I watched the City Council meeting last night on cable. I am not sure what happened to #23 that has to do with
McDonalds. Did the representative for McDonalds ask that it be removed for a discussion by the Council? Was
it sent back to the Planning Commission? It appeared to me that McDonalds would have to start the process
again .Please explain it.
Also, Winston Covington does not speak for all of Meredith Parkwood, Meredith Terrace and Portola Park. I
feel a survey needs to be done in these neighborhoods.

Apparently I make too much money for many assistance resources, yet I do not make enough money to afford
the high cost of childcare on my own. How can this be?
It is discouraging to see the struggles faced by childcare providers and families due to the limited options and
funding support for these small businesses.
I understand the City Council had an opportunity to provide economic development support to the childcare
sector, yet this opportunity was not seized. The root of a successful community is in the effort and care it shows
to the children.

Re: Delayed Process for Critical Related Bristol Development
Dear Mayor Amezcua,
As expressed in our previous correspondence, the Orange County Business Council is in strong support for the
$3 billion Related Bristol mixed -use development in south Santa Ana. This well managed project would be the
single largest private investment in Santa Ana's 154-year history and will deliver tremendous economic and
community benefits to one of the most important cities in our region. We are fortunate to have such a strong
entity with an established track record willing to make a significant investment into your city which will benefit
the entire region.
Yet, now several months after providing our letter of support, Related Bristol has yet to have a single formal
hearing. This is unfortunate for the City and reduces confidence in the business community for future
investments. This project is one of a handful of game -changing investments currently in development or under
consideration in Orange County, and its importance to Santa Ana and the region simply can't be understated.
Related Bristol will create an estimated 7,500 new construction or permanent jobs, many of them local hires,
$500 million in net surplus revenue to the city in the first 30 years of the project and $2.9 billion in economic
stimulus to the region. You are well aware of the $535 million community benefits package included in the
development proposal. 13 acres of actively programmed open space, a police substation and $80 million of
offsite public infrastructure improvements that Related has agreed to cover as part of its project.
Related Bristol is exactly the type of planned development needed in Santa Ana and Orange County. Related
California has done everything possible in the past 20 months to expedite its approval. Now, as they are still
waiting for the city to take action and advance the project through the approval process, this project is facing
major deadlines and external issues that threaten the project's economic viability. All eyes are on the City and I
am concerned that the window is rapidly closing to approve this project and therefore secure its benefits.
I am sorry that we could not find an opportunity to meet this week to discuss my concerns on this matter. We
call upon you and your constituents to immediately recognize the opportunity cost of this inaction and rapidly
accelerate the hearing process for Related Bristol. We trust in your leadership and the City's ability to timely
provide the necessary approvals to complete this vital project. Thank you in advance for your attention to this.

Attached is a document with suggestions about Parking Meters in the Downtown. It was compiled with input
from over 30 businesses in the Downtown.
I know its budget season and it may sound counterintuitive, but with a few changes to "2" ordinances having to
do with parking meters, Downtown can thrive and bring in more tax revenue.

Parking Meters
- DTSA has 3 Parking Meter Zones.
0 1. Willard Zone: 8am-8pm, Mon -Fri, $1/hour ($1.40/hr w/app)
0 2. Midtown Zone: 8am-8pm, Mon -Sat, $1/hour ($1.40/hr w/app)
0 3. Downtown Zone: 8am-10pm, Mon -Sun, $2/hour ($2.40/hr w/app)
- Downtown Zone is the only zone that goes till 10pm.
- Downtown Zone is the only zone that is 7 days a week.
- Downtown Zone is the only zone that cost $2 an hour. More than most Orange
County beach cities during "Peak Season". More than Downtown L.A.
- We need to make it easier and less expensive for customers to visit and patronize
downtown to spend money on retail, food & beverage and events.
- Between the cost of parking and the Measure "X" tax, it cost more for everything
in Downtown. Most expensive cup of coffee in Orange County.
- City Hall, Civic Center & the Courts are closed after 6pm. After 6pm people are
here to spend money in Downtown.
Here's how we fix it. It may sound counterintuitive, but it will generate TAX REVENUE.
2 different suggestions compiled with input from over 30 businesses in Downtown:
Suggestion #1:
- Amend Ordinance NO. NS-2880 (2015) & Ordinance NO. NS-2978 (2019)
- Relax or eliminate parking enforcement. Ticketing so heavily that it's deterring
customers & business from returning to Downtown. Mass ticketing on Artwalk
nights on 41" Street from LAZ & SAPD all the way till 9:59pm.
- Existing code for the 3 parking zones does not accurately reflect current parking
conditions in the city. There is an imbalanced pricing model with the city having
"1" less city ran parking structure.
- Make all meters the same hours (8am-6pm) & at the same rates as the lower
Willard & Midtown rate. ($1/hour)
- Make all Zones free on Sunday.
- All meters should have the ability for credit/debit card capability. Willard &
Midtown meters do not have credit/debit card capability. 2015 "Parking
Modernization Plan" only modernized 1/3 of meters in the 3 zones.
- Allow meters to be used for longer than 2 hours. 3 hours is ideal.
- Simplify meter signage.
- Create a "Parking Fund Committee" to advocate for the Metered Zones to use
the funds for what is best for the area that the funds are being generated from.
53% of parking meter revenues are going to salaries & pensions at the same time
curbs haven't been painted in 20 years. The funds should go to keep the area
clean, safe & to beautify the "zone" that it's being generated from.
Benefit of Suggestion #1:
- Having the meters stop at 6pm will attract more dinner service and early evening
activity. When times changed from 6pm to 10pm with NS-2880 (2015), midweek
nightlife and dinner service got crushed in Downtown.
- Sundays need to be free. Civic Center, city hall & the courts are closed on
weekends, no need to be charging on Sundays. People are getting nickel & dimed
just trying to get to Downtown. This is an addition from the 2019 ordinance NS-
2978.
Suggestion #2:
Remove all parking meters and make street parking free. Every neighboring city
has free parking figured out for their Downtowns.
- You can enforce overnight parking. Same way it's done in a lot of S.A.
neighborhoods.
Benefit of Suggestion #2:
Eliminates the cost and expense for maintaining all the meters & payroll attached
to all the meters. How many city employees does it take to maintain the meters?
A lot of repairs & maintenance going on with techs constantly repairing meters
throughout Downtown. How many $1 & $2 hourly meters need to be used to
offset just the labor & repair cost for the meters? Is it worth it? Move the meter
techs to another position. The city is hiring for a lot of other positions.

- Makes it easier for people to get in & out to spend money on goods & services
which equals MORE TAX REVENUE!!!! M

Questions & Comments:
- How is the credit/debit card processing fee split? $0.40 charge on $1.00 is
excessive. Where is the processing fee going? Is all of it going to the processor?
- Are there meters on South Main Street in the "South Main Business District".
- OCSA parents have dinner & drinks in neighboring cities due to the current
evening parking situation midweek. Another LOSS OF TAX REVENUE.

Hello, Honorable Mayor Valerie Amezcua and members of the Santa Ana City Council.
Thank you for allowing me an opportunity to speak this evening.
My name is Lawna Munholland, the Property Manager for Metro Town Square Shopping
Center on Bristol Street adjacent to South Coast Plaza in south Santa Ana. I am here on
behalf of the nearly 100 tenants at our 41-acre center, one of the largest and most
important sales tax producing shopping and dining centers in Santa Ana.
Nearly two years ago, Related California started meeting with every single tenant, large
and small, at our center. They presented the vision for Related Bristol as a dynamic,
highly walkable mixed -use makeover of our once bustling shopping center. All the
Tenants were excited.
Our Tenants are now increasingly frustrated, and even angry, that the much needed and
long overdue Related Bristol plan to redevelop and dramatically upgrade our aging and
outdated 50-year-old center has not been advanced to formal hearings before the
Planning Commission and this City Council.
All 98 leases at our 41-acre center expire in less than 20 months on December 31,
2025. Our center is the Gateway to Santa Ana, and yet if there are no extended leases
in place before the end of December next year, the center is at risk of becoming largely
vacant. To prevent this, I need to reassure our Tenants they can renew their existing
leases this calendar year. But until Related Bristol is approved, we can't move forward
on any of this.
The uncertainty surrounding the future of the center and therefore the Tenant's own
businesses is creating tremendous anxiety and confusion. Some have paused or
abandoned plans to expand and enhance their restaurants or businesses. Others are
seriously considering closing permanently or relocating and leaving Santa Ana
altogether.
How do I know this? Because many Tenants, including some that have been here for
nearly 25 years, are calling or coming to my office routinely for updates hoping to hear
the project is moving forward. Instead, I have to disappoint them, and be the barer of
bad news that the project appears stuck in the bureaucratic review process inside City
Hall.

The result is more and more vacancies are occurring and even many of our longtime,
loyal customers are voicing concerns as they begin shopping elsewhere. Moreover, it's
impossible to attract new businesses because no one wants a lease for just 20 months
with no guarantee about the future. Our major bank Tenants are very concerned
because they need at least two years to look for new locations and meet stringent
government regulations.
Related has done a good job of helping our Tenants navigate this uncertainty. But they
can only do so much when our increasingly restless Tenants ask why hearings have not
been set and the project, which many support, has not been approved.
On behalf of those Tenants, and the center's management, I'm here to voice those
same concerns. We all know the city is facing a major sales tax revenue shortfall when
Measure X expires. Related Bristol will generate nearly $11 million annually in much
needed new revenue for Santa Ana when it becomes a new destination for premier
retail, dining, and services at completion.
My question is simply this: What are you waiting for? Please advance this project
now.

I hope this email finds you well. I want to first thank you for taking the time to meet with
your Public Works Agency (PWA) Park Services team regarding any concerns and
maintenance challenges that exist throughout our park system.
We look forward to this ongoing dialogue that will assist us to enhance the league's
experience while using our parks and sports fields. In general, I categorize these
concerns into two groups, those maintenance related, which our team can address and
other items that typically fall under the purview of PRCSA which we can hopefully help
clarify below.
i Soccer 7v7 or 5v5 — PWA Park Services has no objection to the use of the fields for this
purpose. This should continue to be coordinated with PRCSA and their reservations team.
+ Setting up additional goals at the DYSC — PWA Park Services has no objection to allowing
temporary goalposts during the reservation. Please continue to coordinate with PRCSA and their
reservations team. If they need our input on specifications, feel free to share those with them
and they can follow up with our team for spec approval.
• Food and drinks at DYSC — While they are not allowed on the artificial field, PWA Park
Services has no abjection to allowing them throughout and inside the complex. Based on your
feedback will discuss this further with PRSCA to find a suitable solution.
• Capacity/Participants inside the DYSC -- We can reach out to OCFA to determine if they have
any capacity requirements. If not, capacity will be determined by PRCSA's reservation team.
i Hours of Operation — The park hours are from 6am - 10pm, unless there's a reservation, in
which case it can be extended. This has to be coordinated through the PRCSA reservations team.
Moving forward, I recommend using the MySantaAna app for any maintenance related
issues. However if something is more urgent, you can reach out directly to Jorge
Acevedo, Park Services Superintendent at (714) 719-5199. Another good contact
number to have is our 24-hour park security number, 714-454-1687.
Once again, thank you for your time and commitment to our City, I look forward to our
partnership and continuing to work together to keep our parks activated. Our next
