TOPIC: Appropriation Adjustment for 2022 Proposition 69 DNA Identification Funds and
Purchase of Forensic Camera Kits for the Santa Ana Police Department
AGENDA TITLE
Approve an Appropriation Adjustment Accepting the 2022 Proposition 69 – DNA
Identification Funds and Award Purchase Order to Foster + Freeman for Crime-lite
AUTO Camera Kits for the Santa Ana Police Department in the amount of $113,462
(Specification No.23-161) (Non-General Fund and General Fund)
RECOMMENDED ACTION
1. Approve an appropriation adjustment recognizing $103,500 in the Police Special
Revenue account and appropriate same to expenditure account. (Requires five
affirmative votes)
2. Authorize a one-time purchase and payment of Purchase Order to Foster + Freeman
for three Crime-lite AUTO camera kits in the amount of $113,462, subject to non-
substantive changes approved by the City Manager and City Attorney.

DISCUSSION
In November 2004, California voters passed Proposition 69, the DNA Fingerprint,
Unsolved Crime, and Innocence Protection Act of 2004, to expand and modify state law
regarding the collection and use of criminal offender DNA samples and palm print
impressions. Proposition 69 established a guaranteed funding source for costs
associated with the collection, verification, and/or management of DNA evidence.
On December 13, 2022, the County of Orange Prop 69 Committee approved the
allocation of 2022 DNA Identification Fund revenues and estimated funding totaling
$850,000. The Committee voted to allocate $848,343 county-wide in one-time funding
requests to enhance the DNA program for local law enforcing entities and County
Departments. The Santa Ana Police Department was awarded $103,500 to purchase
three (3) Crime-lite AUTO camera kits for the Department’s Forensic Services Division.

The County Board of Supervisors approved the Prop 69 Committee’s recommendations
at their April 25, 2023 meeting.
The Crime-lite AUTO camera kit combines forensic imaging technology with high-
intensity, multi-spectral illumination, all in a compact handheld device. The device offers
a complete solution for searching, detecting, and capturing evidence. It can reveal
evidence, including body fluids (semen, saliva, urine, etc.), blood on dark fabrics,
fingerprints, gunshot residue, and traces of physical evidence (fibers, hairs, glass, etc.).
These camera systems, with their built-in specialized lighting capabilities, will allow the
Police Department’s Forensic Services personnel to detect, examine, and capture
potential DNA evidence, both at crime scenes that cannot be transported to a secure
lab environment, as well as in the lab. The handheld nature of the device makes it a
complete and practical solution to light-based evidence detection, as it can easily be
wielded by a single staff member in a timely fashion while maintaining full PPE and the
integrity of the crime scene and items being processed.
The implementation of three Crime-lite AUTO camera kits will allow the Forensic
Services Division to deploy a kit into each of the two shift lead units for continuous and
convenient field access and deploy a kit in the lab for lab staff and field staff to process
the multitude of items recovered from crime scenes.
Santa Ana Ordinance No. NS-3041 authorizes the City to make non-bid purchases or
services, supplies, materials, and equipment whenever it shall appear that there is only
one reasonably available source. The Crime-lite AUTO and the accompanying software
is manufactured and sold exclusively from Foster & Freeman.
Staff researched available procurement options and product offerings in the market, and
it was determined that Foster & Freeman’s Crime-lite AUTO camera kit meets the City’s
specifications and can capture potential DNA evidence at a higher rate than other
options in the market.
FISCAL IMPACT
Approval of the appropriation adjustment will recognize $103,500 in the Police Special
Revenues, OC Grants revenue account (no. 02414002-52030) and appropriate same to
the Police Special Revenue – Programs expenditure account (no. 02414410-
66400). Funds for the purchase order will be available as follows:

The Prop 69 Committee has completed their review of the Funding Requests received. The
total amount of the requests exceeded the available funding for the 2022 allocation. As
such, each request was carefully discussed with a focus on innovation and the benefit to
the overall DNA program in Orange County. I’m pleased to inform your organization of the
Prop 69 Committee’s recommendation for approval for the following:
Three Crime-Lite Auto $103,500
Total: $103,500
Final approval is still required by the County’s Board of Supervisors, which is scheduled for
Tuesday, April 25, 2023, with the April Budget Report. Once final approval is received, I will
follow up with a confirming email and claiming instructions.
