TOPIC: Purchase of Three Ford Trucks for Public Works Agency’s Maintenance Services
Division
AGENDA TITLE:
Award Purchase Orders to Western Truck Exchange in the Amount of $115,639 for One
Ford F-550 Stake Bed Truck; and to National Auto Fleet Group for Two Ford F-250 Trucks
in the Amount of $120,000 (Specification No. 22-145) (Non-General Fund)
RECOMMENDED ACTION
1. Authorize a one-time purchase and payment of purchase order to Western Truck
Exchange for the purchase of a Ford F-550 Stake Bed Truck, in the amount of
$105,639, plus a contingency of $10,000, for a total amount not to exceed $115,639,
subject to non-substantive changes approved by the City Manager and City Attorney.
2. Authorize a one-time purchase and payment of purchase order to National Auto Fleet
Group for the purchase of two Ford F-250 Trucks, in the amount of $110,000, plus a
contingency of $10,000, for a total amount not to exceed $120,000 subject to non-
substantive changes approved by the City Manager and City Attorney.
DISCUSSION
The Public Works Agency’s Maintenance Services Division is in need of one new stake
bed dump truck and two full-size pick-up trucks (vehicles) as additions to the existing fleet
of work trucks. These vehicles will be utilized daily to move heavy equipment, tree trunks,
heavy debris and rubbish. Additionally, the vehicles will be deployed during the City’s
emergency response related to rain, flooding, and Santa Ana windstorm events.
The Public Works Agency’s Fleet Services Division (Fleet Services) is responsible for the
acquisition, maintenance, repair, and replacement of vehicles, trucks, and maintenance
equipment. Fleet Services is assisting with the purchase of these vehicles for use by the
Maintenance Services Division. Given the current market conditions, the vehicle
manufacturer has implemented a deadline of November 6, 2022 in order for customers
to receive vehicles during calendar year 2023.
Santa Ana Ordinance No. NS-2312 authorizes the City to utilize purchase contracts for
any public agency utilizing a competitive bid process. Sourcewell (formerly National Joint

Powers Alliance), awarded a contract to National Auto Fleet Group (Contract No. 091521-
NAF) for procurement of Cars, Trucks, Vans, SUVs, Cab Chassis, & Other Vehicles as a
result of open competitive bidding on behalf of its members, which includes government
agencies. Utilizing the contract awarded to National Auto Fleet Group for the purchase of
the Two Ford F-250’s, allows the City to make purchases through November 8, 2025, and
is in accordance with the City’s existing Purchasing Guidelines.
Additionally, a Notice Inviting Bids for the Ford F-550 Stake Bed Truck was advertised on
February 25, 2022, on the City’s online bid management and publication system. The bid
received from Western Truck Exchange was deemed responsive.
On May 17, 2022, the City Council awarded a purchase order to Western Truck Exchange
for the purchase of two Ford F-550 Stake Bed Trucks. The vendor has agreed to extend
the pricing offered on the bid until November 6, 2022.
ENVIRONMENTAL IMPACT
There is no environmental impact associated with the action.
