N.S Sept20,2023 Office of the City Clerk 20 Civic Center Plaza, M-30 SA, CA 92701 To the City Council Members of Santa Ana; I heard about the proposal last night in Santa Ana related to allowing non -citizens the right to vote in municipal elections. I've always advocated letting the people decide any issue on the ballot short of being completely insane but I must object to this idea. I'm a 3`a generation Mexican -American and I think I can speak for my entire family, even the ones born in Mexico, that this is not an agreeable position. Non -citizens pay taxes; therefore, they earn certain rights such as everyday services for their health and protection. Personally, that is not enough to give them the ultimate privilege of the vote in elections unless they have become citizens. This is something that should remain special and worth striving for and I just don't see that in my everyday interactions. I say this meaning no offense to the hard-working people making a living here, however, I also encounter those whom don't respect our laws, who don't care about learning English, who choose to wave their own National flag over ours and seem to be less concerned about engaging in our community events or our country's celebrations. I think we've been accommodating enough over the years. The vote should remain sacred and something to appreciate. It should be a valuable incentive demonstrative of a certain loyalty. So please, don't sell us short. I don't believe the notion that people are voting illegally. I do believe if they really want the vote then they should work towards becoming a citizen. That should not be taken lightly, ever. Thank you, J. Our family sees potential and falls in love with this beautiful, dynamic city. We believed in so much that we decided to open a small business in the heart of Downtown Santa Ana with hope of a bright future for our family and be a part of a great community. We took the risk and invested all our money, hopes, and dreams in this opportunity in DTSA on 4th Street. We signed our lease for Santa Ana CA 92701 in Feb 2021, and open for business august 2021 as Lava Kitchen Bar and bar. We survived the Covid19 pandemic, and now in the midst of battling through the 4th Street Trolly's construction, and in addition, we got our dream stolen from us. Saturday, September 9th our business was broken into, and someone claimed to be the new owner and that they have a 3 page lease for Santa Ana CA 92701. A person named Christian Gonzalez, whom burglarized and destroyed our business and used force to threaten us if we were to remain on the premises. We've made numerous attempts to contact SAPID, and we were told to leave the premises by the SAPID. Tuesday September 12, police tell them leave but when police left they broke back in again... they disregarded the police Santa Ana. Police case# 23- In shock and confused , we felt helpless and violated. We are still dismayed by what has taken place in our place of business for the past 3 years. We had to close all our licenses and permits to protect our liabilities. As we continue to pay rent and insurance while the trespasser illegally invaded our business and continues to destroy our properties and our personal belongings. A trespasser illegally invaded our work space and, without merit, took our business , destroyed our properties, and demolished our dreams as we watched helplessly. Our family, as victims, obliged to every steps instructed to do so by the Santa Ana Police Department. We hired an attorney and filed every necessary paperwork. At this moment, our family faith our family safety, and our equality and justice are in the hands of the Santa Ana Police De partment and the city of Santa Ana. We're helpless but not hopeless. We believed in the City of Santa Ana and the Santa Ana Police Department. Please help us make this right. Although I can provide other sources, these were of interest. Vermont was cited as an example last night: however, the speaker overstated its scope. The State capital, Montpelier, does allow non citizens to vote; however, it is limited to permanent residents, a limitation I have proposed. The Council should be cautious when citing examples of non citizen suffrage as the scope does vary amongst jurisdictions. Under my limited proposal, Councilmember Phan would have been eligible to vote immediately at age 18. My own son, who I brought over as a permanent resident, would have enjoyed the same privilege(although in his case he was a US citizen within a year of his adoption in the US courts.) Nevertheless, I would agree that placing a referendum on the ballot to direct Council to research and then implement non citizen suffrage for its residents would be very appropriate and allow for thorough input from the citizens of Santa Ana and comprehensive understanding of cost and legal considerations. It also will lead to arrests on Federal Voter Fraud charges. The City Manager and each City Council member are being investigated now and every State and Federal law you break is being documented, to be used in your prosecutions beginning in November 2024. Your arrests, prosecutions and incarcerations will be handled by the US Military. Military Tribunals are arranged differently from civilian prosecutions and trials. It would be a good idea to familiarize yourselves with Tribunal procedures. Also, saving your documents and anything else that your appointed Judicial Officer, the military equivalent of an attorney, will need to plead your case. If you were told that nothing would happen to you for what you're doing, you were LIED TO. I realize, of course, that you will go forward with this ill-advised criminal act. But I feel that everyone should be given a chance to reconsider, before committing a felony that will completely alter their lives and affect their families. Good luck.
