NS-90 AN ORDINANCE OF THE CITY OF SANTA ANA, CALIFORNIA, 0RDERINGj CALLING, PROVIDING FOR AND GIVING NOTICE OF A SPECIAL MUNICIPAL ELECTION TO BE HELD IN THE CITY OF SANTA ANA ON THE 12TH DAY OF APRIL, 1955, FOR THE PURPOSE OF SUB- MITTING TO THE QUALIFIED VOTERS OF SAID CITY A PROPOSITION TO INCUR BONDED INDEBTEmNESS BY SAID CITY FOR A CERTAIN MUNICIPAL IMPROVEMENT AND CONSOLIDATING SAID ELECTION WITH THE GENERAL MUNICIPAL ELECTION TO BE HELD ON SAID DATE. WHEREAS, the City Council of the City of Santa Aha, California, did on the 7th day of March, 1955, by a vote of more than two-thirds of the members of said City Council, adopt Resolution No. 55-68 ~ entitled "Resolution of the City Council of the City of Santa Aha, california, determining that the public interest and necessity demand the acquisitigm and construction of a certain municipal improvement, and making findings relating thereto," which said resolution was duly signed and approved by the Mayor of said City and attested and certified by the Clerk of the Council of said City; The City Council of the City of Santa Aha DOES ORDAIN as follows: Section 1. That a special election be held, and the same is hereby called to be held, in the City of Santa Aha, California, on the 12th day of April, 1955, for the purpose of submitting to the qualified voters of said city a proposition of incurring indebtedness and issuing bonds of said city therefor, in the amount hereinafter set forth, and for the object and purpose set forth in said resolution and hereinafter stated. Section 2. That said indebtedness is to be is as follows: the object and purpose for which incurred and bonds issued therefor The acquisition and construction by the City of Santa Ana of a certain municipal improvement, to wit: a public library building with vehicle parking therefor and the planting and landscaping of the library grounds, including the acquisition of furnishings, fixtures, equipment and other property necessary therefor. Section 3. That the estimated cost of the municipal improvement described in Section ~ hereof is the sum of $700,000, and that the amount of the principal of the indebtedness to be incurred therefor is the sum of $700,000. That the maximum rate of interest to be paid on the indebtedness incurred for the purpose stated in this ordinance shall not exceed the maximum rate permitted by law, to wit, six per cent (6%) per annum, payable annually for the first year and semiannually thereafter, the actual rate or rates of interest on said bonds to be ~etermined at the time of the sale thereof. That if the proposition for the incurring of bonded indebtedness so submitted receives the requisite number of votes, to wit, two-thirds of the votes of the qualified electors voting on said proposition, bonds of said city in not exceeding the principal amount stated in said proposition shall be issued and sold for the object and purpose set forth in said proposition. Section 5. after the word "Y~S" be counted in favor of the adoption of the proposition. A (+) placed in the voting square after the word "NO" in the manner hereinbefore provided shall be counted against the adoption of the proposition. A cross (+) placed in the voting square in the manner hereinbefore provided shall cross Section 6. That the special municipal election hereby called shall be and is hereby ordered consolidated with the general municipal election to be held in said city on said date, and within the City of Santa Aha the precincts, polling places, voting booths, and officers of election for the special municipal election hereby called shall be the same as those provided for said general municipal election, and such elections shall be held in. all respects as if there were only one election, and only one form of ballot shall be used thereat. The precincts, polling places and officers of election for this special election shall be the same as those provided for said general municipal election, and said precincts, polling places and officers of election are set forth in the Or~B~$.~ providing for said general municipal election, adopted Narch 7th , 1955, to wit, Ordinance No. NS-88 entitled "ORDINANCE NO. NS-88 PROVIDING FOR THE HOLDING OF A GENERAL ~NICIPAL ELECTION IN THE CITY OF SANTA ANA, CALIFORN~, ON THE 12TH DAY OF APRIL, 1955, FOR THE ELECTION OF C~Y OFFICERS OF SAID CITY, GIVING NOTICE OF SAID ELECTION, DESIGNATING ~E POLLING PLACES, THE HOURS DURING WHICH T~ POLLS S~LL BE OPENED, THE OFFICERS TO BE ~CTED, AND APPO~TING ELECTION OFFICERS TO SERVE AT SAID ELECTION". 4. Section 7. That except as otherwise provided in this ordinance, the election called hereby shall be conducted as provided by law for other municipal elections in said city. Section 8. That the City Council of said city shall meet at their usual place of meeting in the City Hall on Tuesday~ the 19th day of April, 1955~ at 7:30 o'clock, P.M. of said day, and proceed to canvass the election returns and declare the result of said election. Section 9. That the Clerk of the Council shall certify to the passage and adoption of this ordinance by a vote of more than two-thirds of all of the members of the City Council of said city, and shall cause said ordinance to be published once a week for two successive weeks in the SANTA ANA INDEPENDENT, a weekly newspaper of general circulation in said city. No other notice of such election need be given. Section 10. This ordinance shall take effect upon the first publication thereof. 1955. CITY OF SANTA ANA I, ERMA KEELER, Clerk of the Council of the City of Santa Ana, California, DO HEREBY CERTIFY that the foregoing ordinance was introduced and read at a regular meeting of the City Council of said city duly held on the 7th day of March, 1955, and thereafter at an adjourned regular meeting of said City Council duly held on the 14th day of March, 1955, was reread, duly passed and adopted by said City Council and signed and approved by the Mayor of said city, and that said ordinance was passed and adopted by a vote of more than two-thirds of the members of said City Council, to wit: AYES: Councilmen NOES: Councilmen William Jeromet J.
