TOPIC: Approve Agreements for SCADA System Upgrade and Amend Agreement with
XV Solutions
AGENDA TITLE:
Approve agreements with Wonderware California in the amounts of $269,300 and
$752,205 for SCADA software, hardware, and installation services, and an approve
amendment to the agreement with XV Solutions in an amount not to exceed $473,250
for SCADA software migration management and integration (Non -General Fund)
RECOMMENDED ACTION
1. Authorize the City Manager to execute an agreement with Wonderware California for
the Walnut Site Integration as part of the SCADA system upgrade, for the period
beginning January 19, 2021, and expiring on June 30, 2023, in an amount not to
exceed $269,300, subject to non -substantive changes approved by the City
Manager and City Attorney.
2. Authorize the City Manager to execute an agreement with Wonderware California for
hardware, software, training and support as part of the SCADA system upgrade
project, for the period beginning January 19, 2021, and expiring on June 30, 2023, in
an amount not to exceed $752,205, subject to non -substantive changes approved by
the City Manager and City Attorney.
3. Authorize the City Manager to increase the agreement amount with XV Solutions for
project management of the SCADA system upgrade in the amount of $473,250, for
an updated agreement amount not to exceed $898,250 for the remaining term of the
agreement ending September 30, 2022, subject to non -substantive changes
approved by the City Manager and City Attorney.
DISCUSSION
The Supervisory Control and Data Acquisition (SCADA) software system is the central
tool used by the Public Works Agency Water Resources Division to monitor, automate,
and control the City's water production systems, such as groundwater wells, water pump
stations, and pressure control facilities. The SCADA system is also used for producing

data used in compliance reporting and budget development. The existing SCADA system,
DYNAC, has significant limitations with respect to reporting, long-term retention of
historical data, making live system changes, and ongoing support from its vendor,
Kapsch. In addition, Kapsch has indicated that future development of the DYNAC platform
will be focused on industries other than water production. Due to these challenges, the
Water Resources Division conducted a limited pilot deployment of the Wonderware
Historian software to test its ability to handle the needs of the City. The Wonderware
software has proven to be successful in keeping historical data needed for the City's
compliance reporting needs, therefore, staff recommends expanding the use of
Wonderware SCADA software to the full Wonderware System Platform (Exhibits 1 and
2).
In addition to the Wonderware System Platform software, this project will include two new,
more powerful SCADA-specific servers, a dedicated workstation for City staff to access,
control, and execute required changes to the system, plus myriad system hardware
upgrades. Along with other planned system improvements, the reliability and efficacy of
the SCADA system will be significantly improved.
On October 1, 2019, at the conclusion of a competitive bid process, City Council approved
a three-year agreement with XV Solutions, with the provision for an optional two-year
extension, in an amount not to exceed $425,000, to provide SCADA support services to
the Water Resources Division. The existing agreement with XV Solutions has proven to
be a valuable resource in solving problems that have arisen in the legacy DYNAC SCADA
system, as the consultant is very familiar with the City's water systems' operations. Due
to the complexity of this project, staff recommends amending the agreement with XV
Solutions and increasing the capacity by $473,250, for a new not to exceed amount of
$898,250, in order to retain XV Solutions' services in overseeing the implementation of
the SCADA system upgrade, including hardware installation, network configuration, and
data migration and integration to the Wonderware system platform (Exhibit 3).
FISCAL IMPACT
Funding for the agreements with Wonderware California in the amount of $1,021,505,
and for the $473,250 amendment to the agreement with XV Solutions is budgeted and
available in the Fiscal Year 2020-21 Water Utility Water Production & Supply account
(No. 06017640-62300), and will be budgeted in future fiscal years for expenditure as
shown in the table below:

WALNUT SITE INTEGRATION SERVICES
This is a Time and Material (T&M) proposal for Wonderware California, an AVEVA Distributor, to provide an Aveva System
Platform -based and OMI Migration for the City of Santa Ana. This proposal is in response to our meeting with the City on May
13, 2020.
Scope of work for this project would consist of the creation of new System Platform -based SCADA system. It would utilize
standardized System Platform objects and OMI-based graphics for a single pump station. These would be developed,
deployed, and tested and would act as the starting point for the replacement of the existing DYNAC-ES SCADA System. The
following figure illustrates the new system architecture. Note that this assumes the existence of a domain controller along with
the existing Historian and Dream Report server.
Scope of work would include:
- Design & deployment of new System Platform -based architecture (the City already has a Historian and Dream Report
deployed)
Design & development of new standard System Platform templates
Design & development of new OMI-based graphics
- Deployment, testing, & commissioning of new system for the Walnut Pump Station
- Post -commissioning support (Up to 24 hours)
- Block of 160 T&M hours to provide support for a series of City -defined "miscellaneous" projects
- Extended T&M Support
- Travel allowance for one (1) week onsite

d. Wonderware and other application software licensing (e.g. Dream Report, ThinManager, etc.)
e. Make infrastructure available for project development and testing

4. Provide required user credentials and permissions
5. Ensure that appropriate, qualified staff are readily available to assist with all aspects of the project's design, development,

The following are assumptions or considerations that apply to this proposal. Deviations from these may result in schedule
impact or additional costs to the client.
1. All work will be performed remotely. Commissioning support could be provided onsite with additional of associated travel
and living expenses
2. Template count and 10 based on data provided by the City for the Walnut Pump Station
3. Pump station data will be acquired from existing Modicon M340 PLC.
4. No modifications to PLC code is included in project scope
5. Base template data content and functionality are assumed to be "nearly identical" (95+% identical) allowing the same base
object to be utilized "as built" for all facility devices (e.g. single pump template will work for all pups, etc.)
6. Physical installation, wiring & networking of project hardware will be performed by others
7. New Historian VM Server will be preconfigured with OS, networking, Aveva software and licensing

EXHIBIT 3
FIRST AMENDMENT TO AGREEMENT TO PROVIDE SUPERVISORY
CONTROL AND DATA ACQUISITION (SCADA) SUPPORT SERVICES
THIS FIRST AMENDMENT to the above -referenced agreement is entered into on January 19,
2021, by and between XV Solutions ("Consultant"), and the City of Santa Ana, a charter city and
municipal corporation organized and existing under the Constitution and laws of the State of
California ("City").
RECITALS
A. The parties entered into Agreement No. A-2019-179, dated October 1, 2019, by which
Consultant agreed to provide maintenance, programming, network support, and SCADA-
related information technology services for the Water Resources Division of the Public
Works Agency ("Agreement").
B. The Agreement remains in effect through September 30, 2022, with provision for extension.
C. The parties now wish to expand the scope of work and increase the amount to be expended
under the Agreement in consideration of the expanded scope.
The Parties therefore agree:
1. Section 1, Scope of Services, is amended to include the scope of services described on Exhibit
A.
2. Section 2.a., Compensation, is amended to increase the total sum to be expended under the
term of the Agreement, including any extension periods, by $473,250 for the expanded scope
of services above.
3. Except as modified by this First Amendment, all terms and conditions of the Agreement shall
remain in full force and effect.

This is a Time and Material (T&M) proposal for XV Solutions, to provide a Wonderware System Platform -based and OMI
Migration for the City of Santa Ana from the legacy DYNAC-ES SCADA software system.
Scope of work for this project consists management of the end -to -end project, plus integration services for all of the
SCADA sites with the exception of Walnut Station which will be implemented by Wonderware, but will be supervised by
XV Solutions. The management of the project will include coordinating with Wonderware to receive the new
preconfigured systems, installation and provisioning of the systems on the Water Production SCADA network, providing
Wonderware with the SCADA information necessary to implement Walnut, such as tags and MODBUS addresses and
validating Wonderware's documentation for the backup, restore and high availability operations. The integration services
will include creation of new System Platform -based SCADA system, utilizing the standardized System Platform objects
and OMI-based graphics developed by Wonderware for Walnut station.
Scope of work includes:
1. Oversee project kick-off, design and implementation of Walnut Station, which shall include
• Design & deployment of new System Platform -based architecture (the City already has a Historian and
Dream Report deployed, this included the migration of these systems onto the new environment)
• Design & development of new standard System Platform
templates Design & development of new OMI-based graphics
• Deployment, testing, & commissioning of new system for the Walnut
Pump Station, plus Post -commissioning support
Utilize the standardized graphics from Walnut station and implement the rest of the stations and sites in the Water
Production System, which includes:
• Main Stations: Garthe, Crook, Cambridge, West, and South
• Sites: San Lorenzo (old Segerstrom site), PRVs, Elevated Tank, and all System Wells
• For each one of the sites, the implementation will include the mapping of all existing PLC points from DYNAC onto
Wonderware System Platform plus the development of SCADA graphics, configuring alarms, and creating trend graphs
PROJECT RESPONSIBILITIES:
