HomeMy WebLinkAboutCorrespondence - #25 Orozco, Norma From: Leon Raya < Sent: Monday,July 31, 2023 10:59 PM To: eComment Subject: Support for item 25 August 1, 2023 Dear Mayor and City Council, I am writing to express my support for item 425 which is asking the City Manager and staff to reconsider the fees charged to neighborhood associations,community groups and Santa Ana based non-profits for use of City facilities. I think the fees can and should be re-visted in light of the negative impact they can have. I agree that a fee of some sort should be charged and I understand the desire to have a transparent process for use of City resources. I don't think trying to recover cost at the expense of organizations who build involvement and pride in our community is a good idea_ The amount of revenue generated by these fees is miniscule in view of the entire budget.It also pales in comparison to some of the approved expenditures. The City needs to build their collaborative relationships with groups who provide positive services and activities to our residents. It also needs to make use of City facilities as affordable and accessible as possible to these groups. In prior years City agencies and City staff worked in partnership with such groups. Recently it seems as if things have become very transactional. Additionally,just as Council stresses the need to make doing private business in this City more convenient,it should stress the same approach towards community organizations. It should be a win win approach rather than finding ways to say no. I don't think anyone is in favor of wholesale free and unregulated use of these resources. Perhaps a policy limiting the size,number and types of reduced fee events/activities can be implemented. Understanding the history of organizations and their past work is important. There has been a turn over in staff that has resulted in loss of instructional knowledge. Success for improving the the livability of our City depends on strong,honest and positive relationships that work together to serve residents. This requires policies that enable this to happen rather than policies and attitudes that stymie community collaboration. On behalf of the members of the organization and community of Santa Ana, we want to ask for support to be able to continue holding events on Calle 4 in Santa Ana, since every time it becomes impossible for us to carry them out, since the costs of permits and administrative costs are very high, last year we held 2 events, one the unveiling of the Chilean mural on Busch St between 4th and 3rd streets on February 5 with total success supporting local businesses, and our second event on November 5 2022 on 4th and Sycamore street where 20 thousand people attended every day with significant traffic, which had an important economic impact for the city, this year we plan to hold the same event for the chinelos Day of the Dead on 4th street. The group is quite happy with the current policy and price structure that the Parks Department has, giving a discount to Santa Ana groups that are in fact SA based. Our parks are just now beginning to look good and we don't wish to see them return to the era of being poorly maintained due to lack of funds. We appreciate your thoughtful deliberation of this issue and the good intentions of Mr. Hernandez who has brought forth the proposal. Thank you for your leadership. My hand was raised, and I was not called on to speak. Not sure what happened. Here is my statement of what I was going to read. The reason for my call is to support Councilman Hernandez request to reconsider fees for registering events and reserving facilities. My name is Lucinda Solorzano, I’m a board member of Artesia Pilar Neighborhood Association. We are one of 62 neighborhood associations. We are all 100 percent volunteers, driven by the desire to improve our community, not by monetary gain. As volunteers, we are the heart and soul of these neighborhood associations. Our dedication and commitment have created a vibrant and caring community that we are all proud to call home. Our organization does not have a formal operational budget. We don’t charge dues and all our events have been free and open to all Santa Ana residents. For the past decade Artesia Pilar association is supported by the City of Santa Ana’s Neighborhood Initiatives and Environmental Services. Without the help of Margarita, Alyssa, Frank and formerly Scott Kutner Artesia Pilar would not be as active as it has been. Increasing fees would have a detrimental impact on our beloved association in several ways: 1. Exclusion of residents: Our diverse community is what makes us strong, but higher fees might alienate some of our members, preventing them from participating and sharing their valuable insights. We risk losing the perspectives and voices that enrich our discussions and decision making. 2. Volunteer Retention: The spirit of volunteerism flourishes when individuals feel appreciated and empowered. Higher fees might put an undue burden on our volunteers, leading to fatigue and possible resignation. Losing dedicated volunteers will weaken our capacity to carry out essential projects and events. 3. Reduced Community Engagement: Our association thrives on inclusivity and participation. By raising fees, we could inadvertently discourage residents from attending meetings, workshops and events. This reduced engagement will hinder and diminish the sense of community that we've worked so hard to foster. 1 4. Decreased Sense of Belonging: We pride ourselves on creating a neighborhood where everyone feels welcome and supported. Raising fees could create divisions and foster a sense of inequality among residents. Instead of raising fees, let us explore alternative ways to support our association's activities. In conclusion, I implore each one of you to consider the negative implications of raising fees on our 100 percent volunteer-driven neighborhood association. Let us uphold the spirit of unity and collaboration that has made us strong. Together, we can find fair solutions to preserve our sense of community and ensure that our association remains the beacon of support, compassion and volunteerism for all.
