Ladies and Gentlemen,
With your encouragement, OCTA must expedite the Main/4th + Main/Santa Ana Blvd intersections as this is catastrophic
for those on 4th in addition to several other streets. City leadership must advocate for OCTA to approve a BIF (Business
Interruption Fund) like LA Metro. Our community needs support to withstand the damaging effects of the OC Streetcar
construction and we need your leadership to make sure OCTA takes financial responsibility for the damages from the OC
Streetcar.

Dear City Clerk of Santa Ana and Council Members,
I am writing with an update and another urgent plea for your help and compassion on behalf of students and
staff at NOVA Academy Early College High School.
Since 2019, we have endured constant threats to our safety, well-being, and learning environment while
construction of OCTA's OC Streetcar continues to stretch years past its originally-promised date of completion.
The level of disregard for NOVA Academy and human life on our campus has now reached unbelievably
horrific proportions.
Here are just some examples of what has happened recently:
• Safety exits designated for emergency evacuations have been obstructed with no warning or
communication
• Fencing was erected near a fire riser, in front of the controls for the fire and sprinkler alarm system,
eliminating access for the fire department—also with no warning or communication. (We had to ask
OCTA to remove the fence, which they eventually did.)
• NOVA Academy's property has been blatantly encroached and further destroyed
o Despite survey lines that clearly delineate our property, the walkway and courtyard in front of
our building have been severely damaged
o Large cement blocks have been placed on our property, breaking even more of the bricks in
front of the school, which have been left behind as safety hazards
o A large electrical pole has been erected on our property, directly in front of our building, with
no warning or permission
• Our campus continues to be targeted by vandals who graffiti our building, and numerous calls to the
city to remove it have gone unanswered
• The intersection of Ross and 4th Streets has been blocked—the exact location where more than 350
students are dropped off and picked up from school, vendors supply meals and other deliveries to

NOVA Academy, visitors park to register for classes or conduct other school business, and officials
(such as fire inspectors) typically park to access our school
o OCTA once said we could have access to Ross Street for student drop-offs and pick-ups, but this
has not been the case. In addition, construction trucks and the crew's personal vehicles
typically line Ross Street, prohibiting these actions. We are very concerned about the progress
of the construction, and that it will not be completed by the time school starts.
NOVA Academy's new school year begins on Monday, August 15. We have less than two weeks to ensure
that children and families of Santa Ana are provided a clean, safe, and productive place to learn and thrive.
NOVA Academy is dedicated to the academic success of its students and always prioritizes their safety. I hope
you will join us in that commitment with action that will finally resolve these atrocities, once and for all. OCTA,
the city of Santa Ana, and all project partners must be held accountable for the mess, damage, and danger
they continue to inflict during this prolonged construction process.

The following picture shows fencing outside NOVA's emergency exit door. It
blocked access to the westward pathway open for evacuation in case of an
emergency or threat of violence to our campus.

Fencing blocked our access to the fire and sprinkler alarm supervisory. We had
an alarm on our fire/sprinkler system and our vendor who monitors the system
could not access the override and other controls to reset the alarm.
The fencing was also installed right next to the Fire Department hose access into
our water system, leaving it difficult to access water if there was a fire in our
building, especially since Ross Street is blocked currently. If the fire truck had to
access our building coming from the west side, they would not have access to
our building.
