719 $ 100,000 Telephone, Office Supplies $0 $ 6,600 $6,600 $ 57,000 0 $0 $0 TOTAL Direct Costs $24,627 $311,251 $335,878 $1,780,400 Indirect Costs 10% $2,463 $31,125 $33,588 TOTAL BUDGET $27,090 $342,376 $369,466 $1,780,400 * Indirect cost rate: 10% Non -Federal entity without federaly recognized negotiated indirect cost rate, will charge a de minimis rate of 10% of modified total direct costs. SECTION II — WHO IS AN INSURED is amended to include: 4. Any public entity as an additional insured, and the officers, officials, employees, agents and/or volunteers of that public entity, as applicable, who may be named in the Schedule above, when you have agreed in a written contract or written agreement presently in effect or becoming effective during the term of this policy, that such public entity and/or its officers, officials, employees, agents and/or volunteers be added as an additional insured(s) on your policy, but only with respect to liability for "bodily injury", "property damage" or "personal and advertising injury" caused, in whole or in part, by: a. Excess Insurance This insurance is excess over: 1. Any of the other insurance, whether primary, excess, contingent or on any other basis: (a) That is Fire, Extended Coverage, Builder's Risk, Installation Risk or similar coverage for "your work"; (b) That is fire, lightning, or explosion insurance for premises rented to you or temporarily occupied by you with permission of the owner; (c) That is insurance purchased by you to cover your liability as a tenant for "property damage" to premises temporarily occupied by you with permission of the owner; or (d) If the loss arises out of the maintenance or use of aircraft, "autos" or watercraft to the extent not subject to Exclusion g. of SECTION I - COVERAGE A- BODILY INJURY AND PROPERTY DAMAGE. (a) Any other insurance available to an additional insured(s) under this Endorsement covering liability for damages which are subject to this endorsement and for which the additional insured(s) has been added as an additional insured by that other insurance. (1) When this insurance is excess, we will have no duty under Coverages A or B to defend the additional insured(s) against any "suit" if any other insurer has a duty to defend the additional insured(s) against that "suit". If no other insurer defends, we will undertake to do so, but we will be entitled to the additional insured(s)' rights against all those other insurers. (2) When this insurance is excess over other insurance, we will pay only our share of the amount of the loss, if any, that exceeds the sum of: (a) The total amount that all such other insurance would pay for the loss in the absence of this insurance; and (b) The total of all deductible and self -insured amounts under all that other insurance. (3) We will share the remaining loss, if any, with any other insurance that is not described in this Excess Insurance provision and was not bought specifically to apply in excess of the Limits of Insurance shown in the Declarations of this Coverage Part. C. Methods of Sharing If all of the other insurance available to the additional insured(s) permits contribution by equal shares, we will follow this method also. Under this approach each insurer contributes equal amounts until it has paid its applicable limit of insurance or none of the loss remains, whichever comes first. If any other the other insurance available to the additional insured(s) does not permit contribution by equal shares, we will contribute by limits. Under this method, each insurer's share is based on the ratio of its applicable limit of insurance to the total applicable limits of insurance of all insurers. NIAC-E61 02 19 =s. a ary9,r EEi. '`' Ruk Managernent Analyst MEMORANDUM To: Risk Management Division From: David Flores, Senior Community Development Analyst Date: January 10, 2022 Subject: Review of Certificate of Insurance for CDBG Funded Programs The purpose of this Memorandum is to provide Risk Management Division with clarification and guidance on the Equipment Coverage clause in the Community Development Block Grant (CDBG) Funded "Subrecipient Agreement". Throughout the year, the City's CDBG program awards federal funds to subrecipients to provide a myriad of public services to our residents. In order to deliver these services, the City's attorney office created a Subrecipient Agreement that all subrecipients must enter into before commencing the work. Section X. INSURANCE, of the agreement insures that any subrecipient that enters into this agreement shall purchase a policy or policies of insurance covering loss or damage to any equipment provided to or purchased by the subrecipient. However, the Santa Ana CDBG program does not provide or allow any subrecipient to purchase any equipment in order to deliver the services as indicated in the Exhibit -A "Scope of Work", and Exhibit B "Budget", sections of the Agreement. The CDBG program is respectfully asking the Risk Management Division to disregard Section X. item 4, of the CDBG Funded Subrecipient Agreements when reviewing the Certificate of Insurance.
