Our church, a place of worship, fellowship, and community service, has recently faced the unexpected rejection of our conditional use
permit by the City of Orange County. We have been left bewildered and frustrated, as the reasons for this denial remain unknown and
unclear. It is crucial for us, as citizens, to have confidence in the decisions made by our local government, and that confidence is built
on transparency and a clear understanding of the factors influencing such decisions.
As we navigate this challenging situation, I would like to bring to your attention that there is no existing law prohibiting the
establishment of a church in our current zoning area. We have diligently followed the rules and regulations set forth by the city,
ensuring that our plans align with the established guidelines. Our mission is to contribute positively to the community, fostering a
sense of unity, compassion, and goodwill.
The rejection of our conditional use permit without a clear explanation not only hampers our ability to serve our congregation but also
raises questions about the fairness and consistency of the decision-making process. We firmly believe in the principles of religious
freedom and equal treatment under the law, and we request that these principles be upheld in our case.
We understand that the City Council has the challenging task of balancing various interests and considerations. We respect the
responsibilities entrusted to you and seek an open dialogue to address any concerns that may have led to the rejection of our permit. It
is our sincere hope that, through transparent communication and collaboration, we can work together to find a solution that benefits
both our church community and the broader Santa Ana community.

My name is Shelly Hsueh and I want to share a little about my journey with you.
I arrived in the United States at the age of 19 to pursue my college degree. After completing my
master's degree in statistics, I made the decision to stay in this beautiful country. Currently, I work as a
market research analyst at AAA.
I originally come from Taiwan, and I am incredibly proud to call myself an American. However, I also
cherish my diverse cultural background. One thing that is very important to me is the ability to
worship God in our own language. It connects us to our heritage and brings a sense of comfort and
belonging.
I am also a mother. Our church plays a vital role in helping our children understand their parents'
roots. After attending Chinese school programs on Sundays, my daughter receives support in learning
the language and gaining insights into our culture. It's a valuable experience that bridges generational
and cultural gaps.
Furthermore, our church extends a warm welcome to new immigrants. It provides a sense of home
and support, making the transition to a new country smoother and less daunting.
In conclusion, our church serves not only as a place of worship but also as a hub for cultural
preservation, education, and community support. Thank you for your time, and I appreciate your

of Anchor Stone Christian Church. I am writing to express our concerns and request a reconsideration
of our Conditional Use Permit (CUP) application.
1. Zoning Compliance: Prior to acquiring the property, we took meticulous steps to ensure that the
zoning was permitted. We held discussions with the Planning Department supervisor and staff, and
there was no indication of any negative feedback or inconsistency with the City's general plan. It is
perplexing that our application was denied based on factors that were neither mentioned nor
discussed during our interactions.
2. Community Service Contributions: Anchor Stone Christian Church has been actively engaged in
supporting the residents of Santa Ana on a weekly basis. Our organization has played a crucial role in
assisting those in need within the community. Denying our application raises questions about why the
Planning Department would turn away an organization that has consistently contributed to the well-
being of the City's residents.
We kindly request a thorough review of our application, taking into consideration the positive impact
we have had on the community and our commitment to complying with all zoning regulations. We
believe that our church's activities align with the goals of the City, and we are confident that a
reconsideration will demonstrate the value we bring to the Santa Ana community.

ends: “So help me GOD.” In Faith of God, I truthful please you to approve the appeal of Anchor Stone
Christian Church.
In daily life, God rewards us food and money to live. All U.S. money, bills and coins, has the UNITED
STATES motto, “In God We Trust” on it. It guides the country and all citizens. The church, God’s body, gives
us the strength to carry out our daily mission and jobs. I truthful please you to approve the appeal of Anchor
Stone Christian Church.
Since 1985, I have worked as a registered nurse to take care patients and their families. The Nursing job
surfaces many aspects of stresses including emotional demands, physical demands, fatigue, and ethical/ moral
stresses of the jobs. When my body and spiritual exhausted, I pray to the Lord Christ to refuel me and remember
where my strength comes from and why I am doing what I do. It is to follow Jesus Christ caring for the sick.
“Commit your way to the Lord; Trust in him and he will do this.” Psalms 37:5. , I truthful please you to approve
the appeal of Anchor Stone Christian Church to establish a permanent HOME for Anchor Stone Christian
