Good Morning Mayor and Councilmembers (BCC),
The following is additional information and or responses to questions fielded by staff regarding
tonight’s agenda.
Agenda Item No. 18/Appropriation Adjustment to recognize Grant Revenue and approve
agreement with State Office of Traffic Safety to secure Bicycle Safety Grant NTE $199,900.
Nabil has clarified that Santa Ana Active Streets will do the training via a pass through via
Charitable Ventures. Grant Funds will support; Community bicycle and walk “audits” of streets
with a high rate of pedestrian and/or bicyclist fatalities and serious injury crashes. Bicycle
training courses that educate youth on safe riding behaviors. Helmet fitting inspections and
distribution of helmets to those in need. Community education presentations. Community bike
rides that encourage and teach riders safe riding skills. Pop-up events that promote the
importance of visibility on roads with safety equipment such as reflective armbands/leg bands
and bicycle headlights/taillights. Office of Traffic Safety (OTS) grants have a short one year
timeline to start and finish. To meet this short OTS grant timeline the City partnered with
Charitable Ventures as co-applicant. This partnership guarantees the completion of the OTS
grant deliverables within the require timeline. Charitable Venture acts as pass-through for
SAAS (Santa Ana Active Streets). SAAS and the City applied for the grant as a partnership
effort. Charitable Ventures (CV) is the fiscal sponsor for SAAS. CV fronts the funding to pay for
all labor and materials that SAAS needs to carry out the program. CV in return gets a 10% de
minimis compensation to cover overhead expenses.
Agenda item No. 23/Agreement for Forensic Nurse Specialist for Sex Assault Victims. 5 years
NTE $350K.
The following information has been provided by the SAPD. The Santa Ana Police Department
has contracted with FNS for approximately 23 years. The nurses provide forensic medical
exams to sexual assault, strangulation, and domestic violence victims. They collect all
evidence, which will be packaged, labeled, and sealed according to the state and local crime
lab requirements. The evidence is then submitted to the on-site evidence storage refrigerator
with the appropriate chain of custody documentation, which is then sent to the Orange County
Crime Lab. FNS provides all equipment and supplies to conduct exams. FNS also provides
competent court testimony needed during court proceedings. Their services are provided 24
hours a day, seven days a week, with one hour response time. Their services are conducted at
Anaheim Regional Hospital in the City of Anaheim. However, they can respond to any hospital
where the victim is located if the victim cannot be transported to Anaheim. The sexual assault
exam consists of evidence collection to include clothing, DNA, reference samples, blood and
urine collection, digital photography, medical forensic documentation using state-mandated
forms, healthcare treatment for STI prevention, HIV prevention, and pregnancy prevention
provided at the time of the exam. Currently, the forensic nurse specialist does not work with
the family justice center, as the family justice center does not provide medical services. The

family justice center provides safety planning, assistance in obtaining restraining orders, legal
advocacy, shelter, and emotional/mental health services. Should a victim respond to the family
justice center requiring a sexual assault exam or strangulation exam, they are referred to patrol
or special crimes detectives. FNS follows the California medical protocol for the examination
of sexual assault victims. Per penal code section 13823.9, each county is to designate at least
one general acute care hospital to perform examinations for sexual assault victims. The statute
also requires each county with a population of 100,000 or more to arrange to have professional
personnel trained in the examination of sexual assault and child sexual assault victims, present
or on-call in the county hospital or contracting hospitals, providing emergency medical
services.
Agenda item 27/Resolution authorizing Nabil to execute Grant Agreement with Cal Trans for
the Walnut Street Urban Greening project. Walnut from Main to Court Alley.
Below is a drawing of the proposed project and a clarification. The South Main Street Vision
Plan identified Walnut Street from Main to Cypress as a potential park. It involves removing
street Right-of-Way (ROW) along a section of Walnut Street, from Main St. to the Cypress, and
converting the property to greenway and public open space. The project is divided into two
phases: Phase 1 from Main to Court Avenue Alley and Phase 2 from the Alley to Cypress
Street. We applied to fund Phase 1 of the project through the State Of California Clean
California Local Grants Program. We won to $2.2M to fund Phase 1 of the project. Phase 1
includes removing street Right-of-Way along the section of Walnut Street, from Main St. to the
Court Avenue alley converting the street to greenway and public open space with public
art. The Attached exhibit was utilized for the Grant Application. Please let me know if you

Agenda Item 28/Adopt Resolution authorizing Nabil Saba to execute Grant Agreement with Cal
Trans for Santa Ana Bus Stop Facility Improvements Project
This competitive grant in the amount of $398,000 will fund the installation of one bus shelter,
34 bus benches, 28 trash receptacles, two trees, and up to five sidewalk spot repairs. A map
depicting the locations of these improvements is below. Thank you

Item 31/City Net Contract
The following questions were clarified by the Community Development Agency staff
Q. How many Street Exits did City Net claim in 2023?
A. City Net has provided 785 street exits from January 1, 2023 to December 17, 2023

Q. How many of those 2023 Street Exits were permanent exits?
A. City Net handles the warm hand off of an unhoused individual to the shelters, rehabilitation
locations, etc.., and then keeps records on that street exit. To be able to track permanent
exits, shelter providers, rehabilitation facilities, etc.., would need to have a willing shelter
client/unhoused patient that wants to keep in touch with the shelter or drug rehabilitation
facility. A case management process that creates a follow-up phase would need to be
implemented by a shelter operator or rehabilitation facility operator.
Q. How many of those 2023 Street Exits were attributed to individuals that entered, then exited, then
re-entered shelter/housing multiple times?
A. It is not in City Net’s purview to track unhoused individuals long-term. A follow-up phase as
part of case management would need to be implemented, but this would be difficult because
we have found that phone numbers, addresses, etc.., change for unhoused individuals over
time because they lack permanent stability.
