Our core project leadership team has worked together on numerous public recreation projects over many years and has developed an efficient management system whereby the project manager and the principal -in - charge (your primary point of contact) are both engaged in your project. This built-in redundancy not only helps for continuity over time, but also for diversity of perspective and experience. We understand, above all else, that on -call consulting requires a unique type of firm — one that has a diverse breadth of project and staff experience that can nimbly change gears and adjust to a variety of different projects, big and small; a firm that has the horsepower to take on virtually any task without delaying project schedules; and a firm with seasoned project managers that know how to make your life easier as an extension of your staff, and provide you with highly responsive, quality service. On -call contracts by their nature often involve small, miscellaneous projects, and RRM can usually provide what you need. If you need to make ADA upgrades to a public restroom, our architects can help. If you need to solve a chronic drainage problem In a park playing field, our civil engineers are an extension away. For this reason, executing an on -call contract with RRM Design Group will maximize Santa Ana's flexibility to address the full spectrum of issues that may arise. COMMUNITY INVOLVEMENT One of the greatest privileges of the work we do is having the opportunity to work with individuals from communities all across the State. A critical first step at project onset is meeting with the community. We want to connect with the neighbors, listen and learn; what are their needs? what are their hopes? How would a renovated park make life better? What stories about the park, or neighborhood, or culture does your community want to share with us? We facilitate this engagement through our town hall style of public outreach which encourages individuals to voice their opinion and we carry this approach from our first stakeholder meeting on through each community workshop we host. Connecting with the community is not only an important first step, it's what Inspires our work and drives our passion. Though ideally we would meet with the community in - person, even in the midst of a deadly pandemic, we have effective tools at our disposal to still get that all important face time with the community by utilizing virtual meeting platforms and online surveys. ESTABLISHING GOALS AND OBJECTIVES Our team will start your project by listening to current staff experiences, challenges, and opportunities. From there we will work with staff to evaluate resources and priorities to establish initial project goals and objectives. With this project framework we can then work together to establish a project definition, schedule, and budget. RRM is structured to provide maximum flexibility to perform at the highest level and meet project schedules. With a total firm size of over 190 design professionals, we can scale up our team whenever needed to provide extra horsepower. This is particularly helpful in the construction documentation phase of work when large amounts of technical and detailed effort are required. MAINTAIN CLEAR AND FREQUENT COMMUNICATION To give you the confidence that your projects are heading In a direction you are comfortable with, we will keep you updated and current at every step of the way throughout the process. Weekly design steering committee meetings will provide the perfect opportunity to keep everyone focused and on the same page. You do not want any surprises at the eleventh hour, and neither do we. By adhering to this approach, issues inherent to any project —whether schedule, budget, or design -related —are worked through systematically and thoughtfully. iUrrm S[atcnrr;rv/quoliJsanunx I SECTION 1 PROJECT CONTROL? Project excellence is only partially attributed to the design During construction, we provide rapid attention to of the space itself. A successful project must also be on time contractor questions, understand construction schedules, and on schedule. RRM has the benefit of having the core disciplines in-house which means we have tighter control over our milestone deliverables and are not at the mercy of sub -consultants schedules. We commence our work plans by establishing a project timeline in Microsoft Project (or Excel if preferred) software with you and your construction manager. A detailed breakdown of tasks and associated responsibilities is correlated to a timeline and will allow RRM to monitor progress and hold all team members accountable. We will utilize a series of milestones and checkpoints to reaffirm the current schedule or take corrective action, if needed. QUALITY CONTROL/QUALITY ASSURANCE RRM adheres to a comprehensive and rigorous quality assurance program for our public projects, that has been developed from lessons we have learned over 49 years in business. Our QA/QC checklist is utilized for each phase of the project, from initial setup through construction. Before a project is released to the City for bidding, a document peer review is performed by a senior landscape architect or project manager who is not a member of the project team. Our third -party cost estimator also plays a valuable role in this arena — if the plans they are reviewing are not clear, then they will not be clear to a bidder either. We are committed to producing quality documents, and our quality assurance procedures were created specifically to minimize construction change orders and cost impacts to our clients. Accuracy in the preparation of construction documents will minimize client and contractor change orders during construction. In the field, the contractor needs clear direction to construct the project according to client expectations, and this direction is conveyed through the construction documents. RRM regularly provides continuous service from design through construction; our boots -on -the -ground project managers are involved from the beginning of the project, and are not only knowledgeable in general landscape construction, but also in specific details that make a public landscape durable and beautiful. and work creatively to solve construction issues that result in a smooth construction process. COST CONTROL AND BUDGETING METHODOLOGY Cost over -runs are one of the most common struggles for large capital projects. RRM has a time -tested approach to minimizing this problem that involves checks and balances: I. Firstly, we rely on our experience and observation of current trends in the industry. Several our park designs have recently been constructed around the state, and we have up-to-date bids for reference. 2. Secondly, we utilize an independent estimator who brings a fresh set of eyes and broad construction knowledge; this is not only good for more accurate estimating, but also for picking up plan errors and omissions, one of the most frequent causes of cost increases during construction. 3. And lastly, if we have the luxury of having a third -party construction manager like we do in this instance, we also tap into their expertise which can be especially helpful to identify constructability issues that could influence the cost. It is always best to identify potential cost challenges early so they can be mitigated through the natural course of the design development. Therefore, one of our first tasks will be to prepare a preliminary construction estimate based on the major programmatic elements to verify alignment with your construction budget (established by the grant). We will then periodically update the estimate at design milestones to verify that the design is proceeding in alignment with the City's goals. If the updated budget is out of alignment, RRM will evaluate the potential causes (e.g., market conditions, design strategies, etc.) with our cost estimator and develop strategies to mitigate or eliminate the budgetary misalignment prior to moving forward. Finally, we will present you with options and recommendations to keep the project on track with the desired goals and budget.
