lodging accommodation to travelers or transients generally less than
30 days

Enforcement
Short-Term Rentals (STRs) are not, and have never been, a permitted use under the City’s zoning code
112 confirmed active STR cases
36 involve owners residing at the same address
84 involve properties owned by an LLC, managed by a property management company, or owned by absentee owners
Complaints include excessive noise, parking problems, trash, and degradation of a neighborhood’s residential character
In response to recent legal developments and community impacts, this effort seeks to amend the Santa Ana Municipal Code (SAMC) to expressly prohibit short-term rentals in alignment with the City’s current practice

Housing Supply
There are 82,058 housing units in Santa Ana (as of January 1, 2023)
Over 1,100 active STR units across Santa Ana
HCD has determined that Santa Ana requires an additional 3,137 housing units to meeting local housing demands through 2029. The 1,100 STRs estimated to be operating in Santa Ana represent a large segment of housing that is being taken offline and not available to Santa Ana residents for traditional occupancy, thus compounding the housing shortage

CEQA
The proposed ordinances are not subject to the requirements of the
California Environmental Quality Act (CEQA)
Guidelines Section 15060(c)(2), because the activity will not result in a direct or
reasonably foreseeable indirect physical change in the environment
Guidelines Section 15060(c)(3), because the activity is not a project as defined
in Section 15378 of the CEQA Guidelines
California Code of Regulations, Title 14, Chapter 3, because it has no potential
for resulting in physical change to the environment, directly or indirectly and so
is not a project
Notice of Exemption will be filed upon adoption of this ordinance
