HomeMy WebLinkAboutItem 14 - Blanket Order Contract for Endpoint Protection Software Subscription Information Technology www.santa-ana.org/information-technology Item # 14 City of Santa Ana 20 Civic Center Plaza, Santa Ana, CA 92701 Staff Report May 16, 2023 TOPIC: Blanket Order Contract for Endpoint Protection Software Subscription AGENDA TITLE Award a Blanket Order Contract to BorderLAN, Inc. for Computer Endpoint Protection Software, in an amount not to exceed $200,000 (Specification No. 22-060) (Non- General Fund) RECOMMENDED ACTION Award Blanket Order Contract to BorderLAN, Inc. for Endpoint Protection Software Subscription Services for a three-year period expiring May 31, 2026, in an amount not to exceed $200,000, subject to non-substantive changes approved by the City Manager and City Attorney. DISCUSSION The Information Technology (IT) Department provides support to both City Hall and the Santa Ana Police Department (SAPD) data centers, which together house the largest concentration of computer systems used to support City operations. As innovation and new technology evolve, so does the need to safeguard and ensure the safety of City’s digital assets. With 24/7 protection against the risk of data loss, malware infection, and other cybersecurity threats, End Point Detection and Response (EDR) is an integrated endpoint security solution that continuously monitors computer devices to detect and respond to cyber threats like ransomware and malware. It employs a high degree of automation to remove or contain cyber threats and notify security personnel. It provides forensic and analysis tools to research identified threats and search for suspicious activities. In addition, the City’s Cybersecurity Insurance provider has required that the City implement EDR protection to maintain our Cybersecurity insurance. The City of Santa Ana requests utilization of Cooperative Agreement No. 210101 available through The Interlocal Purchasing System (TIPS). The City of Santa Ana City Ordinance No. NS- 2312 authorizes the City to purchase against contracts from any public agency utilizing a competitive bid process. The Interlocal Purchasing System (TIPS), a government cooperative purchasing program authorized by the Region 8 Education Service Center, awarded a national cooperative Blanket Order Contract for Endpoint Protection Software Subscription May 16, 2023 Page 2 3 4 2 3 contract for technology solutions, products, and services to BorderLAN, Inc. on June 1, 2021. The existing TIPS contract was awarded as a result of an open, competitive Request for Proposals solicitation. The subsequently awarded Contract No. 210101 is made available by TIPS to all nationwide governmental and public agencies. By leveraging the procurement power through cooperative purchasing, the City of Santa Ana is able to obtain nationally vetted, high quality products at competitive volume pricing, and is in accordance with the City’s existing Purchasing Guidelines. The quote received by the City from BorderLAN of $177,926 is based on the current quantity of subscriptions needed for the City’s current devices. However, since the number of devices can change on an annual basis, a contingency of $22,074 has been added to allow for potential growth during the three-year period. FISCAL IMPACT Funds in the amount of $59,309 are budgeted and available in the current fiscal year Computer Software Subscriptions, account 66511, and the proposed budgets for future years will include the allocations for this contract, for a total aggregate amount not-to- exceed $200,000 over the life of the purchase order.
