AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF SANTA ANA, CALIFORNIA,
CALLING, PROVIDING FOR AND GIVING
NOTICE OF A SPECIAL MUNICIPAL ELEC-
TION TO BE HELD IN SAID CITY ON
TUESDAY, -'MARCH:~ 13, 1962, FOR
THE PURPOSE OF SUBMITTING TO THE
QUALIFIED VOTERS OF SAID CITY A
PROPOSITION FOR THE ISSUANCE OF
WATER REVENUE BONDS BY SAID CITY.
The City Council of the City of Santa Aha,
California, DOES ORDAIN as follows:
Section 1. That a special election be held and
the same is hereby called to be held in the City of Santa
Aha, California, on Tuesday, the l~th day of Ma=ch,~
1962, for the purpose of submitting to the qualified voters
of said city the proposition of issuing water revenue bonds
pursuant to the Charter of said city and the Revenue Bond
Law of 1941 (Chapter 6, Part l, Division 2, Title 5 of the
Government Code of the State of California) in the amount
and for the objects and purposes hereinafter set forth.
Section 2. That the purpose for which said bonded
indebtedness is to be incurred and revenue bonds issued
therefor is as follows:
The acquisition and construction of additions
to the revenue producing water utility of the City
of Santa Aha (i.e. the water supply and distribution
system) for which the property to be acquired and
the improvements or additions to be made to the
equipment for such revenue-producing utility shall
consist of works and facilities for the production,
storage, transmission and distribution of water,
including water storage reservoirs, water wells,
pumping and pressure regulating stations, water
transmission and distribution mains, capacity
rights in works and facilities to be used Jointly
with other public corporations, facilities of
existing water companies; and for the foregoing
appurtenances and appurtenant works, and including
the acquisition of all water rights, lands, ease-
ments, pipe, pumps, and other property necessary
therefor; the estimate of the cost of the foregoing
purpose being $6,950,000; the regulations and pro-
cedures for the sale and issuance of such bonds
to be as set forth in the Revenue Bond Law of 1941
(Chapter 6, Part l, Division 2, Title 5 of the
Government Code of the State of California); and
the provision to be made from the revenue of suc~
revenue-producing utility for the payment of
interest on, and retirement of, the bonds to be
that said bonds are secured by and are payable
from all of the revenues of said utility as now
or hereafter constituted, all as more particularly
set forth in said Revenue Bond Law of 1941.
Section 3. That the estimated cost of such
acquisition and construction is $6,950,000.
That the maximum principal amount of the bonds proposed
to be issued is $ 6,950,000 That the maximum
rate of interest to be paid on said bonds shall not

exceed the maximum rate permitted by law, to wit, six
per cent (6%) per annum, payable annually for the first
year and semiannually thereafter, the actual rate or
rates of interest on said bonds to be determined at or
prior to the time of the sale or sales thereof.
Section 4. That if the proposition for the
incurring of bonded indebtedness so submitted receives
the requisite number of votes, to wit, the votes of a
majority of all the voters voting on the proposition,
revenue bonds as provided herein in not exceeding the
principal amount stated in such p~oposition shall be
issued and sold for the purpose set forth herein. Said
bonds are to be revenue bonds payable exclusively from
the revenues of the enterprise and are not to be secured
by the taxing power of the City of Santa Aha.
Section 5. That the enterprise referred to
herein is defined to be the entire waterworks system of
the City of Santa Aha as said system now exists together
with all additions to be acquired, constructed and financed
with funds derived from the sale of the revenue bonds
herein proposed to be issued, together with all improve-
ments and extensions to said system later constructed
or acquired.
Section 6. That the polls for said election shall
be opened at seven o'clock A.M., of the day of said elec-
tion and shall remain open continuously from said time
until seven o'clock P.M.~ of the same day~ when said polls
shall be closed, except as provided in Section 1~426 of
the Elections Code of the State of California.
Section ?. That on the ballots to be used at
said special election, in addition to any other matter
required by law, there shall be printed substantially the
following:

INSTRUCTIONS TO VOTERS
To vote on any measure, stamp a cross (+) in
the voting square after the word "YES" or after
the word "NO." All marks except the cross (+)
are forbidden. All distinguishing marks or
erasures are forbidden and make the ballot
void.
If you wrongly stamp, tear or deface this ballot,
return it to the inspector of election and obtain
another.
On absent voter ballots mark a cross (+) with
pen or pencil.

Section 8. A cross (+) placed in the voting
square after the word "YES" in the manner hereinbefore
provided shall be counted in favor of the adoption of the
proposition. A cross (+) placed in the voting square after
the word "NO" in the manner hereinbefore provided shall be
counted against the adoption of the proposition.
Section 9. That the manner of holding the elec-
tion shall be as provided in this ordinance and the manner
of voting on the issuance of bonds shall be as provided in
this ordinance. That in all particulars not herein recited
the election shall be held and the votes canvassed pursuant
to law for general municipal elections held in the City
of Santa Aha.
Section 10. That for the purpose of holding said
special municipal election there shall be and are hereby
eatablished seventy-five (75) voting precincts designated
as hereinafter stated. Each such voting precinct shall con-
sist of a consolidation of regular election precincts in
the City of Santa Aha (of the names and numbers hereinafter
stated) established for the holding of state and county
elections, as said regular election precincts exist on the
date of adoption of this ordinance. That the polling places
for the respective precincts shall be the places hereinafter
designated; and that the persons hereinafter named,~being
competent and qualified electors and residents of said
city and of their respective voting precincts, are hereby
appointed officers of election for their respective voting
precincts and they shall hold said election and make return
thereof in the manner provided by law.
