MUNICIPAL CODE TO REQUIRE ALL POLICE OFFICERS TO REPORT TO
THE BUILDING DEPARTM]E~T Al',r, BUILDINGS BEING BUILT WITHOUT
PERMIT.
WHEREAS, the amount of building in the City of Santa Ana has continually
increased during the past several years, and there are only three Building
Inspectors, and
~HEREAS, the Santa Ana Police Department has 76 Police Officers on duty
about the City so that the possibility of a Police Officer observing or dis-
covering work of construction, alteration or repair of buildings within the City
is proportionally greater than the possibility of a Building Inspector observing
or discovering such work because of the larger number of Police Officers continually
on duty about the City and because the Police patrols operate on a 24 hour basis
the Police Officer has an additional opportunity to observe or discover such work
when the same is done after customary business hours when much of such work,which
is without permit, is done.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA ~WA DOES ORDAIN
AS FOLLOWS:
SECTION 1. That the Santa Aha Municipal Code be and the same is amended
by adding to Chapter i of Article VIII thereof two new Sections in words and
figures as follows:
"SECTION 8155. DUTY OF POLICE OFFICER.
It is the duty of every Police Officer, while on his regular patrol
or going about his assigned duty, to be alert to observe and discover any
work of construction, alteration or repair of any building within the City
and, when discovered, to determine if possible whether or not said work is
being conducted under a properly issued building, electrical or plumbing
permit. If said officer determines that said work is being conducted
without such permit or is unable to determine that said work is being con-
ducted under such permit he shall, within 24 hours, report the fact together
with all information obtained by him to the Building Department of the City..
"SECTION 8156. SAME. DUTY OF THE CHT~M.
It is the duty of the Chief o£ Police to see that the Police
Officers under his direction are properly trained to carry out the
duties imposed upon them by Section $155 and to cooperate with the
Building Department to the end that the provisions of said Section
may produce the most thorough coverage of the City for the apprehension
of violators of the various codes and provisions regulating building."
SECTION 2. The Clerk of the Council shall certify to the passage of this
Ordinance and shall cause the same to be published within 15 days after its
adoption, in one issue of the Santa Aha Independent, the Official newspaper of
the City. This Ordinance shall take effect 30 days from and after the date of
its final adoption.
PASSED AND ADOPTED by the City Council of the City of Santa Ana at its
regular meeting held on the 6th day of July , 195~.
