GOVERNMENT CODE §84308 APPLIES: No DISCUSSION In May 2022, the City Council approved the Parks Master Plan (PMP) to guide the City's investment in parks, recreation facilities, trails, open spaces, programs, and events over the next ten years. A key component of the PMP is managing and maintaining Santa Ana's parks and recreation assets through good stewardship. The Public Works’ Parks, Facility, and Fleet Division is responsible for the maintenance of six soccer fields and 35 baseball fields. Staff’s goal is to maintain open park space in excellent condition for recreational purposes to our residents and visitors. The sports fields require preventative maintenance to provide safe, green, and playable grounds. The citywide renovation schedule closes the fields to allow the turf to recover from usage and provides the City the opportunity to aerate, re-seed, and allow time for the seed to germinate; thus providing optimal playing conditions (Exhibit 1). To develop the schedule, staff evaluated the location, type of sports field, and best time of year to allow the turf to thrive. Staff coordinated with joint-use agreement partners other user groups to reduce the impacts of field closures. Staff’s goal is to alternate the annual renovations cycle so as to not impact the same league or sport consistently. FISCAL IMPACT There is no fiscal impact associated with this action.
