GOVERNMENT CODE §84308 APPLIES:No DISCUSSION On August 15, 2023, the Santa Ana Police Department began the Public Intoxication Enforcement Initiative, consisting of two parts: 1) direction to Field Operations Bureau officers to take enforcement action when they encounter persons who are intoxicated in public (drugs and/or alcohol); and 2) staff overtime shifts for directed enforcement of public intoxication across the city. As an educational and preventative measure, arrestees, upon release from jail, are given materials from City Net and OC Health, which provide outreach and services related to homelessness, mental health, and substance abuse. From August 15, 2023 to September 15, 2023, staff reports the following: •56 shifts have been fielded on overtime for the Public Intoxication Initiative •374 hours of overtime •303 contacts •206 arrests ➢64 arrestees booked at the Santa Ana Jail ➢84 arrestees cited and released in the field on misdemeanor charges ➢58 arrestees cited and released in the field on infractions •4 subjects transported for medical treatment •2 subjects accepted a referral to a shelter During this 30-day period, staff estimates the enforcement efforts cost $38,000.
