("Consultant") and the City of Santa Ana, dated December 1, 2020, Consultant hereby accepts this Letter Agreement for an assignment for on -call planning and technical services for the projected listed above. Consultant shall complete the services per the proposal (attached as Exhibit A to this Letter Agreement) by November 30, 2023. Compensation is subject to Section 2 of the Agreement and the total compensation for this assignment shall not exceed $4,800.00. We have checked the report; it appears to be fairly straightforward following recognized industry practices, so we do not anticipate challenges to providing a peer review in an expedited manner. PlaceWorks will review the methodology, data source, analysis, and conclusions used in the project analysis relative to standard industry practices. We will describe our review and findings in a written report (to be submitted in a digital format) and include our assessment as to whether the project analysis fairly represents the likely economic and fiscal benefits the project would generate. We will submit a draft review within three business days of receiving a notice to proceed. We will review the draft report in an online meeting or phone call with City staff. Based on any comments and direction from the review meeting, we will finalize our report. Our fee to conduct the peer review is $2,880. We do not anticipate any direct costs or reimbursable expenses for the peer review. Any additional meetings would be billed on a time and materials basis. Each additional round of review in responses to changes/resubmittals by the applicant, if any, would require an additional fee of up to $1,920. This proposal shall remain valid for 90 days from the date of submittal. As Chief Economist and an Associate Principal with PlaceWorks, I am authorized to bind the team to the contents of this submittal and to negotiate contracts on behalf of PlaceWorks.
