As a parent striving to provide the best for my child, I must express my concern regarding the lack of resources
available regarding childcare in our city. It is disheartening to witness the struggles faced by daycare owners
and families due to the limited options and support available. We need to come together as a community and
ensure that every child has access to quality childcare, and every provider has the necessary resources to offer it.
I highly recommend the City Council prioritize funding and support for childcare in our community to address
this serious issue.

I am a child care provider who has dedicated years to the growth and enrichment of Santa Ana’s youngest
learners.
Unfortunately, I cannot help but share my disappointment in the lack of support for providers and the child
care sector overall. We had a crucial opportunity to uplift and strengthen the child care infrastructure, yet it
seems that this opportunity has been overlooked. The absence of funding for programs aimed at supporting
providers and families is troublesome and hinders our ability to offer the quality care our children deserve.
I urge the City Council to reconsider its decision and prioritize funding for initiatives that will benefit the
childcare sector and the families it serves.

Dear Mayor Amezcua, City Council & Santa Ana Staff,
I am in support of approving the Feasibility Study for the Washington Square Neighborhood Park. The
Parks and Rec department supports it, the Parks & Rec Commission supports it, 653 of our residents
signed a petition to support it. The time to move forward is now. The parcel in question is the only
vacant land in Washington Square and the owner wants to sell it either for a park or to a developer.
An appraisal of the vacant land has already been completed, and is nowhere near the original asking price
of the seller. If price was ever looked at as a barrier to proceed, know that there is plenty of room for
negotiation. Additionally, the seller is open to breaking up the individual parcels, to make for a more
favorable transaction. This to say, please proceed with a Feasibility Study.
re: staff recommendations:
1. 10th & Flower Park: The 10th & Flower park under development is adjacent to the extreme lower
end of Washington Square, will primarily serve the Willard Neighborhood and is across a busy
thoroughfare, Flower St and is not easily walkable.
2. The location wasn't identified in the Park Master Plan: The Master Plan was published in May 2022
and compiled long before that by the Parks and Rec former Executive Director. That is prior to the
parcel in question was identified as a possible park site. Washington Square is in Gap Area 15 of
the Master Plan, called out as park deficient and is also in an environmental justice area. The
Master Plan calls for increasing the amount of park acreage to 1.5 acres/1000 residents by 2032
and adding this 1/3 acre site to the mix is a step in the right direction. Master Plan Action Plan #8
states "Evaluate Park Acquisition Opportunities - Convene a work group that brings together City
interagency staff, community leaders, and private enterprise to identify and evaluate acquisition
opportunities, creating a status report and metrics to measure progress." That's what the
Washington Square Park Ad-Hoc Committee has been doing!
3. Zoned for R1: An easy fix by a vote of City Council
4. Increased operations & maintenance costs: This proposed pocket park will be relatively low
maintenance. We're recommending a passive park with lots of greenspace for play and social
interaction. It's proximity to the 10th and Flower project means that the maintenance and security
crews can service it as a part of their routine. There probably wouldn't be restrooms or structures
that require continued cleaning or repair.
The Measure-X Committee has indicated support of the study and may provide partial funding.
This is a one-time opportunity to acquire undeveloped land for a pocket park to serve a park-deficient
neighborhood. Please move forward with the Feasibility Study in the mid-year budget.

It would be a wonderful idea to create a walkable neighborhood park on the property at the north end of Olive
and Lowell Streets. A friendly place for neighbors to enjoy some landscaped open space, and a place to plant
replacements for the 20 heritage carob trees that were recently removed on Olive Street. A meandering walk
would be a perfect option under a canopy of shade trees. Please support this park!

Dear City Council,
The city has too many parks, said NO ONE ever!
Build the park and watch it fill with children, mothers, fathers, aunts, uncles, grandparents, friends, etc. Build the park
and give WS residents, the children of Wilson, and Hero Elementary options for outings. Build the park and give the
surrounding neighborhoods options.
Growing up with a park in the development you live in, is an absolute beautiful experience. How many of you have fond
memories of your neighborhood’s park? The one you could reach via a short walk or bicycle ride. The one that did NOT
require you crossing a main street or leaving your neighborhood.
Help Santa Ana compete with other communities by building more parks, please.

My husband and I have been Washington Square residents since 1983. We raised our son here and now our two
grandsons visit and enjoy it too.
We feel a neighborhood park would be a great investment for both the city of Santa Ana and our lovely

Subject: Agenda Item 18 – Grant for Santiago Park Main Street Construction
I would like to thank City Staff for all the work they have done to obtain a grant from the State Coastal
Conservancy for Santiago Park Main Street Construction, Main Street Entrance. Accepting these funds
will help in the restoration of the only wilderness park in Santa Ana and continue the emphasis Santa
Ana is placing on improving the overall quality of City parks. These improvements will most definitely
improve the quality of life of the residents of Santa Ana and its visitors.
I look forward to hearing of the City Councils approval of the Conservancy grant funding of $2,807,000.

Hello. My name is Maria Ramirez. My family and I have lived in Washington Square since 2017. We love our
neighborhood, but we need a park for our children to play. I see children of all ages playing in Wilson’s parking lot after
school hours. This worries me because drivers speed through the stop signs on Washington St and Baker St. Sometimes
children are playing with balls that go on to the street. It is vital for our neighborhood to have a big green space for our
children. Please consider the park option for our amazing neighborhood.

Good afternoon,
I am writing in support of the proposed pocket park in the Washington Square neighborhood. As we all know,
Santa Ana is sorely lacking in open space for its residents. Building single family homes will not help in any
way. Not only will you be removing open space, but you will be adding stress to a severely aging
infrastructure.
A park will not only provide much need open space but an opportunity for much needed community and pride
in this city. The park proposed at 10th and Flower is not safe for our children…they have to cross a very busy
street.
We are an active community and support this great city. Please support us in our quest to make Santa Ana a
even better

My name is Cindy Carcamo and I have been Santa Ana residents since 2003. We have very much enjoyed our time living
in the Washington Square neighborhood.
One thing I have often wished for myself and my 9 year-old daughter is a neighborhood park within walking distance of
our home. I would urge you to approve the funding for a Feasibility Study for our desired walkable pocket park. This is
the last undeveloped property in our neighborhood, perfect for a park. Also, it would go a long way toward fulfilling
one of the promises city leaders made to expand residents’ access to parks, if voters passed Measure X.

Dear Mayor and Councilmembers,
I’d like you to imagine two things:
First, a young girl, curly hair bouncing, a broad smile across her face as she runs to keep up with her leashed puppy
racing across a large, green lawn and under the shade of trees.
Second, a vast swath of foxtails and associated weeds behind delapidated chain-link fencing, bending as the wind whips
through the unused, open space, trash swirling in the breeze.
The second description is the current reality for a portion of otherwise-beautiful Washington Square, a neighborhood
that I’m sure you know residents take great pride in. The first is the park we—and fhe city—could have with a new
walkable park in our neigborhood.
The girl in the first image is my daughter. Although we in Washington Square support the development of a park at 10th
and Flower Streets, our neighborhood deserves a park of its own that our children can visit without having to cross five
lanes of speeding, heavy traffic.
Please help fulfil a pledge city leaders made when they asked Santa Ana citizens to approve Measure X: expand our
neighborhood’s access to parks.
Please approve funding for a feasibility study for a walkable park in Washington Square.

My name is Nicole Vermilion and I have lived in Washington Square for 16 years. During this time if we
wanted to go to a playground with our daughter we would need to get in a car and drive to another park within
the City (like Morrison Park). There are no 'neighborhood-level' parks (i.e., parks within a quarter-mile walking
distance) of Washington Square (note: the Wilson ES facilities are not public/open to the community for
day use).
Santa Ana is severely deficient in park land. The lack of parks compared to Santa Ana's population was
identified as a significant Policy issue in the recently adopted General Plan. Like my fellow neighbors, I am also
requesting that the City consider directing staff to conduct a Feasibility Study on the potential for the
undeveloped property in Washington Square to be acquired for use as a pocket park.
