FIXING THE AMOUNT OF MONEY ASCERTAINED TO CARRY ON THE
VARIOUS DEPARTMENTS OF THE CITY, AND TO PAY THE BONDED
INDEBTEDNESS FALLING DUE, FOR THE CURRENT YEAR 1960-1961,
FIXING THE RATE OF TAXATION FOR SAID CURRENT YEAR, AND
DESIGNATING THE NUMBER OF CENTS ON ~ACH $100.00 FOR THE
VARIOUS FUNDS OF SAID CITY AND HEREBY LEVIED ON THE WHOLE
OF THE TAXABLE PROPERTY OF SAID CITY
WHEREAS, heretofore, on the 28th day of December, 1914, the City
of Santa Ana did elect to avail itself of the provisions of State law
providing that assessment of property and collection of taxes might be
done for cities by the county in which the cities were located; and
WHEREAS, under the provisions of Section 600 of the Charter of
the City of Santa Ana, the county system of assessment and tax collec-
tion shall continue to be used unless otherwise provided by Ordinance;
and
WHEREAS, the Auditor of the County of Orange filed his statement
in writing with the City of Santa Aha, showing the total value of all
property within the corporate limits for the fiscal year 1960-61 as
equalized and collected by the Board of Supervisors of Orange County,
and fixed the sum as shown by the assessment rolls for said year at
$140,383,370.00, exclusive of operative property belonging to public
utilities, and showing the total value of all property belonging to
public utilities and used as operative property within the corporate
limits of said City for said fiscal year as tentatively determined by the
Board of Equalization of the State of California to be $14,706,040.00,
which said amounts make a total assessed valuation for tax purposes
within the City of Santa Ana of the sum of $155,089,410.00.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES
ORDAIN AS FOLLOWS:
SECTION 1. That the total valuation of the taxable property of
the City of Santa Aha of $155,089,410.00 shall be used as a basis for
the levy of the taxes of said City at the same time and in the same
manner in which County of Orange levies are made and collected.
SECTION 2. The City Council does hereby levy a tax for the fis-
cal year beginning July 1, 1960 and ending June 30, 1961 for the purpose

of carrying on the various departments, to pay the bonded indebtedness
and interest, to pay the amounts due the State Employees' Retirement
System, to maintain the library, to operate the recreation and parks
program, and £ixes the rate thereof at $ ~.42 on each $100.00 of
assessed value of all property within the City of Santa Ana and ap-
portions said amount among the various funds and purposes as follows;
to-wit=
For the General Fund $1.05 on each $100.00 of the taxable prop-
erty in said City;
For the Library Fund $0.175 on each $100.00 of the taxable prop-
erty in said City;
For the Recreation and Park Fund $ 0~08 on each $100.00 of the
taxable property in said City;
SECTION 3. That the bonded indebtedness and interest of the
City for the Santa Aha Municipal Improvement Bond Fund authorized by
the voters by their ballots cast in the Special Municipal Bond Election
held April 9, 1946, may be paid for the current fiscal year, the rate
of $.065 on each $100.00 of the taxable p~operty in said City is here-
by fixed but that said rate shall not apply to any portion of those
properties added to the City by anne~ation proceedings under the fol-
lowing designated names and certified by the Secretary of State on the
dates set opposite the designated names, as follows:

SECTION 4. That the bonded indebtedness and interest of the
city for the Fire Department Bond Fund authorized by the voters by
their ballots cast in the Special Municipal Bond Election held June 6,
1950, may be paid for the current year, the rate of $.015 on each
$100.00 of the taxable property in said City is hereby fixed, but that
said rate shall not apply to any portion of those properties added to
the City by annexation proceedings under the following designated names
and certified by the Secretary of State on the dates set opposite said

cast in the Special Municipal Bond Elections held November 6, 1956,
may be paid for the current year, the rate of $.035 on each $100.00
of the taxable property in said City is hereby fixed, but that said
rate shall not apply to any portion of those properties added to the

and certified by the Secretary of State on the dates set opposite

Sm.CTION 6. This Ordinance is urgently required for the immedi-
ate preservation of public peace, health and safety. The following
is a specific statement showing the urgency of this Ordin~nce:

That the revenue to be derived from the taxes to be levied and
collected in accordance with the terms hereof is necessary for the
preservation of public peace, health and safety; to maintain all City
services to preserve the same; and in order to be in effect in time
required for this year's tax levy, an Ordinance is now immediately re-
quired; therefore, the City Council declares that this Ordinance shall
take effect as, and is adopted as, an emergency measure and be in force
from and after its publication. It is provided, however, that should
the provisions declaring this emergency be held to be invalid for any
reason whatsoever, then and in that event this Ordinance shall never-
theless take effect thirty (30) days after the adoption thereof and
thereafter shall be in full force and effect.
