Subject:Public Intoxication and Substance Abuse Enforcement - Monthly Report
Good day,
Even though the Public Intoxication and Substance Abuse Enforcement Monthly Report is about to be released,
I must ask to PAUSE THE ENFORCEMENT IMMEDIATELY.
A key part of Councilman Bacerra's proposal mentioned that "detained individuals who are not from Santa Ana
be offered transportation to their home to reunite them with family". Unfortunately that has not been
implemented, and it doesn't seem like a plan is going to be put into practice any time soon.
Mr Bacerra stated on Facebook that detained individuals would be given a bus/train ticket to pretty much
anywhere. That has not been implemented by the SAPD.
It is sad that all detained individuals are released in the Flower Park neighborhood, and it is the only
neighborhood that is carrying the burden of the proposal.
Furthermore, the SAPD does not have the resources to patrol their own neighborhood on a frequent basis, and
they disregard calls about (low priority) ongoing encampments released detainees create upon leaving the jail.
Flower Park is vulnerable at this time.
I can find intoxicated people in the middle of sidewalks throughout Santa Ana at least every single week, but I
stopped reporting because sooner or later they end up in my own neighborhood.
Please work on a plan to offer transportation to other cities as well as other neighborhoods URGENTLY,
and give resources to the SAPD to control the area surrounding the jail.
