AGENDA TITLE:
Santa Ana Public Library Request to Join the Santiago Library System as a Full Member
RECOMMENDED ACTION
Adopt a resolution allowing the Santa Ana Public Library to join the Santiago Library
System (SLS) as a full member and become eligible for additional State funding for library
services that support digital literacy and education.
DISCUSSION
The Santa Ana Public Library has the opportunity to participate as a full member of the
Santiago Library System (SLS). SLS is a state-funded network of ten public library
jurisdictions and two associate member libraries in Orange County, California. The
system seeks to promote cooperation and coordination of library services to meet the
informational, educational, cultural and recreational needs of all residents of the Orange
County area. By joining SLS, the Santa Ana Public Library will have an opportunity to
receive additional California Library Services Act (CLSA) funding related to e-resources
or other library services. The support of future CSLA funding will result in further bridging
of the digital divide in Santa Ana. Currently, the Santa Ana Public Library is an Associate
Member, and is not eligible for any funding at this level. To participate in CLSA, the Santa
Ana Public Library must move from Associate Membership to Full Membership.
Membership dues are determined by the Santiago Executive Council each year. For
Fiscal Year 2021-22, the Executive Council voted to assess $200 in dues to full members.
In addition, the Santiago Executive Council also votes to distribute CLSA funds to full
members using a formula based on population served. As an example, Anaheim Public
Library received approximately $10,000 in CLSA funding for fiscal year 2020-2021.
FISCAL IMPACT
The minimal membership cost of $200 per year is part of the Library Services Agency FY
2021-2022 operating budget.

RESOLUTION NO. 2021-XXX
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA
APPROVING THE SANTA ANA PUBLIC LIBRARY’S APPLICATION
FOR FULL MEMBERSHIP IN THE SANTIAGO LIBRARY SYSTEM
WHEREAS, the Santiago Library System (“SLS”) is a state-funded network consisting of
the following full members: Anaheim Public Library, Buena Park Public Library, Fullerton Public
Library, Mission Viejo Public Library, Newport Beach Public Library, Orange County Public
Libraries, Orange Public Library, Placentia Library District; Yorba Linda Public Library and the
Huntington Beach Public Library.
WHEREAS, the SLS seeks to promote cooperation of library collections and services so
as to meet the informational, educational, cultural and recreational needs of all residents of the
Orange County area.
WHEREAS, membership in SLS provides access to potential funding pursuant to the
California Library Services Act.
WHEREAS, the Santa Ana Public Library is currently an associate member of SLS and
desires to become a full member which would provide access and opportunity for potential
state funding. The Santa Ana Public Library is the only municipal library in Orange County
that is not a full member of the SLS.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa Ana as
follows:
Section 1. The City Council of the City of Santa Ana approves the Santa Ana Public
Library’s application to become a full member of the Santiago Library System and delegates
authority to the City Manager and/or the Executive Director of the Library Services Agency to
execute any documents necessary to make such application.
Section 2. This Resolution shall take effect immediately upon its adoption by the City
Council, and the Clerk of the Council shall attest to and certify the vote adopting this Resolution.
