Form 130 Related to Federal Emergency Management Agency Reimbursement
Request for COVID-19 Expenditures
RECOMMENDED ACTION
Adopt a resolution designating the City Manager, Executive Director of Finance, and
Assistant Director of Finance as authorized agents to execute for and on behalf of the
City of Santa Ana (the City) with the purpose of obtaining federal financial assistance.
DISCUSSION
In November 2022, the Finance and Management Services Agency submitted a project
application requesting reimbursement for eligible COVID-19 expenditures that the City
had incurred in an effort to combat the virus. This request was submitted to the Federal
Emergency Management Agency (FEMA). However, Cal OES is handling and
processing project applications submitted by all California-based applicants. In relation
to the reimbursement request, Cal EOS is requesting that the City designate authorized
agents to execute for and on behalf of the City of Santa Ana for the purpose of obtaining
federal financial assistance. Furthermore, Cal OES requires the City to follow their
resolution format by using Cal OES Form 130. The resolution, once approved, will last
for three years and designates the City Manager, Executive Director of Finance, and
Assistant Director of Finance as authorized agents for the City.

Emergency Assistance Act of 1988, and/or state financial assistance under the
California Disaster Assistance Act.
- Flood Mitigation Assistance Program (FMA), under Section 1366 of the National
Flood Insurance Act of 1968.
- National Earthquake Hazards Reduction Program (NEHRP) 42 U.S. Code 7704 (b)
