thing we think is, how much is necessary for the Santa Ana Center? Wouldn't it be better to give priority to the business
issue that I have already mentioned in previous lines?
We appreciate the support you have given us but you know numbers and this is not enough for the remaining years of
work. You as representatives of the City point out that we have been supported with $3M, however to date these
resources have not been delivered to all the merchants who applied.
The expenses of our businesses such as rent, salaries and payment to suppliers do not wait and the resources that you
have given us are not enough and are not delivered in an agile manner.
Please listen to us and support all the small business owners who have been suffering since the PANDEMIC (2019) and
now with the OCTA WORK.

Espero que este correo llegue al Major Vicente Sarmiento y Concejales.
Me permito manifestar mi descontento acerca de las acciones que la Ciudad no está llevando a cabo para apoyar a los
pequeños negocios afectados por la obra de OCTA.
En primera instancia nos sentimos desilusionados al ver que la empresa OCTA, no tiene la voluntad de apoyarnos y al
mismo tiempo no vemos materializado el apoyo por parte de ustedes como autoridad, para exigirle a dicha empresa
que debe responder por los daños económicos que la construcción ha ocasionado en nuestras finanzas.
Queremos que no se les olvide que:
1. Muchos de nosotros no estábamos como dueños en el momento que se pactó realizar esta obra.
2. No consideraron el impacto económico que la obra iba a tener sobre las pequeñas empresas ni tampoco destinaron
recursos para apoyar a dichos negocios como si se ha hecho en otras ciudades y empresas como Metro en Los Ángeles.
Actualmente nos hemos enterado que van a instalar una pista de patinaje con un valor de más de $700K. Y lo primero
que pensamos es, ¿qué tanto es necesario para el Centro de Santa Ana?. ¿No sería mejor dar prioridad al tema de los
negocios que ya he mencionado en líneas anteriores?.
Agradecemos el apoyo que nos han dado pero ustedes saben de números y esto no es suficiente para los años que
faltan de obra. Ustedes como representantes de la Ciudad señalan que se nos ha apoyado con $3M, sin embargo al
día de hoy esos recursos no se han entregado a la totalidad de los comerciantes que aplicaron.
Los gastos de nuestros negocios como renta, sueldos y pago a proveedores no esperan y los recursos que ustedes nos
han dado no son suficientes y no se entregan de manera ágil.
Por favor escuchenos y apoyen a todos los dueños de pequeños negocios que llevamos sufriendo desde la PANDEMIA

In regards to the ice skating rink, I really do not think it would be a great idea this year. I think that there would be better
ways to spend the $700,000, for example really promoting DTSA. The rink isn't close to the Downtown to bring in
clients/customers

Hello City of Santa Ana, this is Rosibelda from La Zapateria Mexico here on 4th Street. We have been in business for over
15 years here in downtown Santa Ana. I have been affected tremendously by the construction and even more now than
ever with the closure of Main Street. The closure of Main Street has caused business to slow down and limit foot traffic.
The closure of Main Street has caused a lot of disaster, vandalism, breaking of windows and a lot of graffiti on business
property. Where is the security at when all this is taking place? What is the point of the police cameras that we have in
almost every corner if they aren’t capturing these people doing all this stuff to us? Before we would always see security
walking by day and night and now they are no where to be found. We need help and more security. We need more
people who actually care to be involved and help us get through these hard times. I want the construction to end
already and be finished and everything go back to normal Sent from my iPhone

I agree with Councilmemeber Pham it is not right to deport a person who
has served in our armed forces. By serving tells me this person supports
the USA and by their service should earn the right to be a citizen of the
great land. So instead of giving the vote to all undocumented persons
who are here illegally I would suggest the following. Also to give the right
to vote is not the responsibility of a local council.
The council should ask the city manager to write to the Governor and the
President as well as our representatives in DC and suggest they offer
citizenship and the right to vote to all veterans who have served our
country.and not deport them.
This I can support and would be willing to work on. I do not support open
borders or giving away all the benefits we enjoy as citizens of this great
land.

Subject:Giving the Vote to Undocumented peopleI
I am not supportive of this. Being a citizen of this great country means
something to me. My grandparents and your families came to this
country for a better life and I believe we have all found it. My
grandfather from Germany entered the US through Canada. He came
because he was not allowed to vote in Southern Germany. He learned
English, became a US citizen in 1902 and voted in 1904 for the first
time. He never forgot his German roots but was a proud, thankful and
supported citizen of the USA.
It surprises me that two members of the council who I do respect
and think are very intelligent people support this. They are lawyers and
should know that the right to vote is controlled by the State and Federal
governments not by local city councils.
They should also know that if an undocumented person votes it reduced
their chance to become a US citizen. Just read the questions asked on
the application for citizenship. I know because I have helped a number of
people to apply. Unless you are not concerned about being a citizen of
this great country. If a person is only interested in the benefits and not
this country then what type of citizens will they be?
Or maybe some council members are in favor of open borders, I am
not. If so, please just be transparent and say it. But do not give away this
country which welcomed you in, piece by piece.
Remember the Words of President Kennedy

country!" Becoming a citizen and earning the right to vote is one thing all
people can do.

I do support the formation of a Police Commission in Santa Ana but not
as being proposed by the ACLU and some members of the council. Due to
Family commitments, I may not be able to speak to the council tonight
so I am writing this response. I will be back in to the chambers in
September
So here are my concerns:
Membership on the Commision: It should be open to all citizens of Santa
Ana. We are ALL Impacted by crime, not just those who get arrested for
committing a crime. At the same time the commission can not be made
up of only law enforcement. This commission needs to be balanced,
open and fair or it will fail. It is just like sex between a couple.
Consensual and it is the most beautiful thing you can experience. But yet
if forced by one person on the other, it is dirty and ugly. Please make our
commission a thing of pride and beauty
Purpose of A Commission: I think some of the council do not understand
the purpose of the commission. It is not to get back at the police for
enforcing the laws we need to keep us safe. But to give the citizens of
Santa Ana a voice and make the Police Department more transparent to
those they serve. Let me point out again that SAPD serves all citizens of
Santa Ana.

But no one on the council at the last meeting talked about reviewing the
procedures and past incidents in the department. When I worked at Dow
Chemical I was asked to be part of a number of teams which
investigated injuries, releases or near misses. Our goal was to find the
root cause and prevent it from happening again. Looking at the
procedures was an important part of our work. We looked to see if the
procedures were written or not, Were they effective or just
words. When were the employees training on the procedures and did
they follow them? We learn a lot about the plant and how it operated by
just looking at the procedures.
Reviewing police procedures is an important part of the police
commision.
Do Not Change the Chart of Santa Ana. I do not support changing the
charter of Santa Ana. Let the final decision on hiring and firing of police
personnel be with our City Manager and Chief. If the city manager or
chief is not performing to the standards of the council then they as our
elected official can make the change in city manager. Please do give the
right to fire police members to a group of criminals ( no matter what you
call them) as suggested by some council members.
ACLU guidelines: I am glad that a lady speaking at council read the ACLU
guidelines for a Police Commission. I agreed with a few points but not
that the commission members should not be from Santa Ana. Keep the
members citizens of Santa Ana who have a stake in the city and the
concern for the safety of our citizens.
