Dear Santa Ana City Council Members,
I hope this message finds you well. As a resident of Woodlyn North Condominiums, I am reaching out to
express my deep concerns regarding the proposed construction of a McDonald's restaurant at 2101 and 2109 E.
Santa Clara Avenue, directly opposite my home.
The proposed site is located on a small, three-lane street, with the center lane serving as a shared turning lane
for both directions. This configuration already presents challenges for residents, and the introduction of a high-
traffic business such as McDonald's will undoubtedly exacerbate these conditions. The inevitable increase in
vehicular traffic, coupled with frequent stops and turns associated with fast-food drive-through services, poses a
significant risk to the safety and flow of traffic on our street.
Moreover, the proximity of this proposed McDonald's to a preschool is deeply troubling. The introduction of a
fast-food restaurant so close to a facility caring for our community's youngest members raises concerns not only
about increased traffic hazards but also about the potential influence on their dietary habits and health.
Given these considerations, I respectfully urge the Santa Ana City Council to reject the proposal for the
McDonald's development at \[Exact Location or Address\]. I believe it is imperative to prioritize the safety and
well-being of our residents, especially our children, over the short-term economic gains of new developments. I
am confident that there are alternative locations within our city that could accommodate such a business without
compromising public safety or the quality of life in residential neighborhoods.
I trust that the Council will give due consideration to these concerns and prioritize the well-being and safety of
Santa Ana's residents in its decision-making. I am keen to follow up on this matter and am available for any
further discussion or clarification that may be needed.

Good Afternoon,
I am emailing you out of concern and denial for approval for the planned construction of a new McDonald's
located close to the intersection of N. Tustin Ave/E. Santa Clara Ave, next to the CHP office. I am the President
of the Woodlyn North Community of homes that is directly across the planned McDonald's. My community's
biggest concern is the severe traffic congestion at the new McDonald's will create at our complex entrances and
at the intersection of N. Tustin/E. Santa Clara Ave. The second concern is our Community's Safety with
the increase of the Homeless loitering at the McDonald's, as there are many that use the grass lawn of the Del
Taco lot, and the "green way" encampments next to the Montessori School.
The vast majority of Homeowners in our community are not in favor of the McDonald's being built at this
location.
Several years ago, our community worked with the City of Santa Ana to construct 2 street side parking spaces at
the front of our complex, after multiple Traffic studies were completed, the City deemed the traffic congestion
creation of the 2 parking spaces would be too significant and did not allow for the build of additional parking.
I request that the City Council review the past studies done for the Woodlyn North community to assist in
expediting the denial of construction for the new McDonald's.

I have had the opportunity to review the plans and I fully support this project. As a veteran professional land
use planner, it is clear this development will have an overall benefit to the community and the City of Santa
Ana.
The project will remove the attractive nuisance of vacant homes, making the neighborhood safer.
The development will increase the assessed valuation of the property, providing increased property taxes
to the City.
The development will provide approximately 83 direct jobs at the new State Minimum Wage, not to
mention indirect jobs for product delivery to the site and food delivery from the site.
The development will provide additional sales tax to the City.
The development will improve traffic safety by removing two unsafe driveways from Santa Clara
Avenue
The development will be integrated into the existing shopping center.

My name is Chelsea Jones and I am writing in support for the new construction of a McDonald’s in the Stater Brothers
Shopping Center on Santa Clara and Tustin Avenue. I am a 28-year resident of Santa Ana and am incredibly dedicated to
the development, prosperity, and growth of my city. I believe this would be an excellent addition to our Santa Ana
community. Not only is this location very central to our community given that it is near freeways, bus stops, and our
local police station, but it would be a beautiful addition to and help modernize the look of the center in which it is
proposed. There is a nearby Starbucks, Del Taco, and many other small businesses who would benefit from the
additional patronage this business would bring. Additionally, this development will help bring more jobs to Santa Ana
residents and generate more tax revenue for the city itself, which would ultimately be great for our community and its
residents. Additionally, the business being located in the proposed location will help deter homelessness in the
surrounding homes, apartments, and businesses. I am in full support of the new proposed McDonald’s being

My family has lived in this area since 1979. We have seen so much change in the area. Some good. Some not.
Today as I choose a grocery store I try to avoid Stater Brothers. This is because it is downright dangerous trying to turn
into the parking lot off Santa Clara.
Between the cars, not enough lane room, the flower lady, homeless and the signal it’s just a mess!!
Now they want to introduce a McDonald’s in that area? Why?
We have one 1.6 miles from that spot! I think we have way too many fast food places within a 1.5 mile radius. Do we
really need another? And this area would be asking for an increase in accidents or even fatalities.
Please reconsider not approving a McDonald’s here.
Surely there is a calmer and better use of this land that is zoned “agricultural”.
Maybe the land owners could expand the strip mall with other interesting shops. We don’t need more fast food!!
Please listen to the neighbors that have to put up with the traffic and noise and SMELL of this. There is already too much
grease smell around.

Dear Santa Ana City Council Members:
I am strongly opposed to the proposed McDonalds at on Santa Clara St off of Tustin Avenue, for the following reasons :
1. Santa Ana just spent a great deal of money putting in bike lanes and sidewalks, and restriping the two lane
road. The increase in traffic will become a safety hazard.
Even now the merging from two lanes heading west to one lane is a problem, imagine one hundred or more cars
merging to go west every hour, merging into one lane. Santa Clara is residential
Street.
2. The preschool has parents coming and going during the day, which adds to the traffic hazard while they are
turning into the preschool.
3. McDonald’s egress onto Santa Clara is proposed as a right turn going west on Santa Clara. I will never be able to
make a left turn out of my Meredith Terrace neighborhood.
4. It is zoned now as agriculture, the proposed rezoning seems to want that property to match up with zoning on
Tustin Av. It is not on Tustin Avenue. So I don’t feel it should be zoned commercial.
5. I worry about the proximity to the CHP, they are constantly going in an out, as well as the nearby apartments
and condos on Santa Clara.
Please consider rejecting this proposal, as most of my neighbors and the entire neighborhood oppose it.

With regard to the proposed zoning change to allow McDonald’s to build a giant 4,000 sq ft. fast-food restaurant on the
two properties just west of the corner of Santa Clara and Tustin Avenues, my husband and I are vehemently opposed to
this plan. We realize that the projected tax revenue is very attractive to the city, but at what cost to those of us who will
bear the brunt of the increased traffic along an already busy street and intersection.
Directly across the street from the proposed location is Plumfield Preschool. Traffic turning into and coming out of that
school as parents drop off and pick up their children will be made significantly more difficult with the addition of a
McDonalds and the traffic it will generate. It is already challenging at times to navigate through the area with the cars
dodging around one another as they come and go from the shopping center and/or attempt to get into the left turn lane for
Tustin Avenue. Traffic already backs up at times in the center lane.
Furthermore, there is already a large number of cars that use Santa Clara as an alternative “quick” way to travel between
Tustin and Grand Avenue. The one signal that has been installed at Wright Street helps some, but not enough. To invite
yet more traffic onto this street that has the major ingress and egress points into the Santa Ana and Fairhaven Cemeteries
seems ludicrous. It’s already very dangerous for people coming out of the cemetery and trying to turn onto Santa
Clara. We have seen a number of traffic accidents on Santa Clara near Ridgewood because someone was going too fast or
just didn’t see a car coming out. This has been brought to the city’s attention on several occasions, but to-date there is no
action.
And finally, the amount of trash that will be generated by yet another fast food restaurant should be mentioned. Those of
us who live along Santa Clara are already subject to folks simply dumping their used cups, wrappers, bags, and uneaten
food onto our property just because they find it easier than holding onto it until they get home or find a trash can. We
already have a problem with this from the other fast food restaurants surrounding our neighborhood. I cannot even begin
to imagine what this new business will generate. And it won’t have to be picked up by the business, it will fall on us, as
residents. When we bought our property in 1985, we chose this location because it was a nice neighborhood filled with
homes and some apartments. We are most assuredly not interested in having you turn it into a fast food court that grows
ever closer to our doorsteps.
We respectfully ask that you do NOT change the zoning. Help us keep our neighborhood intact. We do not need another
fast food chain restaurant anywhere near this location.

I have lived in the area for a long time and Santa Clara is a very narrow street as its traffic can be bad at times. The
construction of McDonald’s will create a traffic disaster. The proposed location already suffers parking problems and
traffic jams with stater bros and Del Taco in the complex. McDonald’s is a huge franchise why can’t they build on 17th
which is a much wider street why build in such a narrow and residential Neighborhood. This is ridiculous and out of
control. Corporations over people once again. We can’t allow this to happen in our area. Plz reconsider not allowing

I’ve sadly been watching and experiencing the continued decline of the neighborhood for the 9 years I’ve lived here.
The continued encroaching of the unhoused into residences, their sleeping on the local streets and sidewalks, the ever-
increasing crime and burglary rate, and increased violence are all monumental issues which you MAY NOT be able to
overcome easily.
BUT you CAN address the latest suggested neighborhood disruption.
That is the McDonalds on Santa Clara. WE DO NOT NEED ANY more fast food restaurants, or any more traffic in a
residential area.
The lovely residences on Santa Clara are historical and create a neighborhood charm.
A preschool with parental traffic would be adversely affected.
The In N Out and Chick Fil A on 17th and Tustin have created a traffic and congestion nightmare many hours of the day and
nite. I’ve seen several accidents there.
Please prioritize your voting consituents and residents above McDonalds.

to the easement that is behind Del Taco. This is also where Santa Clara going West from Tustin Ave. turns from 2

This is a Very dangerous proposal considering that Plumfield Preschool and a large condo complex are directly
across the street from this site. * Note * Both In and Out along with Chick Filet have double wide drive through
lanes and I'm sure that most of you have seen the traffic jams trying to get in and out of those restaurants. It is also
common to see private security directing traffic into these restaurants.
Imagine the traffic / safety impact that a 4,000 sq. ft. McDonalds with double drive through lanes will have on a 2
lane street that is directly across the street from a busy Preschool and a large Condominium complex ??? Then add
the the Apartments next door and the single family homes next to that... The high majority of of Santa Clara between
Grand and Tustin Ave. is ONLY 2 lanes wide ( Total ). This project is NOT SAFE for this location
I travel this area every day, and I have seen how traffic is worse every year. The last thing we need is an other point
of congestion.

We are in the Tustin School District. All schools are east of the 55 Freeway. Numerous children ride their
bicycles to school. They attend Elementary, Jr High and Sr High Schools. Returning home from school they
ride along the curb in front of this property (2101/2109 E Santa Clara). This property is located adjacent to the
parking lot entrance/exit for the Horizon Apartments. Also, Santa Clara has a lane reduction in front of this
property.
This McDonalds will generate a large Amount of Sales Tax for Santa Ana. However, is it worth the life of a
student? Bicycle riders are hard to notice while watching for merging traffic. Also, if they ride the 'low rider'
bicycles they are almost invisible to a driver.

Hello,
I live in the Portola Park neighborhood right by where the proposed McDonald's would be located. Santa Clara
is a pretty busy street with only two lanes so building a McDonalds there would cause unnecessary congestion
for the neighborhood. There's also already a McDonalds only a few blocks away on 17th and Lincoln Avenue.
The new McDonalds would only be a 4 minute drive away from the one that's already there. It really doesn't
make sense to put something in place there that will provide absolutely no benefit to the neighboring

I oppose The McDonalds Project on Santa Clara due to the large volume of vehicles entering and exiting this single lane each
way. This is just a bad idea from the start as it will create a very dangerous situation with a double lane drive through exiting onto an
already busy congested single lane each way street. We already have a lot of traffic at this location and the extra traffic created by
McDonalds will create a dangerous situation due to vehicles trying to exit onto Santa Clara and obviously making left turns to get to
Tustin Ave. The consequences of this action will put undo hardship on our adjoining neighborhoods and cause vehicles to cut
through our neighborhoods speeding down our streets, and making illegal u-turns to get back to Tustin Ave. Common sense tells us
this location is not designed for a large restaurant of any kind, let alone a double drive through that will exit onto our 1 lane each way
street creating dangerous driving situations on a daily basis. Safety should be of utmost concern. Another problem is it will attract
more Homeless to hang out at the McDonalds and around our neighborhoods. This will be detrimental to our safety and quality of
life. Please consider a location that does not have vehicles entering and exiting onto our already crowded streets and neighborhoods
and cause dangerous situations on a daily basis. We already have a McDonalds less than 2 miles from here. I am not opposed to
McDonalds, just that this location is a poor choice and will cause a negative impact on our Safety and Congested Traffic at this

I would like the McDonalds development as I believe it make improvements to the area. My parents bought a house on N.
Wright St. in the 70's so I feel as though I would be a better representative to the area than those that have just moved
into the neighborhood. In my 50 years of living and working within 5 square miles of Tustin and Santa Clara I have not
seen a lot of improvements to that particular corner. The empty lot next to the preschool has been an eyesore for at least
20 years and now we have the empty property by the CHP where the homeless are hanging out and doing drugs, how do
i know that well I've witnessed it. People do not seem to care about this side of Santa Ana we just have neighbors that
complain about possible businesses going in without offering any other solutions that would actually help the community. I
like the idea of adding job opportunities and a nicer look to that shopping center. I also realize there might be more traffic
to the are but wouldn't that also bring more business to the mom and pop shops in that center? I have noticed a decrease
in foot traffic that center and the shops across the street.
in closing I would also like to say property values in the surrounding neighborhoods have always been substantial and I
would much rather see an established chain restaurant that has the financial ability to keep their property nice and clean
instead of people that are just out to make a few bucks and move on.

As a resident of Ward 3, in the Meredith Terrace section, for over 40 plus years. We have grave concerns about the
proposed McDonalds project at Tustin Ave & Santa Clara. Our main concern is traffic safety that such a project will bring.
Santa Clara has just one lane East & one lane West, from Tustin Ave to Grand Ave. The proposed double wide drive
through lanes would heavily impact traffic on Santa Clara and safety in the area. Heading East out of the McDonalds
would be next to impossible, thereby directing most traffic West. Likely some customers will want to head East and will be
making U-turns in the local neighborhoods, again causing additional traffic safety concerns.
It is strongly suggested that the Council Members vote no on this project in view of the important major safety and traffic
issues on the local neighborhoods. Like the Preschool, large Condominium complex, large Apartment complexes as well
as single family homes.

I am a 32 year resident of Santa Ana living near the proposed project and am here to detail why this project should never be
approved. I want to point out that l am not a crazed NIMBY fighting every project. In reality l am a retired SCE senior electrical
distribution planner and have attended many quarterly joint utility meetings here in the past and have designed and managed the
electrical distribution for many commercial projects in Santa Ana and throughout North Orange County.
Listed below are the reasons, explanations and justifications against this project:
1) There is no way to mitigate the traffic congestion and public safety problems created by this project. Compare this proposal with
the project on the N/E corner of Tustin and 17th (ln and Out and ChickfilA). l did the initial electrical design for that project and it
was properly designed to mitigate all the traffic and safety problems it created. It is a corner lot and was zoned for commercial
use. Property was taken as a condition of development (I assume) and used for a bus stop and turn lane into the property to mitigate
the congestion and public safety issues created by the project. It has worked as designed and if anything, northbound traffic flow on
Tustin has improved. Also this project was initially designed for three businesses. hence the vacant land on the North end of the
development. Why not develop that space with no zoning change, safety and traffic congestion issues already addressed, and no
impact to the local residents in complete contrast with the proposed McDonalds project.
2) Recently completed street improvements to Santa Clara have significantly improved the safety of the Tustin/Santa Clara
intersection. Over the years my wife and l have seen numerous accidents and near misses at the Tustin/Santa Clara intersection. My
wife and I were T-boned there in 2017 and our car was totaled. The proposed McDonald’s Project does not allow for necessary street
improvements to mitigate the increased traffic and congestion problems and will more than undo the improvements recently
completed. It WILL cause more congestion, frustration, accidents and serious injuries.
In conclusion: Padding the monetary bottom line of the Texas real estate company pushing this project and increasing city sales tax
revenue are not valid reasons to change zoning restrictions and permit a project that will negatively impact local residents, businesses,
including Plumfield Preschool, directly across the street, and will cause congestion, traffic, bike, and pedestrian accidents, injuries,
and possibly deaths.

There is a McDonald’s located 1.3 from this proposed site and I am against the desire by some to add yet
another fast-food facility. Some believe that with the addition of McDonald’s the homeless issue will
magically be reduced in this area. It won’t.
This site has two viable residential homes that if occupied, will deter the homeless population as much
as a McDonald’s. The property in question was purchased by the grandfather of Robert Henry
Newcomb in 1883. Robert owned a shoe store for 60 years in downtown Santa Ana and was among
Orange County’s earliest settlers. The ranch house that McDonald’s wants to level is all that remains of
his grandfather’s property. I acknowledge the Newcomb family fifth-generation Southern Californians
grandchildren sold the property. However, progress is not progress if it removes some of the history
that helps define what made Santa Ana. Not only would McDonald’s remove some of the history of
Santa Ana, but it would also add an establishment that 1) is available nearby at 17th and Lincoln and
2) will create a traffic nightmare at the corner of Santa Clara and Tustin Avenue.
Furthermore, at the Planning Commission meeting, the applicant withdrew the application for the
24-hour operation of the drive-thru. They agreed to operate only between the hours of 5:00 am and
12 am. Thus, the staffing requirements will be less than projected.
The question you should be asking: Is another fast-food establishment more important than the
housing that could be provided by existing homes? I say no.

Hello,
I recently became aware of the proposal to build a McDonald’s near the intersection of Tustin Ave. and Santa
Clara in NorthEast Santa Ana. As a resident that lives within 1,000 feet of the proposed McDonald’s, I would
like to go on record opposing this project as I believe such an enterprise at this location would have a negative
impact on our neighborhood.
A few reasons for my belief are:
The proposed location sits right where Santa Clara Ave. reduces from two lanes to one lane in each direction.
There is already considerable congestion at this choke point and adding a drive through McDonald’s there
would just exasperate the issue. Also, the Stater Brothers parking lot is often chaotic in its current state and
would only get worse with the added pressure of a McDonald’s. Furthermore, unless the area was heavily
policed, I fear that drivers would often attempt to make left hand turns onto Santa Clara from McDonald’s,
regardless of what the posted regulations might allow. Santa Clara is a busy street and multiple times a day
there is traffic congestion due to drivers trying to make left hand turns from the current driveway behind the
Del Taco - the same driveway that would also serve the proposed McDonald’s. That property would be better
used for a sit-down establishment or store rather than for a high volume dependent fast-food drive through
business or any business that would attract an unusually high volume of cars and customers.
There is no need for another fast-food establishment in this area as there are well over a dozen fast food
options a mile or two from this proposed location. More healthy food options in this part of town would be
appreciated.
It’s reasonable to expect that a drive through McDonalds would put an undue burden on the two nearby
residential streets of Ridgewood and Mantle Lane from drivers who would make a right turn onto Santa Clara
and then make a left turn onto Ridgewood or Mantle Lane , just to then make a U-turn to turn back right onto
Santa Clara or worse to cut through the neighborhood to get back to Tustin Ave. It will happen!
Currently there are several unhoused individuals who walk on Santa Clara Ave. from Tustin Ave. to Portola
Park or the train tracks or other points beyond. The addition of a McDonald’s would create a magnet for
transients who need basic services which McDonald’s is ill equipped to provide. This will have the potential to
create tension between other customers, residents, and fellow transients, which could also be problematic for
the school children who walk this route every day or wait at the nearby school bus stop every morning.
I appreciate the Santa Ana city leaders taking these concerns into consideration and respectfully ask that the
proposed McDonald’s at Tustin and Santa Clara be denied.

project for this land. The city just spent a lot of money upgrading the bicycle lanes, adding sidewalks and narrowing our street
entrances to accommodate the handicap sidewalk entries. Now McDonald's wants to increase our traffic on Santa Clara. Their
proposed exit goes west onto Santa Clara, which will cause merging to one lane a traffic hazard. There will be many who try to
make U turns on our very narrow street entrances, another hazard. The added traffic will make it very difficult if not impossible
for residents of Meredith Terrace to make a left turn west on Santa Clara. Please stand with our neighbors.

Dear Santa Ana City Councilmembers, I am commenting on the proposed loss of two homes and the rezoning
of the property 2101-2109 E Santa Clara Ave. to become a McDonalds Restaurant.
Please do not approve the rezoning for a fast food restaurant there is a TocoBell right next door which is on N
Tustin Ave. We do not need more fast food locations, and especially not in the neighborhood. This property
could be better used as a housing complex. We need more residences than food places. Please refuse this project
and seek a suitable residential complex proposal.

First of all, I appreciate the City of Santa Ana allowing the residents of the above location to submit our opinion
on the decision-making process for the potential McDonald's location.
As a resident I do believe the City has not fully considered the traffic considerations of this area and what will
happen if the restaurant is placed in this location.
As members of the City Council I would advise all of you to take the time and travel to this location to see what
the driveway and traffic situation is at this point. My concern is how Santa Clara narrows to one lane, the
driveway that would be part of the drive-through for the potential McDonald's location and Del Taco, and the
access to Stater Bros.
This location should be considered "neighborhood" and not commercial.
I appreciate your time and consideration.

Dear Members of the Santa Ana City Council,
I am writing to express my strong opposition to the proposed MacDonald's establishment to be
built on Santa Clara directly across from the Woodlyn North Homeowners Association (HOA).
While I am a proponent of economic development within our city, it should not come at the
expense of the quality of life of our neighbors.
The addition of MacDonald's will undoubtedly increase traffic congestion in the area.
Furthermore, having yet another fast-food establishment in the East part of Ward 3, especially
one that encroaches on a residential neighborhood, will have a detrimental impact on the
community.
It is concerning that the Planning Department has primarily focused on how the proposed
improvements would preserve the character of the existing commercial area, with little
consideration given to the impact on the character of the residential neighborhood.
We cannot afford to act in desperation when making decisions that will shape the future of our
city. We must consider the long-term effects of such developments on the livability and well-
being of our neighborhoods. I fear that if this project proceeds as planned, we will look back on
these decisions with regret and ask ourselves, "What have we done to our city?"
I urge the Santa Ana City Council to reject the proposed MacDonald's establishment on Santa
Clara. Instead, let us work together to find solutions that promote sustainable economic
growth while preserving the integrity of our residential communities.

I respectfully submit the comments attached below that were sent to the Planning Commission on this
project prior to their meeting on 02/26/24. There were 74 written comments presented of which 71
were strongly against the project and only 3 in favor. That's a 95.94% ratio in opposition to this
project.
This matter is being presented at tonight's Council meeting ( Item # 23 ) and the
Council needs to be fully informed of the residents' position on this project.
Traffic Safety is the major concern and Public Safety must never be compromised.

The traffic safety impact that a large McDonalds will have on a 2 lane street that is directly across
the street from a busy Preschool and Woodlyn North Condominium complex, in addition to the
Apartments and the single family homes next door will not be safe. The high majority of Santa
Clara between Grand and Tustin Ave is only 2 lanes wide TOTAL, making this project unsafe for
this location. I strongly oppose!

Good afternoon Mr. Gonzalez,
On behalf of the members of Woodlyn North Homeowner's Association, located directly across the street
from this proposed location, we protest this project.
When we have asked the City of Santa Ana for help with permits to install security gates (2030 E Santa
Clara Ave) we were met with roadblocks due to the impact it would
have on traffic. Our community has 87 households. Surely McDonald's will have a far greater impact on
traffic at this busy intersection than our community. This is residential
area and should not be rezoned to accommodate a large corporation over residents.

To the Planning Commission,
Our home is located on Catalina Avenue, which is just one block from the planned location
under consideration for a McDonalds restaurant at 2101 & 2109 East Santa Clara Ave. Without
access the developers plans, it is very difficult to imagine a very busy restaurant at this
location.
Traffic turning right from Santa Clara onto Tustin Ave spend a lot of time waiting for
busy traffic heading west on Tustin. With the addition of a busy well known
establishment at this corner will only make it more difficult for patrons exiting the
location onto Santa Clara to merge with busy traffic on Santa Clara turning right.
This location is precariously close to the corner of Tustin and Santa Ana. Patrons
wanting to exit onto Tustin Avenue will be forced to turn right only. Obviously, many
patrons will attempt to exit to the left across 3 lanes of traffic heading west on Tustin
avenue.
The location of this establishment is too close to a very busy corner.
Yes, the developers will argue that several very well-known fast-food restaurants are
th
located just down the street at the corner of Tustin and 17 street. However, that location
has a much larger lot size and flow of traffic was well planned out and does NOT conflict
th
with traffic turning from 17 onto Tustin Avenue or flowing east on Tustin Avenue past
the restaurants.
The addition of a fast-food restaurant at this location will only exacerbate an all-ready
congested traffic corner.

Whoever sold executives on moving forward with this project must have pocketed something. This is the worst
proposed area for a mcdonald's with the proposed size that is moving forward in project scope.
I have over 40 years experience in facilities construction for law enforcement and fire dept and know the
importance of public safety with any other.
This is not a good idea and not a safe location. There isn't enough lanes for traffic as it is. And you wanna put a
monstrosity up. I'm sure the highway patrol is also opposed.
I completely oppose this project and encourage reevaluation from a third party and with an environmental
impact study.

Dear Santa Ana City Council,
As a resident of Santa Ana since 2017, I want to thank you for the work you do keeping our neighborhoods safe and
secure. It has come to my attention that there is a proposal up for debate to install a 4,000 square foot McDonalds with a
double lane drive through on the corner of Santa Clara Ave and Tustin Ave. I am STRONGLY OPPOSED to this
construction.
This densely populated area is across the street from the busy Plumfield Pre-school. Additionally, this area already
manages a significant amount of pedestrian and automobile traffic due nearby high-density housing including apartments
and condominiums. Adding the traffic of a busy McDonaldÓs in this location would put the safety of the families
associated with the preschool as well as the residents at risk. Additionally, this intersection is a primary access point for
Meridith Park residents to Tustin Ave and school busses utilize this route with nearby pick up and drop offs. Furthermore,
Santa Clara is only one lane in each direction and adding a double lane drive through to this location could greatly impair
traffic going into and out of Meredith Park.
I urge you to VOTE NO on any proposal to put a dangerous, high-traffic, establishment in our neighborhood.

This is Vanessa Charco, new home owner of one of the condos in Woodlyn Condominiums. I oppose the
proposal of a McDonaldÓs being built across the street. My husband and I purchased this home less than a year
ago as a new married couple and as young 25 year olds. Purchasing this home at a young age was a huge
accomplishment for us, we took the neighborhood, preschool, and parks into consideration when we decided to
purchase. Living in this community has been peaceful and has felt safe. I am delivering my baby in a few
months and it scares me to think that a McDonalds is going to built right across the street. All of our savings
went to a home that we thought would be safe, respected and would only grow in value. With a McDonaldÓs
being built across the street, it causes many concerns from us, homeowners. Traffic will increase and it frightens
me for my child as she grows up and wants to go for a walk or ride her bike on the side walk. What will happen
when traffic rises, and speeding cars try to get their unhealthy burgers and drive while on their phones. This is
not safe for my child, or the children in the preschool. The condo values will also loose value. This means that
the people who spent their whole life savings to buy a condo will lose out on what they dreamed of. There will
be an increase in drug addicts asking for money outside of the McDonaldÓs. It is not okay to have syringes and
beer bottles around the neighborhood for our children, or dogs. This community is very peaceful and we have
trouble with traffic at times at is. I have had moments where people are turning into the stater brothers illegally
and almost hit me. Imagine how I feel as a 8 month pregnant woman carrying my first child almost getting hit. I
know that with the placement of a McDonaldÓs it will only increase the car accidents, this is family friendly
neighborhood, children will be hurt in these accidents if there are traffic jams. Aside from traffic jams, why add
more fast food places that no one asked for within the 1,000 feet of living there. I saw people trying to get
signatures to support McDonaldÓs at Portola Park from people that were just visiting the park and they didnÓt
even live in the community. People were signing who drove to the park, this gives me a big signal that they do
not live close to the park. That day I walked to the park because unlike them, I live close the park and I did not
sign because I am AGAINST the McDonaldÓs. We already have a McDonalds 7 minutes away, 1.2 miles away.
Why do we need another one? It is not okay to bring traffic to a peaceful community, get signatures from
people who do not live in the area, cause homeowners across the street to feel unsafe in their and home and
support the rise in obesity. I oppose the McDonaldÓs being built and I hope you take my voice into
consideration.

I am writing to share my concerns about the proposed McDonald's on Santa
Clara Avenue. As a resident of a Meredith Terrace home for 12 years, I am
opposed to this fast food use in this location.
Santa Clara already has a high traffic problem during the early morning and
early evening commute to schools/work on the weekdays. The lanes back up
both ways during these hours, and this use would exacerbate this issue.
I am concerned about the traffic exiting this proposed site turning Right
only. Although this would be safer, it will then cause people to make unsafe U
turns or left turns into the streets just West of the exit for those wanting to head
back to Tustin Avenue or head East on Santa Clara. Additionally, our residential
egress was already reduced to 1 lane on Ridgewood due to bike lanes last year,
causing more of a back up waiting for cars to turn left onto Santa Clara, which is
very busy. Those turning right now have to wait for 1 car at a time to
turn. Heavier traffic for those leaving McDonald's will cause more concern
increasing the cars turning into our streets and causing more of a back up on
this egress.
The noise pollution of this fast-food restaurant at late hours and the increased
foot traffic are additional concerns. We frequent Stater Brothers and getting in &
out of this parking area from Santa Clara is already congested. Plus the
accidents on Tustin Avenue & Santa Clara intersection are already a constant
concern, and increasing the traffic will only contribute to this misfortune. Myself
and other neighbors have had accidents to no fault of ours in this very busy
intersection, sadly. The added light to turn left in either direction on Santa Clara
has been a benefit, thank you.
This is not a good use and for these reasons I am opposed to this McDonald's
location. Please deny this proposal.

To whom it may concern,
I am resident in the vicinity of the proposed McDonalds, located at the intersection of Santa Clara Avenue and
Tustin Avenue. I live off of Santa Clara, across from the Santa Ana Cemetery, for over 10 years. I was
reviewing the IS/MND document that was posted on the City website provided in the notice sent to my
house. However, I discovered that none of the Appendies were included with the document. After much
searching, I was finally able to find the appendies, through the Planning Commission Agenda. In the future it
would best to included ALL the documents into a single PDF so people would not have to search for documents
in multiple locations.
While reviewing the WQMP information, it notes that the infiltration rates, at 5 feet in depth, for the site are
0.22 in/hr and 0.18 in/hr, per a geotechnical report dated October 9, 2021 and that it was attached. In reviewing
the geotechnical report, it references the percolation data can be found in Appendix C of the report, but it was
not include, and neither was Appendix B. Without being able to review the complete document, verification of
the values can not be determined and therefore, can not be confirmed. The plans show the use of underground
storage chambers, that would collect the water before being pumped. The plans shown a gravel base under the
chambers, it the intent to allow for some infiltration of stormwater?
In reviewing the Transportation Analysis (Appendix K), several questions/concerns come to mind. The study
area primarily focused on Tustin Avenue and the only analysis done for Santa Clara was the driveway to
site. What about the increased traffic on Santa Clara, specifically westbound traffic from the project site due to
vehicles not being allowed to turn left out of driveway? Currently the drive aisle backs up when a vehicle is
trying to make the left out of the site and can not because the EB left turn pocket is stacked up. This is a
concern in the AM and PM timeframes when vehicles are either access the freeway in the AM a=or return home
in the PM. Vehicle who are forces to turn right out of the project site onto Santa Clara, who actually wanted to
turn left, will be forces to make U-turns at existing residential streets, causing potential conflicts with residents
existing their tracts.
The Queueing Summary (Table 3-2), in my opinion is flawed. In the EB, WB and NB direction, there are 2-
way left turn lanes proceeding the defined turn pocket lengths and from personal experience the que of vehicles,
vehicles back up into those 2-way lefts on a regular basis. Especially in the NB direction in the PM, the EB
direction in the AM and PM. Also, the SB is being shown at 150 feet, but since there this is a duel left, with
each lane being 150 feet, the que can be doubled.
In Section 4, how was the Trip Direction Split determined? Also, is this split representative of the AM or
PM? I would think in the AM, more vehicles would be heading to the freeway and less back onto Santa Clara,
which is mostly comprised of residential areas with no immediate access to a freeway. The PM would logically
have more vehicles coming from Tustin Avenue, since they would be coming from freeways. Making a single
assumption of the split for both conditions causes false conclusions or results of the analysis.
The analysis indicates that the drive through can accommodate 16 vehicles, however, based on the
configuration, should there be a peak of over 16 vehicles, the main driveway aisle from Santa Clara to the rest

of the shopping center would be blocked and therefor cause a back up of vehicles, potential backing up onto
Santa Clara. Also, where there a reason why only AM and Mid-Day queueing was evaluated? What about in
the PM? This is a bigger concern and the peak demand to access the Stater Brother store is highest in the
evening, during the 4-6 PM timeframe, which would be the same time as another peak time for the project. I
analysis used 3 other project sites, but were the conditions similar to those at this location or were they just
looking at the duel drive thru condition?
Per the analysis and Table 1-3, improvements are needed as part of the Horizon Year (2040), specifically a 2nd
NB left at the intersection of Santa Clara and Tustin. Are the fair share fees being paid today or at the time of
the improvements? What is the purpose of Section 9 of the Transportation Analysis? If the project has
identified the need from improvements to existing transportation infrastructure, then it should be the developer
paying for those improvements and not the City.
In conclusion, as a long time resident on the vicinity of the project, the impact from the increase traffic is a
major concern and therefore I am strongly against the project as it is proposed. I am requesting the Planning
Commission to deny approval of this project.

** This is a very dangerous proposal considering that Plumfield Preschool and a large condo complex is directly
across the street from this site. * Note * Both In and Out along with Chick Filet have double wide drive through lanes
and I'm sure that most of you have seen the traffic jams trying to get in and out of these restaurants. It is also common
to see private security directing the traffic into these restaurants. Imagine the traffic safety impact that a large
McDonalds will have on a 2 lane street that is directly across the street from a busy Preschool and a large
Condominium complex ? Then add the Apartments next door and the single family homes next to that. The high
majority of Santa Clara between Grand and Tustin Ave is only 2 lanes wide ( Total ). This project is NOT safe for this

Good Morning,
I am emailing you out of concern for the planned construction of a new McDonald's located
close to the intersection of N. Tustin Ave/E. Santa Clara Ave, next to the CHP office. I am the
President of the Woodlyn North community of homes that is directly across the planned
McDonald's. My community's biggest concern is the severe traffic congestion the new
McDonald's will create at our complex entrances and at the intersection of N. Tustin/E. Santa
Clara Ave. The vast majority of Homeowners in our community are not in favor of the
McDonald's being built at this location.
Several years ago, our community worked with the City of Santa Ana to construct 2 street side
parking spaces at the front of our complex, after multiple Traffic studies were completed, the
City deemed the traffic congestion creation of the 2 parking spaces would be too significant
and did not allow for the build of additional parking.
My question is, has the City started a new traffic study for the intersection and street where the
planned McDonald's is to be built ? I request that the planning commission review the past
studies done for the Woodlyn North community to assist in expediting the denial of
construction for the new McDonald's.
What is the best way to stay informed and updated of the City's planning commission findings
and approval process for the new McDonald's ?

Tustin Avenue along with E. Santa Clara and Tustin Avenues. Those businesses have negatively
impacted the traffic on E. Santa Clara Ave. This will lead to even more congestion, traffic
hazards, significant environmental issues for the local residents and pedestrians that currently use
the streets and crosswalks. The traffic is horrendous!
Additionally, this type of commercial project will negatively affect the property values to the
homeowners in the area! This would be absolutely unfair! Santa AnaÒs sanctuary city status has

already brought unwanted crime, vagrants, and drug trafficking to our quiet community. A 24

Santa Clara Street CANNOT Handle the additional traffic! The high majority of Santa Clara between Grand and
Tustin Ave is only 2 lanes wide ( Total ).
Not to mention the addition of very late night & early AM traffic which will certainly impact the theft and
burglary problems we already have in all the open carports directly across the street and a private community
swimming pool frequently used by the homeless.
All these problems will be magnified by this MacDonalds being allowed to operate in this residential communty!
Current Santa Clara traffic issues and concerns include:
1. Access to and from Plumfield Daycare
2. Access to Stater Brother shopping center
3. CA Fire department access to get to Tustin Ave.
4. Cemetary accesses.
5. Numerous condo and apartment complexes access.
No parking is allowed on the majority of Santa Clara as there is not enough room for fire and emergency equipment to
pass safely.
This project is NOT safe for this location.

Good morning I am a homeowner at 2030 E. Santa Clara unit F2, and I firmly oppose the building of the
proposed new McDonaldÓs on the lots currently at 2101 and 2109 E. Santa Clara Avenue in Santa Ana.
That point of Santa Clara is primarily residential. To put a 2472 Lane Dr. through restaurant across the street
from a preschool a condo complex and next to an apartment complex is a safety and nuisance issue.
The completion of this project will devalue all of the condos and surrounding home and put the residences at
greater risk of petty theft, burglary, traffic accidents, congestion, and light pollution.
That area of the block is too close to the intersectThat area of the block is too close to the intersection of Tustin
and Santa Clara in order not to cause a giant back up trying to access the drive-through.
Not only will this project, destroy home values and put children at risk, it will create traffic back ups, increased
litter, and an overall decline in the area.
Do not allow these currently residential lots to be destroyed by a mega project better suited for a main
commercial/retail area.

** This is a very dangerous proposal considering that Plumfield Preschool and a large condo complex is directly across the street from

The traffic safety impact that a large McDonalds will have on a 2 lane street that is directly across the street from a busy Preschool and
a large Condominium complex is an unsafe and ridiculous proposal.
In addition, with the Apartments next door and the single family homes next to that. The high traffic location of Santa Clara between

This project is NOT a safe location and we do not need another fast food restaurant in our community.

I am writing to urge that you deny the Conditional Use Permit for the proposed McDonald's project on
2101 and 2109 E Santa Clara St. I am a property owner across the street at 2030 E Santa Clara Ave, and I am
very concerned about this project due to the nuisance it will create in the neighborhood in terms of traffic,
smell, and noise. This is a fairly peaceful and quiet area, and adding a McDonald's would go against the
residential fabric of the neighborhood. This would create a different scenario than the Del Taco, given the Del
Taco is across from the vacant lot on the Southwest corner and on the corner of the arterial (Tustin), not to
mention within the shopping center. The McDonald's would be directly across from a condominium complex
and a preschool, and would cause unwanted disturbances to both. It is not technically on an arterial street, and
should not be allowed a C5 (Arterial Commercial) designation. Furthermore, the land use would eliminate
agricultural land, which could be developed as a community garden or micro-farm that would bring more public
benefit to the area, which has many families and children in the condos and apartment complexes. We do not
want another fast food establishment in this area - there are already many with the newer ones that went up on
17th and Tustin. Please don't turn our neighborhood into an unhealthy one by design. Our families deserve
access to healthy food and air free of the strong smells that come with fast food joints.
I am highly opposed to this project. Please do not approve the McDonald's in this location.

As a resident of Woodlyn North, I absolutely oppose the McDonald's being proposed just West of the

the only issue. This is a very dangerous proposal considering that Plumfield Preschool and our condo complex
are directly across the street from this site.
For years we at Woodlyn North Condominiums, right across the street from this proposal, have been trying to
get gates and the city has ALWAYS denied our request, claiming that we are going to cause traffic issues. How is
it that a McDonald's is not? I can assure you that McDonald's would cause a gigantic problem with traffic in our
residential area. I'm sure that the city of Santa Ana is aware of both In-N-Out and Chick Filet located on the

corner of Tustin Avenue and 17 Street which have double wide drive through lanes cause tremendous traffic
jams every day, and it is a challenge trying to get in and out of these restaurants. It is also common to see
private security directing the traffic into these restaurants. Imagine the traffic safety impact that a
large McDonalds will have on a 2-lane street that is directly across the street from a busy Preschool and a large
Condominium complex? Then add the Apartments next door and the single-family homes next to that. The
high majority of Santa Clara between Grand and Tustin Ave is only 2 lanes wide ( Total ). This project is NOT safe
for this location and your help is needed to decline/cancel it forever.
The investors applying for a McDonald's in our community don't care about us dealing with issues a
McDonald's will cause, they don't live in our community. We are people that can only afford living in this area,

I don't approve of this location because of the high traffic increase. The cars leaving the Stater Bros
parking lot that have to turn left or right onto Santa Clara have a problem now from the high traffic
coming off of Tustin.
Cars leaving the parking lot on the Tustin Ave. side can now turn left onto Tustin causing problems
because of the traffic light at Tustin and Santa Clara.
If the parking at the proposed McDonald's is too small, the customers will have to park at Del Taco or
Stater Bros.

Please, we DO NOT need another fast food place on Tustin Ave.
The traffic is already congested from the preschool, condos and apartments, not to mention Starbucks and Del
Taco at the same intersection.
Isn't there another location for your McDonalds, that is not near a residential neighborhood?
What a nightmare a McDonalds would bring to this area but we all know that corporations like you don't give a
crap about traffic, it's all about profits.
Please consider another location.

To whom it may concern
I am very concerned about the potential negative impacts a McDonald's could have on my neighborhood, such
as increased traffic and issues related to homelessness.
I have two teenage kids that reside here, I believe having a MacDonalds across the street would impact their
sense of safety while walking in our complex and while enjoying the pool in the summer time.
Already the intersection of Santa Clara and Tustin is an extremely busy traffic intersection with a del Taco on
the corner and a very busy Stater brothers grocery store. Adding a Macdonalds would create a nightmare
senario with regards to traffic congestion

I am writing to you as a concerned resident of our community with regards to the proposed development of a new
McDonald's restaurant at the corner of Tustin and Santa Clara. I have come to understand that this project involves the
demolition of two older homes to make way for the restaurant, necessitating a change in zoning from residential to
commercial as currently being considered by the City Planning Department.
While I appreciate the potential economic benefits and conveniences a new fast-food outlet could bring, I am compelled
to express my concerns over the detrimental impacts this project may have on our neighborhood, particularly regarding
increased traffic congestion and the redundancy of fast-food options in our area.
Traffic Concerns:
The intersection of Tustin and Santa Clara is already known for its busy traffic flow, especially during peak hours.
Introducing a high-volume business like McDonald's, renowned for its drive-thru service, could significantly exacerbate
this situation. Increased traffic congestion not only poses a risk to pedestrian safety but also affects the quality of life for
residents due to increased noise and air pollution. I fear that without substantial infrastructure improvements, this
project could lead to prolonged traffic issues and potentially hazardous conditions for our community members.
Zoning and Preservation of Residential Character:
The current residential zoning of the area in question reflects a community value in preserving the character and
tranquility of our neighborhoods. Allowing commercial development within this space would not only set a concerning
precedent for future zoning changes but also disrupt the aesthetic and cultural fabric of our community. The proposed
demolition of older homes, possibly with historical value, for the sake of a new fast-food restaurant further compounds
this loss, diminishing our community's heritage and charm.
Saturation of Fast-Food Outlets:
Our community is already well-served by a variety of fast-food restaurants, with multiple options available within a short
distance of the proposed site. The addition of another McDonald's seems unnecessary and contributes to the saturation

of similar establishments, limiting the diversity of dining and shopping options available to residents. Encouraging a
broader range of businesses would not only cater to the varied tastes and preferences of our community members but
also promote healthier lifestyle choices.
In light of these concerns, I strongly urge the City Council to reconsider the approval of the zoning change required for
this McDonald's project. I believe that our community's long-term interests would be better served by maintaining the
current zoning designation, preserving the character of our neighborhoods, and encouraging developments that align
more closely with the existing and future needs of our residents.

and Tustin Avenue. My family lives very close to the center and we visit the center frequently to shop at the
Stater Brothers. The proposed location would be much more appealing than the two vacant houses that have sat
there for the past couple of years.
The new development will bring more shoppers to the center helping all businesses involved and will create a
strong community environment. I really feel this is an opportunity to drastically improve the shopping center
