Project Background
•Proposed project improves Smith, Blue Diamond, and
Bond basins in the City of Orange for water recharge
and the Santiago creek to prevent flooding, from I-5
freeway to Santa Ana River
–Congress approved project scope in Water Resources
Development Act of 1986
–U.S. Army Corps of Engineers (USACE) is the lead
–County of Orange Public Works (OCPW) is the local project
partner
–City has no official role

Outreach & Public Comment
•USACE and OCPW held public outreach meetings
on Jan 26th, May 3rd, October 2nd (cancelled) &
November 6th (last night)
–City staff was in attendance
•Environmental documents circulated for public
comments on September 15th
•California Environmental Quality Act (CEQA)
Comment period closes on November 30th
–Comments can be emailed to:

City Outreach Efforts
•Public Works and Neighborhood Initiatives Team
promoted the community meeting in many ways:
–Provided neighborhood association’s contact information to
the County of Orange staff
–Posted all four public meetings details on the City website in
the events section
–Featured project public meetings in COSAS newsletter
–Shared public meetings on social media
–Sent out email blast to the neighborhood associations
–Announced public meetings at ETAC
–City staff attended all public meetings and was available for
questions

Next Steps
•USACE will seek approval for funding for design, right of
way acquisition and construction from Army Corps
decision makers.
•If approved, total timeframe to complete project is
about 5 ½ years
