AGENDA TITLE

to Increase the Term One Year and the Total not to Exceed Amount to $720,000 (Non-

RECOMMENDED ACTION
Authorize the City Manager to execute an amendment to the blanket order contract with
BPR, Inc. for sidewalk offset grinding services, to extend the contract term one year,
beginning July 1, 2021 and expiring June 30, 2022, with provisions for an additional two,
one-year renewal periods exercisable by the City Manager, in an annual amount of
$240,000 for a total not to exceed amount of $720,000, subject to non-substantive
changes approved by the City Manager and City Attorney.
DISCUSSION
The Public Works Agency Maintenance Services Division is responsible for maintaining
City sidewalks. Staff evaluates the condition of sidewalks, and identifies uneven surfaces
and cracks that may pose a risk to pedestrians. Offset grinding is the preferred method
to repair uneven surfaces caused by underlying tree roots or soil depressions that raise
or sink sidewalk areas, as it is more economical and cost effective than replacing an entire
section of concrete sidewalk. The Public Works Agency uses offset grinding to repair
approximately 2,000 sidewalk hazards annually.. The Parks, Recreation and Community
Services Agency also uses this method to address trip/step hazards at parks, the Santa
Ana Zoo, the Civic Center area, and within the bike trail system.
On July 1, 2019, the City awarded a contract to BPR, Inc. for sidewalk offset grinding
services in the amount of $240,000. The contractor has continued to perform well and
meet City needs and expectations. The Public Works Agency is requesting approval to
extend the contract for an additional 12-month period and incorporate an additional two
renewal periods in order to continue utilizing their services.
