WHEREAS, heretofore, on the 28th day of Dece~er, 191~, the City of
Santa Ama did elect to avail itself of the provisions of State law providing
that assessment of property and collection of taxes might be done for cities
by the co%ulty in which the cities were locate~[; and
W~, under the proviaio~s of Section 600 of the Charter of the
City of Santa Ana~ the county system of assessment and tax collection s~-11
continue to be used unless otherwise previ~ed by Ordinance; and
W~EREAS, the Auditor of the C~unty of Orange on the 6th day of
August, 195~, filed his statement in writing with the City of Santa Aha,
showing the total value of All property within the corporate l~mtts for the
fiscal year 1954-55 as e~ualized and collecte~ by the Board of Supervisors of
Orange County~ and fixed the sum as shown by the assessw~nt rolls for said year
at $70,068,800~00 exclusive of operative property belching to public utilities,
and showt-g the total value of .11 preperty belonging to public utilities and
used as operative property within the corporate ltm~ts of sai~ City for sai~
fiscal year as tentatively determined by the Boar~ of E~,-I ~zation of the State
of California to be $5,994,8~O~00 w~ich said amounts .~ke a total assessed
valuation for tax pu~oses with1- the City of Santa Aha of the sum of $76,013,640~00;

AS FOLLOWS:
SECTION 1. That the total valuation of the taxable property of the
City of Santa Aha of $76,013,6~O.00 $hall be used as a basis for the levy of
the taxes of the City of Santa Ama, at the s~ tim~ amd in the same manner in
which County levies are made and cor~cted~
SECTION 2. The City Council does hereby levy a tax for the fiscal
year beginning July 1, 1954, and e~t~g June 30, 1955 for the purpose of
carrying on the various D~partmen~s, to pay the bonded indebtedness and in-
terest, to pay the ~-~unts due the State k~,Dloyees~ Retirement Eystem, to
maintain the library, to operate the recreation and parks program and to provide for
the special recreation facilities construction program authorized by the voters
of the City by the adoption of an initiative Ordinance at the Special Election
held November 4, 1952 and fixes the rate thereof at $1.7700 on each $100.00 of
assessed value of ~1 l property within the City of Santa Ama and apportions
said a,~unt among the various funds and purposes as follows, to-wit:
For the General Fund $1.1800 on each $100.00 of the taxable property in
said City;
For the Library ~,nd $.1800 on each $100.00 of the taxable property in
said citY;
For the Retire~nt Fund $.0700 on each $100.00 of the taxable property
in said City;
For the Recreation and Park Fund $.0800 on each $100.00 of the taxable
property in said City;
That the bonded indebtedness and interest of the City for the Santa Aha
Municipal Tmprovement Bond Fund authorized by the voters by their ballots cast
in the Special Municipal Bond Election held April 9, 19~6, may be paid for the
current fiscal year, the rate of $.0750 on each $100.00 of the taxable property
in said City is hereby fixed but that said rate sh~l 1 not apply to any portion
of that property in "Southeast Santa Aha" added to said City by annexation,
which said annexation was certified by the Secretary of State on August 22,
19~6 and designated Tax Code Areas 1105 and 1106, nor to any portion of that
property in Southeast Santa Aua desi~n~ted as "that portion of Orange County
Waterworks District No. 6 lying and being outside of the City of Santa Aha,
California" and added to said City by annexation which said ~nnex~tion was
certified by the Secretary of State on December 18, 1948, nor to any portion
of 1~t property lying South of East First Street and desi~na_ted as "The
Prentice Park Territory'~ added to the City by annexation which said annexation

was certified by the Secretary of State on October 11, 1949 and designated
Tax Co~e Area 1108, nor to any portion of that property designated "North-
west Corner of Bristol and E~inger Street" added to the City by ~exation
which said annexation was certified by the Secretary of State on May 23,
1951 nor to any portion of that property desi~te~, "North of Edinger and
West of Bristol Streets" a~ded to the City by a~n~.xation vhich said annex~.

~at the special tax which the City Council is required to levy and
collect by the initiative Ordinance passed an~ a~lopte~ by the voters of the
City of Santa Aha at the Special Election held in said City on the ~th day
of November, 1952 may be raise~ for the purpose of constructing a swimming
pool in Memorial Park an~ to provide other recreatio~ facilities, the rate
of $.1500 on each $100.00 of assessed value of the taxable property in said
city.
SECTION 3. This 0rdin~nce is urgently required for the i~diate
preservation of public health, peace and safety. The following is & specific
statement showing the urgency of this Ordinance:
That the revenue to be derived from the taxes to be levied and col-
lected in accora~nce with t~e terms hereof is necessary for the preservation
of public health, peace and safety; and in order to be in effect in time
required for this year's tax levy, an OrdiB~nce is now immediately required;
therefore, the City Council declares that this Ordinance shall take effect
as, and is adopted as, an emergency measure and be in force from and after
its publication. It is provided, however, that should the provisions declar-
ing this emergency be held to be invalid for any reason whatsoever, then and
in that event this 0rdi~-~ce shall never-the-less take effect thirty (30)
days after the adoption thereof and thereafter sb,11 be in full force and
effect.
SECTION 4. The Clerk of the Council is hereby instructed to im-
mediately submit a certified copy of this Ordi~_~_Bce to the C$1~nSy Auditor
of Orange County, California.
SECTION 5. The Clerk of the Council sba11 certify to the passage
and adopti~ Of this Ordinance and shall cause the same to be published
within 15 days after its adoption in one issue of the Santa Aha Independent,
the official newspaper of the City.
