NS-3~6 ADOPTING REGULATIONS TO PROHIBIT Il~HE LITTERING OF STREETS AND PRIVATE PROPERTIES IN THE CITY THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES G~DAIN AS FOLLOWS: SECTION 1. That Chapter 8 of Article II! of the Santa Ana Nunicipal Code is hereby amended by adding a new Part 2 at the end thereof, in words s~d figures as follows: "Part 2 - Littering Prohibited Section 3820. Anti-litter purpose. To protect the people against the nuisance, fire hazard, and unsightliness of litter being upon o r blowing about the streets of the City md private property within the City, which is incident to the matters hereinbelow prohib- ited, this Part is adopted. Section 3821. Same. Deposit of Trash, etc., on Streets Prohibited. No person shall place, deposit, dump or stand any paper, cans, bottles, ashtray accumulations, refuse, trash, rubbish or garbage in or upon any public or private ~ ley or street within the City, or cause the same to be done, except in front or adjacent to, property owned or occupied by him and then only when'the same be contained in a substantial box, carton, or container, or properly bundled, for the purpose of having the same collected by the trash or garbage collect- ors employed by or under contract with the City. Section 3822. S~me. Sweeping into Gutter Prohibited. No person shall sweep, pdsh, propel or deposit or cause to be swept, pushe% propelled or deposited into any gutter or street in the City, the accumulation of p~oer, metal foil, dirt, trash or rubbish that accumulates upon public or private sidewalks or parkways'. Section 3823. same. Throwing handbills prohibited. No personshall deposit, place, throw, scatter or cast any handbill, dodger, circular, booklet, paper, or other printed matter or advertising in the yard or grounds of any building, or on any porch, doorstep, vestibule, or in any public hallway of auy building, or attach the s~e to any part of such b~tlding when said building is not in the possession o r under the control of the person so doing, or in any public street or place, or upon any vac~t real prop- erty in the City. Section 3824. Same. Deposit in Vehicles Prohibited. No person shall deposit, place, throw, scatter in or attach to any vehicle, as defined in the Vehicle Code of the State of California, other than his own, any handbill, dodger, cir- cular, booklet, paper, or other printed matter or advertising. Section 3825. Same. Exceptions. The foregoing Sections of this Part shall not be deemed to prohibit the dlst~bution of the United States Mail, tD~ delivery of. any newspaper of general circulation, as defined in Section b000 of the Government Code of the State of California, or the distribution or delivery of printed matter from the hand of the deliverer into the ha~d of auy person willing to receive the sa~e, the purpose of this Part being to prohibit the promiscuous depositing of any unwanted material in any public place oF upon any private property." SECTION 2. That Sections 3810, 3811, 4279 and 4279.1 of the Santa Aha Municipal Code are hereby repealed for the reason that the same have been reenacted, as hereinabove set out. SECTION 3- This Ordinance shall take effect 30 days from and after the date of its adoption.
