FISCAL YEAR 2003-2004 PROPOSED CITY BUDGET - Presented by the City Manager's Office Debra Kurita, Assistant City Manager, Gina Schuchard, Budget Officer. and Manual Gomez, Transportation Manager presented the 2003-04 budget overview including a financial overview, a detailed explanation of General Fund Revenue Sources and General Fund Appropriations, CITY COUNCIL MINUTES 193 MAY 19, 2003 WORK STUDY SESSION budget highlights, and, an overview of the Capital Improvement Program. Highlights from this presentation are as follows: · Projected 2003-04 revenues total $180,065,950; projected expenditures total $194,852,800; this represents a deficit of $14,786,850 · The deficit solutions include: revenue enhancements, transfers from internal funds, assessment district fees and department reductions · The purpose of the proposed Citywide Maintenance Assessment District is to maintain existing service levels for street repair, street lighting, graffiti removal, park and median maintenance · Grant funding for the McFadden Learning and Technology Center proposed to be transferred to Parks, Recreation and Community Services Agency; programs include: technology labs, homework center, career center and arts program · Proposed personnel changes include the elimination of 18 full-time positions, 94 positions not funded, reduction of part-time hours and contract maintenance at the zoo · Future concerns include the State budget, economy, PERS rates, liability, health, and Workers Compensation Insurance Rates, reduction in grants, and 2% property tax lawsuit · Concerns relative to the state budget include: threat to vehicle license fee revenues, restructuring proposals, loss of reimbursements for state mandates, and Redevelopment Fund impacts · New miscellaneous fees include: retre-voucher application processing fee; downtown event litter control deposit; downtown event sidewalk cleaning fee; downtown event street closure fee; dog license duplicate certificate fee and non compliance fee; business license tax collection fee; above ground storage tank plan review; alternate materials and methods request; material recovery surcharge; computer rental at Library; passport application fee; fees for minor exceptions - fences; second dwelling unit review; new single family residence review; towing service fee; residential alarm fee · The city w ill continue to provide programs a nd services t o endch after school youth experiences · The city will complete the construction of the youth soccer all- weather field at the Dan Young Soccer Complex, and · Finalize the construction of the Children's zoo · Construct neighborhood improvement in the Wilshire Square, Artesia Pilar, and the New Horizons Neighborhoods · Enhance City's urban forest by adding 1200 street trees · Facilitate the development of the Armstrong Ranch property CITY COUNCIL MINUTES 194 MAY 19, 2003 WORK STUDY SESSION · Reconstruct significant portions of four major arterials: Euclid Street, Dyer Road, Grand Avenue, and Newhope Street · Invest in infrastructure improvements: $1.3 million in capital improvement in Sewer Enterprise and $1.1 million in water systems improvements · Secure financing for a new parking garage to serve the needs of the new British Museum satellite facility · Continue efforts to attract artist, quality restaurants, and complementary developments in the Artists Village · Implement the fifth year strategy for the Empowerment Zone · Enhance the City's position in the global economy by continuing the implementation of the International trade program · Support the city's economic base through the expansion of the Santa Ana Auto Mall · Continue the City's effort to increase community awareness and educate the residents on pedestrian safety issues · Install four lighted crosswalks and one traffic signal at key intersections · Install red light violator cameras at key intersections · Reinforce the City's internal systems by improving data systems with funding for strategic technology plan · Continue the implementation of our Total Quality Service philosophy Following the budget presentation by staff, Council discussion ensued. The following issues were raised by Councilmembers for further review · Provide an itemization of the types and costs of the infrastructure improvements scheduled for the New Horizons Neighborhood in the coming year · Provide a description of the scope and the projected costs in 2003-04 to the City or Agency associated with the operations and improvements to the Bowers Museum to accommodate the new satellite facility of the British Museum · Provide an accounting of the actual and projected costs associated with the International Business Center · Provide a definition of the grants and the restrictions associated with the grants for the projects funded in the Capital Improvement Program (CIP) · Provide the details of the insurance requirements for outside groups to hold events in the Downtown · Contact the soccer leagues to discuss the proposed increase to the soccer surcharge and share their recommendation on the implementation of the fee CITY COUNCIL MINUTES 195 MAY 19, 2003 COMMENTS 90.A. PUBLIC COMMENTS Alma Ramirez addressed Council regarding concerns about the City of Anaheim Pat McGuigan addressed the Council and raised questions relative to the metered water rates in the proposed budget Ben Grabiel addressed the Council relative to concerns about the proposed assessment district 90.B. CITY COUNCIL COMMENTS Councilmember Gamia: · Asked staff to review and analyze Assembly Bill 789 and recommend the appropriate method for the City Council to record a position on this issue · Noted that he attended a South Santa Ana Merchants Association Meeting where concern was voiced about the practice some insurance companies use in determining insurance premium rates; he asked staff to look at crime data for Santa Ana and share this information with the insurance companies · Asked staff to review the feasibility of "one-way" on portions of Main and Broadway street Councilmember Alvarez · Asked the City Council to adjourn in memory of Carmen Calderon, a former employee of the Clerk of the Council Office who passed away at the age of twenty-two of leukemia Councilmember Bist · Noted that she and Councilmember Garcia met with members of the Youth Commission who requested that they be more involved in City events and issues Councilmember Christy: · Congratulated the International Dance Academy and Rosa Garcia for a very successful event in which many cultures were brought together Councilmember Solorio: · Asked staff to review the Sister City Program and recommend ways to develop less formal relationships with Cities that were formerly in this program · Congratulated the Community Development Agency on a very successful Celebrate Santa Aha event CITY COUNCIL MINUTES 196 MAY 19, 2003 ADJOURNMENT - 9:50 P.M.
