HomeMy WebLinkAboutItem 13 - Security Services for the Homeless Navigation Center Community Development Agency santa-ana.org/cd Item # 13 City of Santa Ana 20 Civic Center Plaza, Santa Ana, CA 92701 Staff Report June 1, 2021 TOPIC: Security Services for the Homeless Navigation Center AGENDA TITLE: Approve an Agreement with Protection America Inc. to Provide Security Services at 1815 Carnegie Avenue during the Construction of the Homeless Navigation Center in an Amount not to exceed $95,040 (Non-General Fund) RECOMMENDED ACTION Authorize the City Manager to execute an agreement with Protection America Inc. to provide security services at 1815 Carnegie Avenue for an amount not to exceed $95,040, beginning June 1, 2021 through December 31, 2021, subject to non-substantive changes approved by the City Manager and City Attorney. DISCUSSION To provide security during the construction of the Homeless Navigation Center, staff is recommending approval of an agreement with Protection America Inc. Protection America Inc. has provided the security at the Link interim shelter for the past six months. Currently, Protection America Inc. provides security for two other properties within walking distance of the Carnegie site. This provides additional support at all times should the guard ever require back up. Security services will be 24 hours a day, seven days a week for the entire site, which includes the building, seven storage containers, and miscellaneous Link shelter items that were moved onto the property to store furnishings that were used at the Link shelter and are anticipated to be used in the new Navigation Center. On-Site officers will do the following: patrol the property, report hourly with multiple pictures of different areas of the sites, respond to alarms, and maintain overall visibility on the site to ensure that the property is not breached. Once the shelter opens, security services will be expanded to include additional services regarding staff and guest safety. FISCAL IMPACT Funds are available for expenditure in the current Fiscal Year 2020-21 budget and will be carried forward into FY 2021-2022 budget. The table below indicates the estimated expenditures by fiscal year and may vary slightly depending upon start date. MISCELLANEOUS PROVISIONS a. Each undersigned represents and warrants that its signature herein below has the power, authority and right to bind their respective parties to each of the terms of this Agreement, and shall indemnify City fully, including reasonable costs and attorney’s fees, for any injuries or damages to City in the event that such authority or power is not, in fact, held by the signatory or is withdrawn. b. The Agreement is the final and complete agreement and any prior or contemporaneous agreements for similar services between the parties is superseded by this Agreement. This shall not apply where the Parties are currently engaged and Consultant is providing services not contemplated by this Agreement c. All Exhibits referenced herein and attached hereto shall be incorporated as if fully set forth in the body of this Agreement.
