TOPIC: School Resource Officer Services for Garden Grove Unified School District
AGENDA TITLE
Approve a Three-Year Agreement with the Garden Grove Unified School District for
School Resource Officer Services in the Amount of $630,657 Payable to the City
RECOMMENDED ACTION
Authorize the City Manager to execute a three-year service agreement with the Garden
Grove Unified School District (GGUSD), which provides for the Santa Ana Police
Department to staff one full time School Resource Officer (SRO) to the school district,
for the period of October 3, 2023 through October 2, 2026, in an amount not to exceed
$630,657 payable to the City, subject to non-substantive changes approved by the City
Manager and the City Attorney.

DISCUSSION
The GGUSD has six schools located in the western portion of the city, which are within
the policing jurisdiction of the Santa Ana Police Department. The schools consist of five
elementary schools (Rosita, Hazard, Newhope, Heritage, Russell) and one intermediate
school (Fitz). The GGUSD does not have a police department. The GGUSD provides
police services to its various schools by entering into service agreements with the law
enforcement agency with jurisdiction over the school(s). The GGUSD is seeking to
augment and enhance their security measures for its Santa Ana schools by entering
into a service agreement with the Santa Ana Police Department to provide a full time,
sworn police officer to serve as their SRO for the six schools located in Santa Ana. The
service agreement was approved by the GGUSD School Board at their meeting on
September 19, 2023.
The SRO will be responsible for providing security and crime prevention services. The
SRO will work directly with school administrators, teachers, and students to
cooperatively provide law enforcement resources coupled with the mentoring of
students and the provision of law enforcement related presentations on youth issues.

This service agreement provides for a percentage based cost recovery for the officer
assigned to GGUSD.
The annual not-to-exceed service agreement amount of $210,219 covers 76% of salary,
costs, benefits, and a $25,000 contingency for overtime and unanticipated expenses.
The three-year agreement amount is $630,657. The fulfillment of this service agreement
and placement of the officer is contingent upon Police Department staffing.
FISCAL IMPACT
The police officer to be assigned as the SRO is budgeted in the Police Department,
Field Operations Bureau account no. (01114420-various). The annual estimated cost of
an officer is $243,709. The placement of the officer is contingent upon Police
Department staffing and the officer will be assigned to this role only during the school
year (76% of full time equivalent). Once assigned, the district will reimburse the City of
Santa Ana, Police Department for up to $185,219 (76% of the annual cost of an officer),
plus $25,000 contingency for an annual amount of $210,219.
Reimbursement revenues received from the Garden Grove Unified School District will
be deposited in the Police Miscellaneous Reimbursement revenue account (no.
01114002-57402).
