AGENDA TITLE
Adopt a Resolution for Fiscal Year 2021-2022 Senate Bill 1 Local Streets and Roads
Projects in the estimated amount of $6,436,447 for Capital Improvement Projects (Non-
General Fund)
RECOMMENDED ACTION
Adopt a resolution affirming the Fiscal Year 2021-2022 SB-1 Projects List and anticipated
funding in the amount of $6,436,447, which is required to be submitted to the California
Transportation Commission for budgeting the Fiscal Year 2021-22 Capital Improvement
Program, as necessary for City eligibility to receive Road Maintenance and Rehabilitation
Account Funding.
DISCUSSION
Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes
of 2017), was passed by the Legislature and signed into law by the Governor in April 2017
to address basic road maintenance, rehabilitation, and critical safety needs on both the
state highway and the local streets systems. The funding guidelines specify that before
local agencies can receive their apportionment of Road Maintenance and Rehabilitation
Account (RMRA) funds in a given fiscal year, the adoption of a resolution with a list of
proposed projects is required (Exhibit 1).
Each RMRA-funded project must be specifically differentiated from the Highway Users
Tax Account funding, and project nominations must include a project description, specific
location, proposed schedule for its completion, and the estimated useful life. The
proposed projects are being incorporated into the FY 2021-22 Capital Improvement
Program Budget (Exhibit 2). The City is expected to receive an estimated $6,436,447 in
FY 2021-22 from RMRA funds and staff recommends the adoption of the resolution in
order to maintain eligibility.
ENVIRONMENTAL IMPACT
There is no environmental impact associated with the action.

FISCAL IMPACT
Pursuant to the California Transportation Commission’s Annual Reporting Guidelines for
Local Streets and Roads Funding, staff has identified five CIP projects to be funded with
anticipated FY 2021-22 RMRA revenues in the table shown below. The proposed FY
2021-22 CIP budget was prepared using the California Department of Finance RMRA
May 2021 estimate of $6,436,447.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA ADOPTING A LIST OF PROJECTS TO BE
FUNDED BY SB 1: THE ROAD REPAIR AND
ACCOUNTABILITY ACT
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS
FOLLOWS:
Section 1. The City Council of the City of Santa Ana hereby finds, determines and
declares as follows:
A.Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017, was
passed by the Legislature and signed into law by the Governor in April 2017 in order to
address the significant multi-modal transportation funding shortfalls statewide.
B.SB 1 includes accountability and transparency provisions that will ensure
the residents of the City of Santa Ana are aware of the projects proposed for funding in
our community and which projects have been completed each fiscal year.
C.The City of Santa Ana must establish a list of all projects to receive funding
from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1, which
must include a description and the location of each proposed project, a proposed
schedule for the project’s completion, and the estimated useful life of the improvement.
D.The City will receive an estimated $6,, in RMRA funding in Fiscal
Year 2021-22 from SB 1.
E.This is the third year in which the City of Santa Ana is receiving SB 1 funding
and will enable the City to continue essential road maintenance and rehabilitation
projects, safety improvements, repairing and replacing aging bridges, and increasing
access and mobility options for the traveling public that would not have otherwise been
possible without SB 1.
F.The City used a Pavement Management System to develop the SB 1 project
list to ensure revenues are being used on the most high-priority and cost-effective projects
that also meet the priorities of the community for transportation investment.
G.The funding from SB 1 will help the City maintain and rehabilitate local
streets and roads and provide resources for similar projects in the future.

H. The 2018 California Statewide Local Streets and Roads Needs Assessment
found that the City’s streets and roads are in a good condition, and this revenue will help
enhance the overall quality of its road system and over the next decade will help to
maintain streets and roads conditions.
I. The SB 1 project list and overall investment in the City’s local streets and
roads infrastructure, with a focus on basic maintenance, safety, and investing in complete
streets, will have significant benefits statewide.
Section 2. The City of Santa Ana adopts the following list of projects planned to
be funded with Road Maintenance and Rehabilitation Account (RMRA) revenues for Fiscal
Year 2021-22.

utilize previous Fiscal Year Road Maintenance and Rehabilitation Account revenues in their
delivery. With the relisting of these projects in the adopted fiscal year resolution, the City is
reaffirming to the public and the State its intent to fund these projects with Road

PROJECT DESCRIPTION:
Reconstruct the local interior roadway network within the Garnsey
Business District (GBD). The area is bordered by Dyer Road to the
north, Flower Street to the east, Main Street to the west, and Warner
Avenue to the south. The street segments for this project include
Garnsey Street from Dyer Rd to Warner Ave, Central Avenue from
Garnsey St to Birch St, Birch Street from End to Warner Ave,
Central Ave from Birch St to Main St, Broadway from Central Ave to
Warner Ave.
