HomeMy WebLinkAboutCorrespondence- #17 Orozco, Norma From: Ginelle Hardy <ginelleann@gmail.com> Sent: Tuesday, March 21, 2023 1:18 PM To: eComment Subject: Consent Calendar Item: 17 Honorable Mayor and Councilmembers, Please hold your vote this evening on Consent Calendar Item: 17 Approve an Agreement with Dunbar Architecture for Architectural Design Services for the Historic Cypress Fire Station in an Amount Not to Exceed $434,880 for a Five- Year Term (Project No. 22-6023) (General Fund) Please continue this item until the Eastside/Pacific Park neighborhood has an opportunity to make comments related to the RFP about the use of the historic Cypress Fire Station. At at least one(1)meeting,if not more meeting need to be held in&for the community where the RFP drawings&proposed use of the building is disclosed and open for debate in the community @ an Eastside/Pacific Park neighborhood meeting- or a meeting held just for such a presentation and discussion-with City staff,Developer&Architectural Firm representatives in attendance! This is not asking too much,but only the bare minimum of what has been done in the past regarding proposed projects in other neighborhoods! The community MUST be able to provide feedback about use,parking,landscaping, availability of the building to the community, etc, - and the community's input must be reflected in a revised proposal with Neighborhood buy-in before the project is awarded funding by City Council. Please postpone voting on Consent Calendar Item: 17 tonight, and continue this matter until after the neighborhood has had an opportunity to provide necessary input @ a Community meeting related to this project with City Staff,Developer &Architectural firm in attendance.At such meeting all material related to RFP or pending proposal should be presented in full disclosure with all necessary drawings,displays&explanations.And choices given for use of the building made available to the neighborhood&community! Please be aware that there has been for years, and is now,neighborhood&community interest in both the preservation of the exterior of the historic Cypress Fire Station per state guidelines(Secretary Interior's Standards for Rehabilitation),AND the use of the building, or part of the building,open to the public for use by the neighborhood&community as a meeting space& an art center. Written&photo documentation is available to show evidence of this long struggle by residents. Also know that by the time this project reaches the Historic Resources Commission (HRC)for review it will be too late for Neighborhood&Community input and related changes to the use of the historic Cypress Fire Station- as the HRC will only be concerned about the historic rehabilitation of the exterior of the building. I am in full support of Agenda Item #17 to having the PAAL program, Senior Center and the Police Substation at the Historic Cypress Fire Station. Police-Community relations is something that we all can agree needs to be improved. I believe this is a great way to do it. I personally have seen staff at a PAAL center and I see how excited and happy the kids are. I believe Police Officers can be a terrific role models for our children, especially when we have gangs who are waiting to prey and recruit our children. I hope that we also consider looking at additional locations so that every child in Santa Ana has a chance to enroll. Thank you for your time. I think this is a positive move by the City. I don't claim to understand the process used to determine the selection of this architectural contract to Dunbar Architecture. They by all accounts seem to be a good firm. I also don't understand why the only firm from Santa Ana was not awarded the contract. If all the firms listed were qualified to do the job, the Santa Ana firm should have been selected, regardless of the ranking. I have seen auto purchases awarded to dealerships in other counties to save some money and I have seen a trash haulers contract awarded to a firm that will cost its residents more each month for next 15 years. So, I don't know what the basis is for deciding who gets what. The City of Santa Ana should support qualified local businesses, in this case, ITZEN Architects.
