TOPIC: Purchase of Two Chevrolet Trucks for Public Works Agency
AGENDA TITLE
Award Purchase Orders to Guaranty Chevrolet Motors, Inc. and Penske Chevrolet of
Cerritos for Two Chevrolet Trucks in an Aggregate Amount Not to Exceed $212,899
(Specification No. 23-146) (General Fund and Non-General Fund)
RECOMMENDED ACTION
1. Authorize a one-time purchase and payment of purchase order to Guaranty Chevrolet
Motors, Inc. for one Chevrolet 2500HD Truck in the amount of $92,377, plus a
contingency amount of $10,000, for a total amount not to exceed $102,377, subject to
non-substantive changes approved by the City Manager and City Attorney.
2. Authorize a one-time purchase and payment of purchase order to Penske Chevrolet
of Cerritos for one Chevrolet 2500HD Utility Service Body Truck in the amount of
$100,522, plus a contingency amount of $10,000, for a total amount not to exceed
$110,522, subject to non-substantive changes approved by the City Manager and City
Attorney.

DISCUSSION
The Public Works Agency’s Parks, Fleet, and Facilities Division is responsible for the
acquisition, maintenance, repair, and replacement of vehicles, trucks, and maintenance
equipment. The Fleet Services section also assists in facilitating the acquisition and
replacement of city vehicles and equipment that have surpassed its useful lifecycle.
The Parks Maintenance team provides landscape maintenance services throughout City
parks and facilities. Park Services Inspectors and General Maintenance Workers are
tasked to identify infrastructure and irrigation system needs and coordinate with
appropriate external agencies and contractors. The vehicle requested is to replace Park
Maintenance’s aging fleet that have surpassed its useful lifecycle.

The Public Works Agency’s Water Resources Division oversees and maintains the daily
operations of the City of Santa Ana’s water and sanitary sewer system. The Water
Resources Division is requesting a new service truck to replace an aging vehicle utilized
daily by Water Meter Services. The existing vehicle is approaching the end of its useful
lifecycle. Replacing this vehicle with a more reliable and efficient vehicle is essential to
ensure the continued delivery of high-quality water and sewer services to the residents.
Santa Ana Ordinance No. NS-2312 authorizes the City to utilize purchase contracts for
any public agency utilizing a competitive bid process. On April 5, 2023 an Invitation for
Bids (IFB) No. 23-055A was advertised on the City’s online bid management and
publication system. A summary of IFB vendor participation and results is as follows:

Bids were solicited, opened on May 2, 2023, and evaluated. The bids submitted by
Guaranty Chevrolet Motors, Inc. and Penske Chevrolet of Cerritos were determined to be
the lowest, responsible bids, were responsive to the specifications, and meet the City’s
requirements.
On June 6, 2023, contracts were awarded to Guaranty Chevrolet Motors, Inc. and Penske
Chevrolet of Cerritos for the purchase for Trucks and SUVs. The vendors have agreed to
extend the pricing offered on IFB No. 23-055A until October 3, 2023. Therefore, this
purchase is in accordance with the City’s existing Purchasing Guidelines.
