FIXING T~E AMOU--~MONEY ASCERTAINED TO CARRY ON THE
VARIOUS DEPARTMENTS OF THE CITY OF SANTA ANA, TO PAY TEE
~ON~E~ INDEBTEDNESS FALLING DUE, FOR TEE CURRENT YEAR 1959-
i9~QF~XING THE RATE OF TAXATION F0H THE CURRENT ~ 1959-
1960, AND DESIGNATING THE NUMBER OF CENTS ON EACH $100.00
FOR THE VARIOUS FUNDS OF SAID CITY A~D HEREBY LEVIED ON
T~E WHOLE OF THE TAXABLE PROPERTY OF SAID CITY
WHEREA~, heretofore, on the 28th day of December, 1914, the City
of Santa Aha did elect to avail itself of the provisions of State law
providing that assessment of property and collection of taxes might be
done for cities by the county in which the cities were located; and
WHEREAS, under the provisions of Section 600 of the Charter of
the City of Santa Aha, the county system of assessment and tax collec-
tion shall continue to be used unless otherwise provided by Ordinance;
and
~HEREAS, the Auditor of the County of Orange filed his statement
in writing with the City of Santa Aha, showing the total value of all
property within the corporate limits for the fiscal year 1959-60 as
equalimed and collected by the Board of Supervisors of Orauge County,
and fixed the sum as shown by the assessment rolls for said year at
$117,247,580.00, exclusive of operative property belonging to public
utilities, and showing the total value of all property belonging to
public utilities and used as operative property within the corporate
limits of said City for said fiscal year as tentatively determined by
the Board of Equalization of the State of California to be $12,549,920.00,
which said amounts make a total assessed valuation for tax purposes
within the City of Santa Aha of the sum of $129,797,500.00.
NOW, THEREFORE, THE CITY COUNCIL OF gE CITY OF SANTA ANA DOES
ORDAIN AS FOL~OW$:
SECTION 1. That the total valuation of the taxable property of
the City of Santa Ana of $129,797,500.00 shall be used as a basis for
the levy of the taxes of the City of Santa Ana, at the same time and
in the same manner in which County levies are made and collected.
SECTION 2. The City Council does hereby levy a tax for the fis-
cal year beginning July l, 1959 and ending June 30, 1960 for the purpose
of carrying on the~rious departments, to pay the bonded indebte~e~ss
and interest, to pay the amounts due the State Employees, Retirement
System, to maintain the library, to operate the recreation and parks
program, and fixes the rate thereof at $~A~ on each $100.00 of
assessed value of all property within the City of Santa Aha and ap-
portions said amount among the various funds and purposes as follows,
to-wit:
For the General Fund $ .755 on each $100.00 of the taxable prop-
erty in said City;
For the Library Fund $.170 on each $100.00 of the taxable prop-
erty in said City;
For the Retirement Fun~ $.080 on each $100.00 of the taxable
property in said City;
For the Recreation and Park Fund $~070 on each $100.00 of the
taxable property in said City;
SECTION 3. That the bonded indebtedness and interest of the
City for the Santa Aha Municipal Improvement Bond Fund suthorized
by the voters by their ballots cast in the Special Municipal Bond
Election held April 9, 1946, may be paid for the current fiscal year,
the rate of $.065 on each $100e00 of the taxable property in said
City is hereby fixed but that said rate shall not apply to any por-
tion of that property in "Southeast Santa Aha" added to said City by
annexation certified by the Secretary of State on August 22, 1946
and designated Tax Code Areas 1105 and 1106, nor to any p~tion of
that property in Southeast Santa Aha designated as ~that portion of
Orange County ~aterw~rks District No. 6 lying a~d being outside of
the City of Santa Aha, California" and added to said City by annex-
ation certified by the Secretary of State on December 18, 1948, nor
to any portion of that property lying South of East First Street
and designated as "~e Prentice Park Ter~l tory" added to the City
by annexation certified by the Secretary of State on October ll,
1949, and designated Tax Code Area ll08, nor to any portion of that

property designated "Northwest Corner of Bristol and Edinger Street"
added to the City by annexation certified by the Secretary of State
on May 23, 1951; nor to any portion of that property designated
"North of Edinger and West of Bristol Streets" added to the City by
annexation certified by the Secretary of State on June 6, 1951, and
jointly designated Tax Code Area 1109; nor to any portion of that
property designated "Townsend Annexation" added to the City by annex-
ation certified by the Secretary of State on May 26, 1952, and desig-
nated Ta~ Code Area 1112; nor to any portion of that property desig-
nated "South Standard Annex" added to the City by annexation certi-
fied by the Secretary of State on October 18, 1956, and designated
Tax Code Area 1133; nor to any portion of that property designated
"S. E. Southern Pacific and Delhi Annex" added to the City by annexa-
tion certified by the Secretary of State on january 17, 1957, and
designated Tax Code Area 1134; nor to any portion of those properties
added to the City by annexation proceedings under the following desig-
nated names and certified by the Secretary of State on the dates set
opposite the designated names,

SECTION 4. That the bonded indebtedness and interest of the
City for the Fire Department Bond Fund m~thorized by the voters by
their ballots cast in the Special Nunicipal Bond Election held June
6, 1950, may be paid for the current year, the rate of $.020 on each
$100.00 of the taxable property in said City is hereby fixed, but
that said rate shall not apply to any portion of that property desig-
nated SNorthwest Corner of Bristol and Edinger Street" added to the
City by annexation certified by the Secretary of State on Nay 23,
1951; nor to any portion of that property designated "North of Edinger
and West of Bristol Streets" added to the City by aunexation cert-
ified by the Secretary of State on June 6, 1951, and Jointly desig-
nated Tax Code Area ll09; nor to any portion of that property desig-
nated "Townsend Annexationm added to the City by annexation certi-

SECTION 5. That the bonded indebtedness and interest of the
City for the Library Bond Fund s~thorizedby the voters by their bal-
lots cast in the Speci~ Municipal Bond Elections held November 6,
1956, may be paid for the current year, the rate of $.060 on each
$1O0.00 of the taxable property in said City is hereby fixed, but
that said rate shall not apply to my portion of that property desig-
nated "S. E. Southern Pacific and Delhi Annex", added to the City by
annexation certified by t he Secretary of State on January 17, 1957,
and designated Tax Code Area 1134; nor to any portion of those prop-
erties added to the City by annexation proceedings under the following

SECTION 6. For the general Capital Improvement Fund $.220 on
each $100.00 of the taxable property in said City. This levy is for
the fiscal year 1959-60.
SECTION 7. This Ordinance is urgently required for the immed-
iate preservation of public health, peace and safety. The following
is a specific statement showing the urgency of this Ordinance:
That the ~evenue to be derived from the taxes to be levied and
collected in accordance with the tez~s hereof is necessary for the
preservation of public health, peace md safety; to maintain all City
services; and in order to be in effect in time required for this
year,s tax levy, an Ordinance is now immediately required; therefore,
the City Council declares that this 0Hiinance shall take effect as,
and is adopted as, an emergency measure and be in force from and after
its publication. It is provided, however, that should the provisions
declaring this emergency be held to be invalid for any reason whatso-
ever, then and in that event this Ordinance shall nevertheless take
effect thirty (30) days after the adoption thereof and thereafter shall
be in full force au d effect.

at its regular meeting held on the 17th day of August, 1959.
