I wish to express opposition to the project. While I am generally pro construction of housing and always in
favor of affordable housing, the project simply will not provide enough affordable housing to long term Santa
Ana residents who have lived for too long in overcrowded housing units. Additionally, it would be helpful for
city staff to include in these types of items' reports an explanation (for both council and the general public) to
understand why individual projects are or are not subject to the Affordable Housing Opportunity and Creation
Ordinance (f/k/a the HOO). In this instance, the project is not subject to the HOO (HOO applies to projects of
five units or more) because it does not meet one or more of the five criteria where the HOO applies. The state
density bonus can apply in this instance however - meaning the developer will be able to build more units (not a
bad thing in and of itself) so long as a portion of the units constructed become affordable housing units (in this
case only one out of sixteen units). Additionally, many affordable housing programs require US citizenship and
many undocumented Santa Ana families who live in overcrowded, over-priced rental units in Santa Ana (who
want to move into their own units) will never qualify for federally funded programs which require citizenship
for eligibility.
