Project Description:The applicant is requesting approval to execute a Mills Act
Agreement with the City of Santa Ana for the above mentioned property that is currently
listed on the Santa Ana Register of Historical Properties.
Environmental Impact:In accordance with the California Environmental Quality Act
(CEQA) and the CEQA Guidelines, the project is exempt from further review pursuant
to Section 15331 of the CEQA Guidelines (Class 31 – Historical Resource
Restoration/Rehabilitation) as these actions are designed to preserve historic
resources. Notice of Exemption, Environmental Review No. 202284 will be filed for this
project.
Recommended Action: Recommend that the City Council authorize the City Manager
and Clerk of the Council to execute a Historic Property Preservation Agreement (Mills
Act) with Duane Rohrbacher ;and Shannon Quihuiz for the property located at 419 E.
Wellington Avenue, subject to nonsubstantive changes approved by the City Manager
and City Attorney.

party or group. Legal notice for Item Nos. 26 was published in the OC Reporter
on August 26, 2022 and notices were mailed on said date.

Project Location: 2405 North Bonnie Brae
Project Applicant: Benjamin and Catherine Mayberry
Project Description: The property owners, Benjamin and Catherine Mayberry,
are applying for the property to be designated on the Santa Ana Register of
Historical Properties, to categorize the property as Key, and for a Mills Act
Contract with the City.
Environmental Impact: In accordance with the California Environmental Quality
Act, the recommended action is exempt from further review under Section 15331,
Class 31, as this action is designed to preserve a historic resource. Categorical
Exemption No. 202245 will be filed for this project.
Recommended Action:
1. Adopt a resolution approving Historic Resources Commission Application No.
202213 and Historic Register Categorization No. 20226; and
2. Recommend that the City Council authorize the City Manager and Clerk of the
Council to execute the attached Mills Act agreement with Benjamin and Catherine
Mayberry, subject to nonsubstantive changes approved by the City Manager and
City Attorney.

day to appeal falls on a City Hall observed holiday or a day when City hall is closed, the final
