Overview
•The Roadway Cleaning Fee covers the cost of the
following services and programs:
–Streets Sweeping
–Sidewalk and alley cleaning
–Illegal deposits/rubbish removal
–Sanitation and Right-of-Way inspection and enforcement
–Weed abatement

Cost to Residents/Businesses
•The current monthly rate is $5.35 per month billed on a
bimonthly basis of $10.70 per bill.
•Assessed to about 89,000 units
•Generates about $6.25M per year

History
•Fee was established on June 17, 1991, by Ordinance
(NS-2129)
•Fixed fee amount without an increase since 1996
•Reduced in 2017 when the Tree Services Program
expenses were removed and transferred to the
General Fund Reduced with Resolution 2019-039
adopted 6/4/2019

Reason for Adjustment
•Increased cost of Street Sweeping (prevailing wage,
linear miles, frequency)
•Increased un-housed population clean-ups and
QOLT support (6,400 in 2022)
•Increased demand for Sanitation Inspectors and
Enforcement
•Increased demand for sidewalk cleaning services
through the MySantaAna App (over 24,000 in 2022)

New Street Sweeping Contract
•Existing street sweeping contract expires on June
30, 2024.
•On October 14, 2022 Contractor requested to
increase their rates from $18.23 to over 2.5 times
due to inflation and prevailing wage, under various
contract conditions, ranging from amending the
current contract to negotiating a new one and
terminate current contract.
•The City’s only option is to RFP a new contract

Street Sweeping Prevailing Wage
•October 4, 2021 –CA Department of
Industrial Relations required Sweeper
Operator Prevailing Wage
•Hourly Wage: $56.46 ($87.25 with Benefits)
•Hourly Wage Prior to Prevailing Wage: $17-$30
Hour
•Average Sweeping Curb Mile Rate
–Recently approved Prevailing Wage Contracts doubled the
wages (Cities of Palo Alto $74.27 and Wildomar$48.71)

Street Sweeping RFP Desired Enhancements
•Increased Street Sweeping Service Levels
•Arterials/Commercial –Double Frequency (2 x Week)
•Industrial –Double Frequency (2 x Month)
•Alleys –Double Frequency (Weekly)

•Bike Lane Sweeping
•Roadway cleaning of abandoned items, litter/trash, weed
removal and sidewalk cleaning
•Power Washing –Removal of stains, dirt and gum from
pavement.

cost of service study for the next 10 years.
•Will be conducted by a rate consultant to
ensure compliance with existing law

•Complete the rate study
