HomeMy WebLinkAboutItem 15 - Replacement of Body Armor Protective Vests for the Police Department Police Department www.santa-ana.org/pd Item # 15 City of Santa Ana 20 Civic Center Plaza, Santa Ana, CA 92701 Staff Report February 16, 2021 TOPIC: Replacement of Body Armor Protective Vests for the Police Department AGENDA TITLE: Award a purchase order in the amount of $129,400 to Galls, LLC for replacement of 35 body armor protective vests for the Police Department (Specification No. 21-003) RECOMMENDED ACTION Award a Purchase Order to Galls, LLC for the replacement of protective vests for the Police Department in the amount of $129,400, subject to non-substantive changes approved by the City Manager and City Attorney. DISCUSSION The Santa Ana Police Department strives to provide effective police services with integrity, respect, and compassion while fostering strong partnerships with the community we serve. The Police Department provides its personnel with the necessary equipment to protect officers, and community members, while responding to calls for service. This equipment includes protective vests that protect officers in high-risk situations. This purchase order will replace 35 tactical protective vests for SWAT officers that were purchased in 2014 that have reached the end of their useful life. These vests provide neck protection, upper arm protection, groin protection, and throat protection to better protect officers. All ballistic vest manufacturer’s warranty their products for five years and recommend replacement after the warranty expires. This purchase will allow the Police Department to continue to provide protection by replacing existing tactical protective vests as per the manufacturer’s recommended replacement schedule. Purchasing Division and Police Department staff reviewed procurement options for tactical protective vests. The Point Blank Enterprises, Inc. and State of Colorado agreement, awarded and made available through NASPO ValuePoint, an independent public sector cooperative purchasing agency, was selected based on their competitive pricing, service levels, and product offering that meets standardized equipment requirements. Galls, LLC is a local authorized distributor for the City’s specified tactical protective vests. Galls, LLC is an approved City vendor already furnishing police products to the Police Department. Replacement of Body Armor Protective Vests for the Police Department February 16, 2021 Page 2 4 5 3 Santa Ana Ordinance No. NS-2312 authorizes the City to utilize purchase contracts from any public agency employing a competitive bid process. State of Colorado has awarded an agreement for body armor products and made it available to NASPO ValuePoint’s participating agencies. Utilizing the contract awarded to The Point Black Enterprises and Galls, LLC as an authorized distributor will ensure efficient procurement of protective vests. ENVIRONMENTAL IMPACT There is no environmental impact associated with this action.
