Dear Mayor, Mayor Pro-Tem and Councilmembers(BCC),
Below is more information on Agenda items brought to our attending during this round of Agenda
reviews.
Agenda Item No. 15 – This is a contract with Service First to maintain and repair various fountains
around the city. A Councilmember had inquired about the breakdown in costs.
Nabil has provided more information on this one. There are a total of seven fountains
that are currently maintained by this contract. The current service agreement includes
all routine maintenance required to comply with OC Health requirements. Since this
contract allows for both the maintenance and repairs, the $300k requested would allow
for an average of $43k per fountain to address deferred maintenance repairs and allow
us to quickly address unforeseen failures. A list of locations is provided below with
Sasscer Park and the SARTC fountains needed the most work due to them being offline
and inoperable due to vandalism.

Agenda item No. 17- Appoint a voting delegate and alternate to the Independent Cities Risk
Management Authority. A Councilmember had inquired about this item.
To clarify, this item is the appointment of a City Staff Member to the Authority due to
retirements in the Risk Management division. The recommendation is to appoint the
City’s Risk Manager. The Independent Risk Management Authority (ICRMA) is the risk
management partner of choice for public entities in California, providing cost
stabilization and effective risk solutions to members.
