Carvalho Daisy Gomez MINUTES: Mayor Sarmiento called the Adjourned Regular open meeting to order at 5.09 p.m. ADJOURNED REGULAR CITY COUNCIL MEETING ROLL CALL MINUTES: Information Services Representative, Melanie Torres conducted roll call. All City Council 1 6/15/2022 councilmembers were present with the exception of councilmember Mendoza. PLEDGE OF ALLEGIANCE Mayor Sarmiento MINUTES: Mayor Pro Tem Bacerra led the pledge of allegiance. PUBLIC COMMENT — Only members of the public who have not previously address the City Council on Public Hearing item 16 may provide public comment at this time. PUBLIC HEARINGS PUBLIC COMMENTS — Members of the public may address the City Council on Public Hearing items. 16. Public Hearing - Consider an Ordinance to adopt the Fiscal Year 2022-23 Budget, Approve a Resolution for Changes to the City's Basic Classification and Compensation Plan Budget, and Adopt the Seven -Year Capital Improvement Program Legal notice published in the Orange County Reporter on May 27, 2022 and June 3, 2022. Department(s): Finance and Management Services Recommended Action: 1. Approve the introduction and first reading of an Ordinance to adopt the budget for Fiscal Year 2022-23 (FY22-23), which begins on July 1, 2022 and ends on June 30, 2023. (Exhibit 1 and Exhibit 2) 2. Resolution No. 2022-XXX — Adopt a Resolution, to effect certain changes to the City's basic classification and compensation plan, such as addition of new classification titles. (Exhibit 3) 3. Resolution No. 2022-XXX — Adopt a Resolution, to effect certain changes to the City's basic classification and compensation plan for classifications in the Police Management Association (PMA) bargaining unit to comply with the Memorandum of Understanding. (Exhibit 4) 4. Adopt the Seven -Year Capital Improvement Program (CIP) beginning FY 2022-23 through FY 2028-29, as required by the Orange County Transportation Authority (OCTA) for Measure M2 eligibility. (Exhibit 5) 5. Deposit $9,506,967 (including $7,748,811 million from the General Fund) into the Section 115 Pension Trust Fund to implement Pension Debt Strategy. MINUTES: Mayor Sarmiento opened the public hearing at 5:12 p.m. Mayor Sarmiento provided a brief summary of the services included in the general plan. Information Services Representative, Melanie Torres, reported out on City Council 2 6/15/2022 correspondence received. Lexi Hernandez with Climate Action Campaign spoke in support of environmental justice equity policies proposed in the budget. Called for an environmental justice advocate staff position. Carl Benninger spoke in favor of a plentiful reserve. Tomas Castro spoke in support of an environmental justice staff position. Alejandro Sobrera with Sunrise Movement Orange County spoke in support of an environmental justice staff position. Isuri Ramos with Chispa spoke in support of community based organizations and expanding the Santa Ana WORK center. Avinash Ramaswamy spoke in support of an environmental justice staff position. Ayn Craciun with Climate Action Campaign spoke in support of an environmental justice staff position. Sue Pelleck spoke in support of additional police officer positions for Santa Ana Police Department. Maya Cheav spoke in support of an environmental justice staff position. Tim Johnson spoke in support of a stabilization fund. Leonel Flores spoke in support of an environmental justice staff position. Danny Vega spoke in support additional funding for code enforcement and police officers. Mayor Pro Tem Bacerra requested to shift overtime funds to 8 regular full time police officer positions. Increase sworn authorization to 400 for future funding additions. Councilmember Mendoza called attention to the mass shootings in the nation and supported allocating funds for additional officers. Councilmember Hernandez requested an increase for arts funding, library services and for mental health resources. Requested funds for a Chicano Heritage celebration event. City Council 3 6/15/2022 Councilmember Phan requested a $30, 000 allocation for a mid -autumn festival event. Councilmember Lopez requested the Lobbyist registry funding to be considered prior to mid -year. Mayor Sarmiento closed the public hearing at 8.25 p.m. Council discussion ensued and direction provided to staff. Potential Adjustments 1. Shift up to $2 million from PD OT to fund 8 additional Police Officers 2. Increase Sworn authorization to 400 for future funding additions 3. Add $1 million more for mental health 4. Increase Arts Grant Funding from $100, 000 to $200, 000 5. Add Executive Assistant $105,260 6. $100,000 for Equity, Diversity & Inclusionary Training 7. Increase Graffiti Arts Program (GAP) from $50, 000 to $100, 000 8. Use PD Budget to establish a Pilot Program for CWE 9. Move $150,000 Non -Profit start-up grants form one-time to recurring 10. Lobbyist Registry funding of $40, 000 prior to Midyear 11. Asian Cultural Event $30, 000 12. Chicano Heritage Month $50, 000 This public hearing Item - Resolution No. 2022-047 and Resolution No. 2022- 048 were approved. Moved by Mayor Pro Tern Bacerra, seconded by Councilmember Mendoza to Adopt as amended.
