Authorize the City Manager to submit the approved program to
the United States Department of Housing and Urban Development
for the City's fiscal year 2003-2004 allocation of Community
Development Block Grant funds,' and execute the grant agreement
with the United States Department of Housing and Urban
Development.
Direct the City Attorney to prepare, and authorize the City
Manager and Clerk of the Council to execute agreements with
non-profit agencies and/or sub-recipients awarded funds as part
of the approved program.

Motion: Adopt resolution.
RESOLUTION NO. 2003-045 - A resolution of the City Council of the City
of Santa Ana approving issuance by the Community Redevelopment
Agency of the City of Santa Ana of its Santa Ana South Main Street
Redevelopment Project Tax Allocation Bonds, Series 2003A, and its
Santa Ana South Main Street Redevelopment Project Tax Allocation
Refunding Bonds, Series 2003B, and providing other matters properly
relating thereto

John Wesson and Alma Ramirez addressed the Council relative to general
concerns.

CITY COUNCIL COMMENTS
Councilmember Garcia:
· Wished everyone a Happy Cinco de Mayo
· Asked Captain George Saadeh to. report on incidents of street racing
activity on Bristol and MacArthur streets. Captain Saadeh noted that
there are two types of street racing'that occurs on City streets:
organized and spur of the moment. The Police Department does have
a strategy for organized street racing. As soon as citizen complaints
are received, additional officers are assigned and enforcement is
increased
· Noted that he had received complaints about the removal of median
markers on Harbor; the City Manager responded that the markers were
removed during recent street work but will be replaced
· Noted that he would like more interacti~)n with the consultants relative
to the citywide assessment district
· Announced that there will be a soccer tournament at Centennial Park
May 30 through June 1, 2003
Councilmember Solorio:
· Asked that the Mayor send a letter relative to retention of funding for
the Senior Nutrition Program
· Announced that the annual Celebrate Santa Ana event would be held
Thursday, May 15, 2003 from 5:30 p.m. to 8:30 p.m. at the Double Tree
Hotel in Santa Ana
· Congratulated El Sol Charter School on their very successful fund
raising event held downtown on May 2, 2003, and noted that the school
has received tremendous support from the community
· Congratulated Mike Metzler on the occasion of his 20th anniversary as
President of the Santa Ana Chamber of Gommerce
Councilmember Christy:
· Asked the City Manager to clarify that the learning centers at New
Hope and McFadden were not closing but that there has been a cut
back on part time employment; the City Manager responded that even
though there would be less staffing and there would not be the same
level of tutoring provided, the two ~enters were not going to be closed
by the City. Councilmember Christy asked the City Manager to post
notices at the Centers informing residents that the centers were not
closing

COMMENTS
· Asked the Executive Director, Public Works to give an update on the
proposed rate increases by the Orange County Sanitation District. Mr.
Ross noted that there would be a public hearing on this matter at the
District on May 28, 2003. Councilmember Christy encouraged
residents to attend this meeting
Councilmember Alvarez:
· Congratulated El Sol Charter school and all the involved parents on the
successful fundraiser held on May 2, 2003
· Noted that there were increased incidents of accidental drownings in
the City and cautioned parents to protect their children and to be
particularly diligent in keeping watch of children near swimming pools
· Reminded residents that the Mother's Day Mariachi Festival would be
held on May 10, 2003 from 5:00 p.m. to 8:00 p.m. at the Santa Ana
Stadium and thanked Rip Ribble and Gerardo Mouet for all their efforts
in coordinating activities and obtaining sponsors for this event
Mayor Pre Tern Franklin:
· Thanked the City of Westminster for the wonderful Vietnam War
Memorial constructed in that City
· Noted that he had been on a recent ride-along and had noticed that
there seemed to be an increase of cruising on Bristol Street and
thanked the Police Department for their prompt efforts in addressing this
critical issue
· Noted that the Children's Hospital of Orange County (CHOC) had
provided a Mobile Safety House at the recent Diabetes Information Fair
and provided valuable tips on safety for parents and kids; he further
noted that the mobile unit was available for other events and the City
should work with CHOC to bring it to the City for other events
· Asked the City Manager to recommend the best way for the City
Council to voice its opposition to the 57 freeway extension
Mayor Pulido:
· Asked staff to prepare a special presentation to be given to Vladimir
Cora
· Noted that the Executive Director of the British Museum was in Santa
Ana to sign an agreement with the Bowers Museum and that this
partnership will result in some very exciting exhibits which will come to
the city
