What is it?

• California's CARE (Community Assistance, Recovery and
Empowerment) Court is a new plan with an aim of providing support
and care to individuals with untreated mental health & substance use
disorders.
• New plan to get those with untreated mental health and substance use
disorders the support and care they need.
• This includes:
— Housing
— Treatment
— Consistent care and monitoring
— Help in decision-making
— Addressing any other underlying needs

How does it work?

• Each individual will be connected with a court-ordered Care
Plan and Supporter for a total of up to 24 months.
— The initial plan can be ordered for up to 12 months, with periodic
review hearings and subsequent renewal for up to another 12
months.
— The court order can be initiated by family, social services, health
providers, or first responders.
• With this client-centered approach, each person has an
individualized plan.
• Each Care Plan is managed by a care team that provides
interventions in regards to medications, housing plans, and
supportive services.
• To aid in self-directed care decision-making, a public defender
and supporter are also provided.

• Mental health and substance abuse disorders can lead
to even larger issues that are highly prevalent in
California, such as homelessness and incarceration. By
addressing these disorders firsthand, we can prevent an
increase in those larger issues.
• Specifically, the amount of unhoused individuals who
live with mental illnesses and no provided care has been
a huge issue within the state. This proposal represents
an important step in the right direction of addressing
this issue.
• Overall, the goal of this program is to make these
individuals a priority & allow them to stabilize, heal, and
exit homelessness in a community-based care setting.

What is the status?

• The Bill to establish CARE Court has
already gone through all of its policy
committees in the Legislature, and also
received approval from Senate in May.
• Currently, it is expected to become a law
later this summer.
