HomeMy WebLinkAboutItem 26 - Resolution Accepting Tactical Medical Equipment for Mass Casualty Incidents Police Department www.santa-ana.org/pd Item # 26 City of Santa Ana 20 Civic Center Plaza, Santa Ana, CA 92701 Staff Report January 19, 2021 TOPIC: Resolution Accepting Tactical Medical Equipment for Mass Casualty Incidents AGENDA TITLE: ADOPT A RESOLUTION ACCEPTING THE DONATION OF TACTICAL MEDICAL EQUIPMENT FOR MASS CASUALTY INCIDENTS FOR THE SANTA ANA POLICE DEPARTMENT RECOMMENDED ACTION Adopt a resolution accepting tactical medical equipment manufactured by Tactical Medical Solutions from Cops Direct for the Santa Ana Police Department. EXECUTIVE SUMMARY DISCUSSION The Santa Ana Police Department (SAPD) issues a personal set of Tactical Medical Solutions (TMS) tactical medical equipment to each officer who completes the Tactical Emergency Casualty Care (TECC) training through the Urban Area Security Initiative (UASI) grant program. This training is geared toward preparing police officers to provide life-saving interventions and better serve the community in the event of an active shooter or mass casualty incident response. TMS is a global leading developer and manufacturer of pre-hospital medical gear for the tactical and civilian world. Founded in 2003 by a Special Forces medic, their products have a presence in 70 countries around the world, serving major police departments across the nation. Cops Direct is a 501©3 not-for-profit organization supplying law enforcement agencies within the United States with fully stocked emergency medical kits to handle medical emergencies until a higher level of care is available. Cops Direct supplies this equipment at no expense to the requesting agency. Agencies such as Police, Sheriff, Troopers, K- 9, SWAT and Search & Rescue are all recipients of equipment provided by Cops Direct. The TMS equipment has been field-tested by Santa Ana Police Department TECC instructors, who confirmed the equipment is consistent with the equipment provided to Resolution Accepting Tactical Medical Equipment for Mass Casualty Incidents January 19, 2021 Page 2 2 8 6 officers through UASI for TECC training. Therefore, there is a continuity of equipment from what the Santa Ana Police Department currently uses and the proposed equipment being donated. The proposed equipment being donated includes 300 Patrol Trauma Response Kits (belt- worn), 12 Original Active Response Kits (mass casualty backpacks), and 12 Foxtrot DA Litters (casualty evacuation carriers). The total value of the donated equipment is $39,957. This equipment enhances the Police Department’s response capabilities by providing a more portable individual field kit, a mass casualty blowout bag, and an improved ability to evacuate casualties. The City Council of the City of Santa Ana hereby finds, determines and declares as follows: A. WHEREAS, the Santa Ana Police Department (“SAPD”) provides Tactical Emergency Casualty Care (“TECC”) training through the Urban Area Security Initiative (“UASI”) grant program; and B. WHEREAS, TECC training is geared toward preparing SAPD officers to provide life-saving interventions and better serve the community in the event of an active shooter or mass casualty incident response; and C. WHEREAS, TMS equipment has been field-tested by Santa Ana Police Department TECC instructors, who confirmed the equipment is consistent with the equipment provided to our officers through UASI for TECC training; and D. WHEREAS, the acceptance of this donation enhances the SAPD’s response capabilities by providing a more portable individual field kit, a mass casualty blowout bag, and an improved ability to evacuate casualties. The City hereby accepts the donation of 300 Patrol Trauma Response Kits (belt worn), 12 Original Active Response Kits (mass casualty backpacks), and 12 Foxtrot DA Litters (casualty evacuation carriers). Section 3. If section, subsection, sentence, clause, phrase or word of this Resolution is for any reason held to be invalid by a court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of this Resolution. The City Council hereby declares that it would have passed and adopted this Resolution, and each and all provisions hereof, irrespective of the fact that one or more provisions may be declared invalid. Section 4. This Resolution shall take effect immediately upon its adoption by the City Council, and the Clerk of the Council shall attest to and certify the vote adopting this Resolution.
