DISCUSSION
To provide security during the construction of the Homeless Navigation Center, staff is
recommending approval of an agreement with Protection America Inc. Protection America
Inc. has provided the security at the Link interim shelter for the past six months. Currently,
Protection America Inc. provides security for two other properties within walking distance
of the Carnegie site. This provides additional support at all times should the guard ever
require back up. Security services will be 24 hours a day, seven days a week for the entire
site, which includes the building, seven storage containers, and miscellaneous Link
shelter items that were moved onto the property to store furnishings that were used at the
Link shelter and are anticipated to be used in the new Navigation Center.
On-Site officers will do the following: patrol the property, report hourly with multiple
pictures of different areas of the sites, respond to alarms, and maintain overall visibility
on the site to ensure that the property is not breached. Once the shelter opens, security
services will be expanded to include additional services regarding staff and guest safety.
