TOPIC: Purchase of Ten Chevrolet Vehicles for Various City Departments
AGENDA TITLE
Award Purchase Orders to Guaranty Chevrolet Motors, Inc. of Santa Ana and Penske
Chevrolet of Cerritos in an Aggregate Amount Not to Exceed $706,035 (Specification
No. 23-149) (General Fund and Non-General Fund)
RECOMMENDED ACTION
1. Authorize a one-time purchase and payment of purchase order to Guaranty
Chevrolet Motors, Inc. for three Chevrolet Silverado 2500HD and one Chevrolet
Silverado 1500 trucks, in the amount of $388,202, plus a contingency amount of
$20,000, for a total amount not to exceed $408,202, subject to non-substantive
changes approved by the City Manager and City Attorney.
2. Authorize a one-time purchase and payment of purchase order to Penske Chevrolet
of Cerritos for six Chevrolet Colorado trucks, in the amount of $277,833, plus a
contingency amount of $20,000, for a total amount not to exceed $297,833, subject
to non-substantive changes approved by the City Manager and City Attorney.

DISCUSSION
The Public Works Agency’s (PWA) Parks, Fleet, and Facilities Division is responsible
for the acquisition, maintenance, repair, and replacement of vehicles, trucks, and
maintenance equipment. With the assistance of the Fleet Services Team, various City
agencies have identified a need for additional vehicles and/or vehicle replacements as
follows:
•Two Chevrolet Silverado 2500HD for the Police Department (PD) Crime Scene
Investigations (CSI)
•One Chevrolet Silverado 2500HD for the Planning & Building Agency (PBA)
Animal Control
•One Chevrolet Silverado 1500 for PWA Refuse Enterprise
•Four Chevrolet Colorado Trucks for PWA Capital Improvement Program (CIP)
•One Chevrolet Colorado Truck for PWA Park Maintenance
•One Chevrolet Colorado Truck for the Community Development Agency (CDA)

The Invitation for Bids (IFB) No. 23-149 was advertised on August 28, 2023 on the
City’s online bid management and publication system. A summary of IFB vendor
participation and results is as follows:

1 Santa Ana vendors notified
8 Vendors downloaded the bid packet
2 Bids received
1 Bids received from Santa Ana vendors
Bids were solicited, opened on September 12, 2023, and evaluated (Exhibit 1). Two
bids were submitted by the IFB deadline. Guaranty Chevrolet Motors, Inc. only
submitted bid pricing for Chevrolet Silverado 1500 and 2500HD Trucks, and Penske
Chevrolet of Cerritos only submitted bid pricing for Chevrolet Colorado Trucks. The bids
submitted by both bidders were determined to be the lowest responsible bids, were
responsive to the specifications for the vehicles for which they each submitted bids, and
meet the City’s requirements.
FISCAL IMPACT
Funding is available in the FY 2023-24 budget. The following table summarizes the
funds budgeted and available for expenditure.
