ARTICLE VIII OF THE SANTA ANA MUNICIPAL CODE
TO ADOPT BY REFERENCE ~tE UNIFORM PLUMBING
CODE, 1955 EDITION, WITH AMENDMENTS THERETO
WHEREAS, heretofore three copies in bound volume form of that
certain publication designated "Western Plumbing Officials Uniform
Plumbing Code, 1955 Edition" have been filed with the Clerk o f the
Council for permanent record and public inspection; and
WHEREAS, notice that the same have been so made available for
public inspection, md of the date, hour and place of this meeting at
which said Uniform Pltunbing Code is to be considered for final adopt-
ion by reference, with amendments thereto as hereinbelow set out, has
been duly published and the public hearing thereon duly held;
NOW, ~EREFORE, THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES
ORDAIN AS FOLLOWS:
SECTION 1. That

"CHAPTER 2 - PLUMBING CODE
"Section 8200. Adoption--Uniform Plumbing Code,
."That certain document in book form entitled
Chapter 2 of Article VIII of the Santa Ana
the same is hereby amended to read as follows:
1955 Edition.
'Western
Plumbing Officials Uniform Plumbing Code, 1955 Edition', three
copies of ~uich are now on file in the office of the Clerk of
the Council and which said document contains detailed regula-
tions pertaining to the installation of plumbing, arranged as
a comprehensive code governing said subject, is hereby adopted
and enacted by reference as provided for in Section 419 of the
Charter of the City of Santa Aha as the Plumbing Code of s~ d
City, to havo the same force and effect and carry the same pen-
alties as other Ordinances and Codes 5f the City, by adopting
all of said Code beginning with the title and administrative
portions as printed on Page 1-A through and including all of
the Appendix portions including A through F, to and including
Page 135."
SECTION 2. That the Western Plumbing Officials Uniform Plumb-
lng Code, 1955 Edition, as adopted herein is hereby amended in those
partianlars next hereinbelow set out.
"Section 8201. Administration.
"The first paragraph on Page 1-A of said Code is amended
to read in full as follows: 'An Ordinance Providing for the
Protection of the Public He~th and Safety; Requiring a Permit
for t~e Installation or Alteration of Plumbing and Drainage
Systems and Providing for the Collection of Fees therefor;
Creating an Administrative Office; Defining Certain Terms,
Establishing Minimum Regulations for the Installation, Alter-
ation or Repair of Plumbing and Drainage Systems and Inspec-
tion thereof; Providing Penalties for its Violation and Re-
pealing Conflicting Ordinances."
"Section 8202. Administrative Authority and Assistants.
"Sec. 1.1 on pase 1-A.of sa~d Code is amended to read:
'Whenever the term "Administrative Authority" is used in this
Code it shall be construed to mean the Director of Building
Safety and Housing' , and Sections 1.2, 1.3, and 1.4 are deleted."
"Section 8203. Duties of the Administrative Authority.
"Sec. 1.~ on page 2-A of said Code is amended by deleting
item (10) thereunder."
"Section 8204· Violations and Penalties.
"The first paragraph of Sec. 1.8 on page 3-A of said Code
is amended to read: 'Any person, firm or corporation violating
any of the provisions of this Code shall be deemed guilty of a
misdemeanor and upon conviction thereof shall be punishable by
a fine of not to exceed Five Hundred Dollars ($500.00) or by
imprisonment in the County Jail for a period of not more than
six (6) months, or by both such fine and imprisonment. In
addition thereto, this Ordinance may be enforced by injunction
or any other appropriate civil remedy. Each separate day or
any portion thereof during w~ch any violation of this Code
occurs or continues shall be deemed to constitute a separate
offense, and upon conviction thereof shall be punishable as
herein provided.'"
"Section 8205. PeEnit Required.
"Sec. 1.9 on page 4-A of said Code is mmended by re-wording
subsection (b) to read: 'A separate pen mit shall be obtained
for each building or structure, except that plumbing of an
accessory building on the same lot ma~ b e included with the per-
mit for Plumbing of a main building.'"
"Section 8206. To Whom Permits ~ay be Issued,
"Subsection (a) of Sec. 1.11 on page 4-A of said Code is
amended to read: 'No permit shall be isled to any person
to do or cause to be done any plumbing or drainage work regul-
ated by this Code except to a person holding a valid, unexpired
and unrevoked State license for the type or types of work in-
volved, except when and as otherwise hereinafter provided in
this Section.
"Subsection (d) of Sec. 1.11 on page 5-A of said Code is
amended to read: 'Any permit required by this Code may be
issued, to any person to install any House Sewer or Private
Sewage Disposal System regulated by this Code, provided such
person holds a valid, unexpired ~ d unrevoked State license for
such work, except when and as otherwise provided in this Section.
"Section 8207. Cost of PeEnit.
"Sec. 1.13 on p~e 6-A of said Code is amended by substit-
uting a new schedule of fees to read:

"PART TWO
BOARD OF PLUMBER EXAMINERS AND
CERTIFICATES OF QUALIFICATION
"Sec. 2.1 is hereby amended by amending Subsection (a) there-
of to read: '(a) A Master Plumber is any person engaged in the
business of running a plumbing shop, who holds a valid and un-
revoked State Contractor's License authorizing him to carry on
a contracting business in the field of plumbing', and Subsection
(c) is deleted.'"
"Subsection (a) of Section 2.2 is hereby amended to read:
'A Master Plumber is a business man who meets the requirements
set forth in Subsection (a) of Section 2.1 who is not necess-
arily a qualified skilled craftsman to work or labor at the
trade of plumbing', ~d Subsection (c~deleted."
"Subsections (a) nd (c) of Section 2.3 are hereby deleted,
and Subsection (b) of Section 2.3 is hereby amended to read:
'(b) It shall be unlawful for any person to work or labor at
the trade of plumbing in the capacity of a Journeyman Plumber
without first havirg had issued to him a valid Journeyman
Plumbers Certificate of Qualification, or after the same has
been revoked.,"
"Sec. 2.5 is amended to read: ,The Board of Plumber Examiners
shall serve under the Department of Building Safety and Housing,
shall consist of 3 members, residents of the City, one of ~om
shall be a qualified Journeyman Plumber, and one of whom may be
an employee of the Department of Building Safety and Housing,
all to be appointed by the City Council, aud alternates may be
appointed. The Board of Plumber Examiners shall meet only on
the call of the Director of the Department of Building Safety
and Housing, and shall be called only in case there are exam-
inations to be given.'"

"Sec. 2.$ is amended to read: ,The Department of Building
Safety and Housing shall accept applications and fees for the
Board of Plumber Examiners, shal i issue Plumber Certificates of
Qualification to applicants qualifying therefor under this Code,
and to applicants who have been passed by the Board of Plumber
Examiners, and shall issue renewals thereof, as herein provided
for. Such Certificates shall be good for 4 years.,"
"Sec. 2.7 is hereoy amended to read: 'See. 2.7 Application
and Renewal Fees. Every person applying for a Plumber's Cert-
ificate of Qualification shall pay a fee of $3.50 upon the fil-
ing of such application. Such Certificates, which have not been
canceled or revoked may be renewed for a new period of 4 yeare
upon the payment of $1.00, if the renewal is requested within
30 days of the expiration da~e of such Certificate. Such Cert-
ificates may b e so renewed for a renewal fee of $2.00 if the
renewal is requested within 90 days after the expiration date of
such Certificate. No Certificate may be renewed more than 90
days after the expiration date of such Certificate, or after
cancelation er revocation thereof.'"
"See. 2.8 is hereby amended by deleting Subsections (A) and
(C) thereof."
"Sees. 2.10, 2.11, 2.13, 2.14 and 2.15 are hereby deleted."
"Section 8209. Part Two is amended by adding a new Section 2.13
following Section ~.12, as follows: 'Sec. 2.13 - Board of
Appeals. The Board of Appeals, created by the Building Code of
the City Council shall be available as a Board of Appeals for
determining the suitability of alternate materials end to provide
for reasonable interpretations of the provisions of the Plumbing
Code.'"
"Section 8212. Use o f Copper Tubing.
"Sec. 203 of said Code is amended by amending Subsection (e)
to read: '(e)~ No copper tubing shall be used for gas piping.'"
"Section 8213. Cleanout Fittings.
"Sec. 207 (a) of said Code is amended to read: 'Each cleanout
for cast iron pipe shall consist of a cast iron or brass body
and a brass plug, and each cleanout for copper or brass pipe shall
consist of abrass plug as specified in the following tables, or
a standard weight brass cap. Plugs shall have raised square
heads or approved counter sunk rectangular slot~. Countersunk
heads shall be used where raised heads may cs~se a hazard.'"
"Section 8214. Prohibited Fittings and Practices.
"Sec. 310 (a) of said Code is am ended to read: 'No double
hub fitting, single or double tee brauch, single or double tapped
tee branch, side inlet quarter bend, running thread, band or
saddle, shall be used as a drainage fitting.'"
"Section 8215. Prohibited Fittings and Practices.
"Sec. 310 (e) of sa id Code is amended by deleting the last
sentence of the subsection."
"Section 8216. Prohibited Fittings and Practices.
"Sec. 310 (f) of said Code is amended by deleting the

"Section 8217. Inspec~on and Testing.
"Sec. 318 of said Code is amended by rewording Subsection (e)
under 2 (Testing) to read: '(e) House Sewer Test. House sewers
shall be tested by plugging the end of the house sewer at its
point of connection with the public sewer or private sewage dis-
posal system and completely filling the house sewer with water
from the lowest point thereof up to the discharge from the lowest
fixtures.'"
"Section 8218. Materials.
"Sec. 401 of said Code is ~ ended to read: '(a) Drainage Pipe
shall be cast iron, lead, copper, or brass, except that no copper
tubing shall be used underground and all such copper tubing shall
be kept at least six inches (6") above ground. (b) Drainage
fittings s!~all be cast iron, lead, brass or copper having a
smooth interior waterway of the same diameter as the piping serve
and all such fittings shall conform to the type of pipe used.
1. Fittings on screwed pipe shall be of the recessed drainage
type. Burred ends sh~ll be ~eamed to the full bore of the pipe.
2. The threads of drainage fittings shall be tapped so as to
allow one fourth inch (3") per foot grade.'"
"Section 8219. Size of Drainage Piping.
"Sec. 403 of said Code is amended by adding a new sentence at
the end of Subsection (a) to read: 'In no case, however, shall
any soil line into which a toilet wastes be ~ ss than four inches
(4"). '"
"Section 8220. Table No. 3-
"Table No. 3 of Chapters 4 and 5 of said Code is amended by
adding a new ~entence to the 'note' at the bottom of the page
to read: 'In no case shall any soil line into which a toilet
wastes be ~ss tha~ four ~4") inches.'"
"Section 8221. Size of Vents.
"Section 504 (a) of said Code is amended by changing Exception
(1) to read: '~hen a house drain exceeds three (3) inches in
size such stack shall be equal in size to the largest required
drainage stack in the building but in no case less than four (4")
inches. '"
"Section 8222. Vent Pipe Grades and Connections.
"Sec. 505 (c) of s~d Code is amended by adding a new sentence
at the end thereof to read: 'Toilets may be vented off the stub,
providing intersection of the vent shall not exceed fifteen (15")
inches below the top of the floor.'"
"Section 8223. Vent Termination.
"Sec. 506 (b) of said Code is amended to read: 'Each vent
shall terminate not ~ss tha~ eight (8') feet from or at ~ast
three (3') feet above any window, door, opening, air intake or
vent shaft, nor less th~ eight (8') feet in every direction frc~
any lot line, alley and street excepted.,"

"Section 8224. CoollngWater.
"Sec. 609 of s~ d Code is amended by adding a new sentence
at the end to read: 'Such water from these appliances, devices
or apparatus used in ~ny structure shall not be discharged or
drained into any street or alley.'"
"Section 8225. Vertical Wet Venting.
"Sec. 614 of said Code is amended by substituting for the en-
tire section a new section to read: ,Vertical Wet Venting shall
not be permitted.'"
"Section 8226. Combination Waste and Vent System.
"Sec. 615 (e) of said Code is amended to read: 'Unless spec-
ifically required or permitted by the Administrative Authority
no vertical waste pipe shall be used in any such system except
the tail piece or connection between the outlet of a plumbing
fixture and t~e trap therefor. Such tail pieces or connections
shall in no case exceed two (2') feet.'"

"Sec. 711 (a) of said Code is amended to read: 'An approved
type grease interceptor complying w~th the provisions of this
section shall be installed in the waste line leading from sinks,
drains, and other fixtures or equipment only when required by
the Director of Public Works, or by the Health Department, in
establishments where grease can be introduced into the drainage
system or sewage system in quantities that can effect line stop-
page or hinder sewage treatment. A grease interceptor is not re-
quired for individual dwelling units or for any private living
quarters.'"
"Section 8229. Grease Interceptor Plans.
"Sec. 711 (b) of said Code is amended to read: ,Plans shall
be submitted to the Department having Jurisdiction and ~proval
obtained prior to the installation of any plumbing system or part
thereof designed to include a grease interceptor.'"
"Section 8230. Prohibited Joints and Connections.
"Sec. 806 (b) of said Code is amended to read: 'No fitting or
connection that offers abnormal obstruction to flow, sh~l be used.'"
"Section 8231. Size, Rise and Run of Vents and Vent Connectors.
"Sec. 1318 (d) of said Code is mended to read: 'Metal vent
connectors shall be not less in diameter than the vent outlet of
the water heater. Vent connectors shall have a rise of no less
tha~ one fourth (~") inch per foot of length. The horizontal
projected length shall not exceed seventy-five (75%) per cent of
the vertical projected length of the vent and vent connector.,"
"Section 8232. Independent Vent Required.
"Requirement four (4) of Section 1320 of s~ d Code is amended
to read: 'Both the vent manifold and the vent connectors shall

~have a rise of not less than one-fourth (}") inch per foot of
length. '"
"Section 8233. Appendix C.
"Appendix C of said Code is amended by adding at the end there-
of a new note 11 to read: '11. The required first drinking
fountain may be omitted in all occupancies except schools and
theatres mad auditoriums, at the discretion of the Administrative
Authority. '"
SECTION 3. The Clerk of the Council shall certify to the
passage of this Ordinance and shall cause the same to be published
once within 15 days after its adoption. This Ordinance shall take
effect 30 days from and after the date of its adoption.
PASSED AND ADOPTED by the City Council of the City of Santa
Aha at its regular m~ eting held on the 15th day of April, 1957.
